On 11 April 2017 Education Minister James Merlino and Wendouree MP Sharon Knight visited Federation University to unveil designs for the new Ballarat Tech School where students will be able to grow their trade skills. Ballarat Tech School will focus on science, new energy technologies, food and fibre, advanced manufacturing and information technology. The M.B. John Building on Albert Street will be refurbished at Federation University SMB Campus at an estimated cost between $6 to $10 million. The fifteen partnered schools are Ballarat Christian College, Ballarat Clarendon College, Ballarat Grammar, Ballarat High School, Ballarat Secondary College, Ballarat Specialist School, Damascus College, Daylesford Secondary College, Federation College, Loreto College, Mount Clear College, Phoenix Community College, St Patrick’s College Ballarat and Yuille Park Community College. Perceval Selwyn Richards (ARVIA) was a Ballarat architect who from 1900 to 1940 was responsible for innovative Edwardian and Art Deco style buildings in the district. In 1904 his office was at the Mercantile Building on the corner of Armstrong and Dana Streets, Ballarat. Perceval Selwyn Richards was born 21 July 1865 at Christchurch, New Zealand. He married Alice Emma Nicholson. Percy Richardson sailed to Melbourne, Australia in 1887 to find employment in an architect’s office. On arrival in Ballarat started as an assistant in the architectural firm of William Brazenor, where he worked for six years before continuing with the business after Brazenor's death. He taught Architecture at the Ballarat School of Mines from 1918 to 1921. As well as his work from the Ballarat and District Anglican Diocese and the Ballarat and the Western Districts. Ballarat & Clarendon College is also one of his designs. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. Herbert Leslie (Les) COBURN (1891-1956) Australia This work was commissioned by the SMB Council to hang in its chambers. It envisions the new Junior Technical School building and was illustrated in the same year the Ballarat Technical Art School building officially opened. Les Coburn was a student at the Art School between 1908 and 1916. Coburn and his business partner, Percival Selwyn Richards (1865-1952), became joint instructors in architecture and building construction at the school from 1920, with Coburn continuing until 1948. In 1871, the Villa and the associated ‘180 Mine’ on the New Chum Reef was bought by George Lansell who had become successful in his gold mining interests and investments. With his continuing success in deep mining, Lansell undertook major extensions to his home, and in fact continued this expansion and decoration of Fortuna until his death almost 40 years later. Fortuna Villa remains remarkably intact as a house even though it has served as a busy workplace for 65 years. Stained glass, elaborate ceilings, grand cedar and blackwood staircase, solid marble baths, extensive acid-etched glasswork (conservatory) are some of the architectural features that contribute to the outstanding ‘feel’ of the structure. The Fortuna grounds cover some 7.57 ha. and feature an ornamental lake, garden, a ‘Roman-Bath’ and the ‘Pompeii Fountain’. The original quartz-crushing battery building, stables and coach house remain close to the main villa. The magnificent villa itself is the aspirational centerpiece to this remarkable property. It is set in botanic-style gardens featuring established trees. Dr Leona Willson was the first female to be elected president of ANZCA (2008 - 2010) and the first New Zealander to hold the position. In 2011, Dr Wilson was awarded the New Zealand Order of Merit in which she is proudly wearing this medal in the portrait. The portrait was commissioned by ANZCA to mark the presidential term of Dr Leona Wilson which was unveiled at the ANZCA Council meeting June 2013. The artist, Jude Rae, is a Sydney based artist primarily known for her still life paintings, portraits and architectural interiors. Her artwork is held in major public and private collections in Australia, New Zealand, UK and USA.
