The following extract written by Karen Tyers Warrnambool Family history group explains the journey and background of the Warrnambool Pioneer Board. Warrnambool is fortunate to have a photographic record of some of its pioneers. They are commemorated on the Pioneers’ Board. The Pioneers’ Board with its elaborate frame measures approximately 2 metres by 3 metres and holds 204 photographs of Warrnambool’s early pioneers. In 1907 Edward Vidler, secretary of the Warrnambool & District Progress League and Chamber of Commerce and Industry, invited descendants of those who arrived in Warrnambool before 1860 to send photographs of their pioneer ancestors to commemorate the Diamond Jubilee of Warrnambool’s foundation in 1847. A charge of £1 for each photograph was set. Lillian Foyle of Foyle’s photographic studio, was engaged to colour the photographs and undertake the associated artwork. By December 1907 the honour board was on exhibition in Bernard’s Gallery, Melbourne. Unfortunately Vidler left Warrnambool in 1907 with the honour board expenses unpaid. The Progress League refused to take responsibility for the debt and the honour board remained with Foyle’s Studio for 17 years. In 1922 subscriptions were called for and £43 16s 6d was acknowledged. After a final determined effort was made in 1924, the £100 debt was collected and Charles Foyle, Lillian’s brother, accepted settlement of the debt. On 2 May 1924 the honour board was moved from Foyle’s Studio to the Art Gallery. For many years the honour board was in the entrance passage to the public library. After the library was demolished in 1975 the pictures were removed to the Art Gallery where it was restored by the Director of the Art Gallery, Jack Welsh. The board was later stored in an empty front room at Murweh and the dismantled frame stored in an outbuilding. By 1982 the honour board was in the foyer of the City Council offices. During the renovations of the interior of the council offices in 1997 the honour board was moved to the library where it remained until moved to HeritageWorks in March 2014. As a collection of early pioneers in the district it provides a valuable resource for historians and researchers. It gives light to a social scene in the district much of which can be verified from diaries and other items held by the historical society and also available on websites such as Trove. It has relevance to this day with many family historians enquiring of people included on the board. The collation of the board is a story of great interest in itself. While there are images of 204 men on the board the only reference to a woman is Lillian Foyle the artist who was responsible for much of the artistic work on the board. It compares well in size and quality with a number of montages, and collations of images from around the state of Victoria. It is by no means a complete list of pioneers of the district but there are many well- known ones included. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. This contour plan shows the area identified by the MMBW for purposes of drainage and sewerage in 1894. The suburbs represented extend from Williamstown in the west to Bulleen in the east, and from Preston in the north, south to Sandringham. Suburbs are outlined in coloured ink. Red lines indicate main and branch sewers in existence at the beginning of 1894 in central and inner Melbourne. These extended as far as Williamstown and Brighton, but not yet as far as Kew, where sewering did not commence until 1901. Contour lines show the topography, which was important for indicating the fall of the land for the laying of sewers and drainage channels. Kew appears to be fairly undeveloped at this date except for railway lines and stations (the Kew and Outer Circle lines), main roads, the Kew Lunatic Asylum Reserve and Studley Park. However, the contour plan does not accurately represent the density of settlement, nor the large number of houses, which were being built in Kew and other suburbs from the 1850s to the land boom of the late 1880’s and early 1890’s. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). The laborious task of hand-tinting these Board of Works plans was not without hazards as is evidenced by Plan No. 1593. On the Plan, the original colourist spilt black and green ink, partially obscuring some parts. The most obvious casualty is ‘Clifton’ located on the corner of Cotham Road and Park Street [now Adeney Avenue]. Included in this Plan, and outlined in pink is that part of the section that the contracting engineer was tasked with completing. This included sewering on both sides of this part of Cotham Road, but excluded properties such as ‘Glendonald’ and ‘Monnington’. This area was to undergo a series of subdivisions including the ‘Clifton Estate’, which created housing lots on Adeney Avenue and Florence Avenue in 1916. When the contracts were let for surveyors to identify and record the extant houses and landscapes within an area for the Board of Works, the contracts were let at separate times, hence the anomaly where two copies of Plan No.1571 exist in our collection. The first of these plans identifies the building materials used in houses bordering Fitzwilliam Street, Edgevale Road, May Street, Malin Street, Davis Street and Wellington Street. The cut off point for the survey was the south side of Wellington Street. By 1903 when the survey was undertaken many of the sites were already built on, particularly those facing Edgevale Road. The plan identifies the preponderance of weatherboard houses in the area. That area of Kew bordered by Cotham Road, Park Hill Road, Ermington Lane (now Ermington Place), and Belmont Avenue contained some of the significant homes owned by Kew pioneers. Chief among these was ‘Park Hill’ on an enormous lot facing Park Hill Road. The Jubilee History of 1910 noted, six years after this plan was drawn, that: ‘Park Hill Road, forming the southern boundary of the cemetery, takes its name from Park Hill, the residence of Mr. Thomas Judd, who has resided there since December, 1852.’ Other named houses on the plan include ‘Ferndale’ facing Cotham Road; ‘Ermington’ adjacent to Judd’s Park Hill, facing Park Hill Road; and ‘Gilden’ and ‘Mont Belmont’ facing Belmont Avenue. Mont Belmont was designed by the architectural firm of Reed, Henderson and Smart for William George Lilley in 1887 and was completed in 1888. A list of servicemen that were submitted for inclusion on the Junior Legacy Honour Roll. However the document mentions this list is of those 'for whom there was no "master card" or concerning whose entitlement to entry on the Roll there is some doubt'. There is a column for 'Here enter any known details'. The final Honour Roll lists junior legatees that served overseas in the armed forces, initially World War Two, and displayed in cabinets in Legacy House. The purple type implies it was made with a renostat form of printing so was a copy of the original document. The final page has a note to return the form to Junior Legacy. Wax seals have been used since the Middle Ages and are primarily used for legitimising and authenticating official documents. This wax seal was used by the Campaspe Road Board (later the Huntly Council). Souvenir Programme from the Councils of the Municipalities of the City of Caulfield and the Town of Brighton for a Public Demonstration to be held on Sat 3rd August 1918 at 3 o'clock for the proposed Avenues of Honour to be planted in memory of fallen WWI soldiers. From Honour Roll Display 2019 interpretation panel - Brighton-Caulfield Avenue of Honour It is hard to imagine but a grand arboreal Avenue of Honour once lined parts of North Road, McMillan Street and Point Nepean Road (now Nepean Highway). The Avenue of Honour was a distinctly Australian phenomenon with hundreds being constructed throughout Australia during and following World War One, most of these in Victoria. Consisting of tree lined streets with each tree representing a solider, the Avenue of Honour signalled a more egalitarian approach to commemoration where rank was not a consideration. Arguably the most famous Avenue of Honour in Victoria still exists at Ballarat. Stretching for nearly 22 kilometres, the entrance to the Avenue is marked by the imposing Arch of Victory. Smaller in scale, the Brighton-Caulfield Avenue of Honour was dedicated to the ‘memory of (Brighton and Caulfield’s) kith and kin who came from (the) district and who died in the Great War’. A joint project between the neighbouring Councils, the idea was first reported in The Argus on 1 July 1918. Plans moved along quickly and on 3 August 1918 the Governor of Victoria Arthur Stanley planted the first Australian flowering gum. The next of kin were then invited to plant trees for lost sons, brothers, uncles, nephews and husbands. In all, over 400 trees were planted. Intensely personal, the Avenue also acted as a focus of grief and remembrance for the wider community. For many years, the annual civic Anzac Day service was held at the Avenue on Point Nepean Road, near Glen Huntly Road, Elsternwick. The service was moved to Caulfield Park upon the completion of the Cenotaph in 1930. Due to road widening and disease the last original tree was replaced in the 1980s, however a plaque in Caulfield Park records the Avenue’s plantation. Members of the Board of Management in 1938 included Syd Birrell, Carl Carleton, Jack Barnes, Os Gawler, H Nicholson, W(Bill) Pearce, Lionel Wallace, Brian Armstrong, Eric Harding, Doug McKinlay. Text below the photo shows it was presented to J G Gillespie to commemorate his year as president, which was 1938. Another copy of this photo exists that is labelled as Board of Management 1949 - which is incorrect. Legatee Eric Harding OBE, MM, was also a member of the Limbless Soldiers' Association of Victoria as he lost a leg as a gunner in France in WW1. He served with the Australian Field Artillery in the original Anzac Corps. Despite loosing a leg he was active enough to ride with a Light Horse Party at the head of Melbourne's 1975 Anzac Day march.
