This Post Office Receiving Pillar was restored in 1980 and is now a fully operational Australia Post mailbox. In early August 1980 Prime Minister Mr. Fraser posted Warrnambool’s first commemorative envelope into this restored Post Office Receiving Pillar at Flagstaff Hill Maritime Village. The special limited edition envelopes are numbered 1 – 7000. When posted, the envelopes would have the Flagstaff Hill Logo and Flagstaff Hill Maritime Village’s own postmark of a ship’s steering wheel surrounding a lighthouse and a sailing ship, and were dated August 3 on the First Day Cover. Amongst Flagstaff Hill’s collection is that very first letter posted by Prime Minister Fraser. HISTORY OF POST OFFICE RECEIVING PILLARS In 1851 ‘pillar boxes’ were installed at roadside locations in the island of Jersey, England; they had already been successful in several European countries. The use of new prepaid, adhesive postage stamps as well as the roadside pillar boxes meant there was no need for the public to take a trip to the Post Office just to post a letter. By 1855 London had installed its first six Pillar Boxes. In 1856 the pillar boxes were first introduced in Sydney. These were circular with a crown on the dome, supported by leaves. Early Victoria Mail was originally collected by ‘letter carriers’, first appointed in Melbourne in 1841, equipped with leather bag and hand bell. He wore a red coat with brass buttons and a black top hat! In 1844 two wooden receiving boxes were erected in Melbourne. The first cast iron boxes were installed in South Melbourne (Emerald Hill) and were still in service until 1967. They were a fluted circular design and made in England. In the early 1860’s the ‘low door round’ design posting box was introduced, being circular and surrounded by a crown, with two broad embossed bands around its circumference. The clearance door was in front of the box and low down. These were made in Australia. In the early 1870’s square boxes with a tapering top were being used. These too were made in Australia by different manufacturers with slight variations on style such as the orientation and number of slots. Next came the circular boxes again, similar to the ‘low door round’ but with the clearance door extending to just below the posting slot, often referred to as ‘high door round’. These boxes did not have embossed bands. In 1887 small cast iron boxes were introduced, attached to posts and poles and called ‘lamp post receivers’. Around 1930 a ‘London’ model was used in Victoria. It was copied from the flat-domed type in London but made in Tasmania. Probably originally drawn for publication in Melbourne newspaper showing detachment of Victorian Mounted Rifles on way to establish order at a strike site during the Labour and Shipping Strike of August 1890. During the strike armed troops were deployed to support the police in Melbourne and in Newcastle and a number of other ports around the country. In Melbourne, the announcement that a public meeting was going to be held on 31 August 1890 to support the maritime strikers sent the Victorian government into precautionary mode. On the eve of the meeting, the Victorian Mounted Rifles were briefed by their commanding officer Lieutenant-Colonel Tom Price: 'Men of the Mounted Rifles, one of your obligations imposes on you the duty of resisting invasion by a foreign enemy, but you are also liable to be called upon to assist in preserving law and order in the colony. ... To do your work faintly would be a grave mistake. If it has to be done effectively you will each be supplied with 40 rounds of ammunition, leaden bullets, and if the order is given to fire, don't let me see any rifle pointed in the air; fire low and lay them out so that the duty will not have to be performed again.' Price was quite clear and quite unapologetic about his intentions. He only wanted ′'to hit the strikers in the legs ... not to kill them outright. He explained that the term 'lay them out' was used in his regiment to mean 'temporary disablement'. A force of 1,000 militia and mounted police and another 1,000 special constables were embodied by the time of the meeting. These forces, apart from a troop of mounted police were held in reserve out of the way and the 40,000 who attended the meeting, although enthusiastic, were orderly and the forces were not called in. This patchwork bedspread or quilt is a modern creation along the lines of the traditional 1800s handmade patchwork quilting craft. It is made from reproduction fabric and quilt designs and represents the bed linen typical of a late 19th-century bedroom. Years ago, patchwork was a form of recycling, where leftover or previously used pieces of fabric were used to create other useful item such as quilts, rugs, cushion covers and jackets. Special projects were sometimes made with fabrics representing special memories, such as pieces from baby clothes, wedding gowns, and school uniforms. The maker would use a cardboard template shaped like a hexagon, place it onto the fabric and trace around it. Often the cardboard was cut from a box such as a cereal box. Women would gather to work on their patchwork while enjoying their social time together. As in the case of this quilt, members of the Embroiderers Guild in Warrnambool worked on the project, designing and quilting as a group to achieve their aim, of presenting the quilt to the recently opened Flagstaff Hill Maritime Museum. The quilt was perfectly suited to dress the bed in the Lighthouse Keeper's Cottage. Provision was made for the quilt to be hung for display, with the addition of loops along one edge.This carefully created and designed, recently made patchwork bedspread typifies bedding and handcraft of the late 19th century. The bedspread was the first community project of the South Western Branch of the Embroiderers' Guild of Victoria, and presented as an addition to the Lighthouse Keeper's Cottage tat Flagstaff Hill. Patchwork bedspread or quilt, double bed size, made from hundreds of hexagonal-shaped fabric of various colours and patterns, carefully stitched onto a white background. One edge of the quilt has loops dispersed at regular intervals. This would allow the quit to be used as a wall hanging. It was handmade by the South Western Branch of The Embroiders Guild, Victoria, and presented to Flagstaff Hill Maritime Museum and Village in 1976. The Warrnambool Fire Brigade was formed in 1863. The first fire engine house was in Liebig Street and carters were required to carry water to fire scenes. In 1889 the Council built a new Fire Station on Liebig Street and Warrnambool hosted its own Annual Demonstration in 1894. In 1891 the volunteer brigade became part of the Country Fire Brigade. The Fire Station relocated to Raglan Parade in 1915 and then to Timor Street in 1961. In 1989 the Brigade moved back to Raglan Parade. This booklet is a memento of the State Urban Championships that were held in Warrnambool in 2009 (Volunteer Fire Brigades Victoria and Country Fire Authority)This is a booklet of 96 pages containing printed material, maps, advertisements, photographs and tables. The back cover is white with a Powercor Australia symbol in red and printed material. The front cover is multi-coloured with a photograph of the Fire Station at Flagstaff Hill Maritime Village.
