The introduction in this book, by Doulas R. Aylen (CEO), explains that the book is a publication of the memoirs of William Ludwig Samuel Sebastian Lechte, written in the 1930s. Small book titled "CAULFIELD 1869 - 1935 MEMORIES OF THE PAST" by William Ludwig Samuel Sebastian Lechte, published by the City of Caulfield, 1993. The book has a cream coloured cover with the title and author, an aerial image of Caulfield featuring the Caulfield Town Hall and the City of Caulfield Coat of Arms printed on the front. The pages inside include 18 pages of black text printed on white pages. A sticker on the front bottom left hand corner reads 994.51, as this object was once a part of a library catalogue.

During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. This Citizens' Handbook was posted to all citizens of Warrnambool in 1983. It contains an introductory message from the Mayor of the time, Cr. Ron Anderson and information relating to council run facilities and services. There is a page explaining the Warrnambool Bike plan and a section on how to save water. The blue centre pages explains property valuations and how to pay council rates. The rear page lists the contact details for councillors from each of the four municipal wards (Albert, Hopkins, Merri, Victoria) This booklet is an example of information provided to all City of Warrnambool citizen's in 1983.
