Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Unframed portrait of Cr. J.W.R. Clements, Mayor of Kew 1899-1900. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. In 1898 a recommendation for a railway of 2 ft 6 in gauge was handed down by the Parliamentary Standing Committee on Railways, to cost $138,000. Construction of the Colac-Beech Forest railway line began in 1900. About 100 men were employed in laying and ballasting the track while others formed the earthworks and the building of culverts and bridges. The earthworks of gravel ballast 150 mm deep were formed by horse and scoop or by shovel. Once the bed had been laid surveyors went along to check the layout, particularly all check rail curves and all 100 metre curves which the surveyors in the picture are doing.B/W. The Royal Winton brand has always been synonymous with quality and design and has roots in Stoke-on-Trent, England that go back over one hundred years. Originally known as Grimwade Brothers it was founded by Leonard Lumsden Grimwade. Leonard had shown a natural talent for modelling pottery and it was in this field that his infant business began, in 1885. He was soon joined in the business by his older brother, Sidney Richard, another potter. The family of Daphne Sturt were early settlers in Moorabbin ShireCirca 1890 to 1900. A Grimwade's floral and black-patterned ceramic vase with detachable "frog" for holding flowers in place. The rim of the vase is trimmed with gold. On the bottom of the vase there is a Backstamp: Grimwade, Winton, Stoke-on-Trent, England. Made in England. Bluestone home of Josiah and Mary Park built in 1890 by English stonemason James Murray. Josiah had the blacksmith business next door and built the house and stables to house his family of 12. The laundry and bathroom were detached and water was pumped from a large underground tank by a windmill manufactured in the blacksmith shop. Arthur Walstab (1844-1899) was a member of the Brighton Council representing the South Ward from 1877 until his death. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. He represented Brighton on the Metropolitan Board of Works for five years.
