The photographs show the award of the French Legion of Honour to John Henry Lockett age 107 years by the French Ambassador His excellency Dominique Giraud on 21.7.1998 in the Main Hall of the Soldiers Memorial Institute in Pall Mall Bendigo. There was some 100 officials and invited guests in attendance. Jack Lockett No 1194 enlisted on 24.3.1916 age 25 years 1 month in D Coy 38th BN AIF, embarked for England 20.6.1916, Hospital at sea with Influenza 25.7.1916, embark for France 22.11.1916, Hospital with Gastritis 30.11.1916, rejoin unit 10.12.1916, promoted L/Cpl, 12.5.1917, promoted Cpl 23.10.1917, promoted Sgt 12.12.1917, discharged from the AIF on 20.9.1919. In 1967 the British Prime Minister was Harold Wilson. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. Paul Keating laid a stone at the Ballarat School of Mines on 25 October 1995 on the 125th anniversary of the Ballarat School of Mines. Ballarat School of Mines Council President, Bill Gribble, studied Art at Ballarat School of Mines Technical Art School. In 1956 he was working with Villiers Engineering, then Bendex Mintex in 1966. He retired from there in 1988 as Chairman and Managing Director. In 1989 Bill Gribble was appointed to the Ballarat School of Mines Council. He served as President from 1992 until his retirement in 1996. In that year the Ballarat Technical Art School building was named the W.J. Gribble building. Ltd was registered on June 1st 1893 and was an important source of income to the Orbost district.A greenish-grey hard covered letter book used by the orbost Butter Factory. It contains hand-written letters from the secretary. Colin Jackson, Phil Harrison and Garry Snowden were in Parliament House, Canberra, on the evening of 20 August 1996, to hear the Budget Speech by the new Federal Treasurer, Peter Costello MP, who announced: “…the Government will provide $42 million over the next three years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” Soon after, the Commonwealth advertised a tender for a manger for the new program. Phil Harrison orchestrated a flurry of faxes between Brisbane and Ballarat, as Colin Jackson, Madeline Townsend, Garry Snowden and John Fenton fine-tuned the document. National reach and credible record won ATCV the job to administer and manage Green Corps for the whole of Australia for five years (1997-2002) was won in November and the contract was signed on the eve of Christmas, 1996. At the national launch of Green Corps – Youth for the Environment held in sweltering Adelaide on 12 January 1997, Colin Jackson assure the responsible Minister, Senator Amanda Vanstone, that thirty six projects were already in place and that recruiting was going well. Those who were there recall with awe the remarkable celebration that was the National Green Corps Conference on 21-24 February 1998 in Canberra. One hundred and one participants representing 71 past and current teams from around Australia, Treasurer Peter Costello, three other Commonwealth Ministers, and several “captains of industry” were on hand. Board member Sue Campbell remembers feeling “deeply moved” when Travis Schicchitano explained to the audience how much joining Green Corps had meant to him. James Chester Kerr Trewin (916-1965) was born in Orbost, Victoria, Australia and died there. Service Australian Army  Service Number VX5640. He enlisted on 23 Oct 1939  at Sale, VIC  He was discharged on 5 Aug 1943 with the rank o Lieutenant  He was in 2/7 AUSTRALIAN INFANTRY BATTALION.  This personal document gives an insight into the human element of World War 11 ensuring that those who were part of the Orbost community and played a vital role during this time are remembered.A rectangular laminated certificate which was given to James C. Richard Osburne (1825-1895) came to Warrnambool in 1847, a pioneer resident in the new settlement. In 1851, with John Wilkinson, he founded Warrnambool’s first newspaper, the Warrnambool Examiner, and issued it weekly for some months until he left the town for the goldfields. Returning in 1853 he resumed publication of the Examiner and continued it, intermittently in its last few years, until 1880. He was acknowledged in his day as the Father of the Warrnambool Press and was a dominant figure in Warrnambool’s early history. He was associated with the establishment of the Aboriginal Reserves, Fire Brigade, Mechanics’ Institute, Warrnambool Council, National School, Presbyterian Church, Public Wants Committee, Villiers Building Society, Fish Protection Society, Dramatic Club, Cricket Club, Otway Gold Exploration Syndicate and other institutions. In 1882 he went to live in Melbourne, returning to publish his ‘History of Warrnambool’ in 1887, a Queen’s Jubilee publication. Richard Osburne’s book is a seminal work of the 19th century history of Warrnambool and its importance cannot be over-emphasized. The original copies of this book are now hard to get and are very valuable. This facsimile is kept because the facsimiles are also now becoming rare and they are good examples of the way a facsimile is reproduced and the reason for the existence of this particular reprint– the importance and usefulness of Osburne’s history and the need to make it accessible to researchers today.This is a facsimile edition (1980) of Richard Osburne's book on the history of Warrnambool from 1847 to 1886. This Post Office Receiving Pillar was restored in 1980 and is now a fully operational Australia Post mailbox. In early August 1980 Prime Minister Mr. Fraser posted Warrnambool’s first commemorative envelope into this restored Post Office Receiving Pillar at Flagstaff Hill Maritime Village. The special limited edition envelopes are numbered 1 – 7000. When posted, the envelopes would have the Flagstaff Hill Logo and Flagstaff Hill Maritime Village’s own postmark of a ship’s steering wheel surrounding a lighthouse and a sailing ship, and were dated August 3 on the First Day Cover. Amongst Flagstaff Hill’s collection is that very first letter posted by Prime Minister Fraser. HISTORY OF POST OFFICE RECEIVING PILLARS In 1851 ‘pillar boxes’ were installed at roadside locations in the island of Jersey, England; they had already been successful in several European countries. The use of new prepaid, adhesive postage stamps as well as the roadside pillar boxes meant there was no need for the public to take a trip to the Post Office just to post a letter. By 1855 London had installed its first six Pillar Boxes. In 1856 the pillar boxes were first introduced in Sydney. These were circular with a crown on the dome, supported by leaves. Early Victoria Mail was originally collected by ‘letter carriers’, first appointed in Melbourne in 1841, equipped with leather bag and hand bell. He wore a red coat with brass buttons and a black top hat! In 1844 two wooden receiving boxes were erected in Melbourne. The first cast iron boxes were installed in South Melbourne (Emerald Hill) and were still in service until 1967. They were a fluted circular design and made in England. In the early 1860’s the ‘low door round’ design posting box was introduced, being circular and surrounded by a crown, with two broad embossed bands around its circumference. The clearance door was in front of the box and low down. These were made in Australia. In the early 1870’s square boxes with a tapering top were being used. These too were made in Australia by different manufacturers with slight variations on style such as the orientation and number of slots. Next came the circular boxes again, similar to the ‘low door round’ but with the clearance door extending to just below the posting slot, often referred to as ‘high door round’. These boxes did not have embossed bands. In 1887 small cast iron boxes were introduced, attached to posts and poles and called ‘lamp post receivers’. Around 1930 a ‘London’ model was used in Victoria. It was copied from the flat-domed type in London but made in Tasmania.
