The advent of solid-state electronics in the 1960s replaced the more delicate valve sets which enabled greater use of vehicle mounted radios. The Commission continued to research, develop and build new radios at its many workshops around Victoria. The network was supported by a large team of skilled radio technicians. The more secure and versatile State Mobile Radio (SMR) digital trunk system came into operation in about 1995. Upgraded Tait Radios were purchased in 2014 after recommendations of the 2009 Bushfires Royal Commission. In 1914, Mr and Mrs Arthur Hooke gave the name ‘Wandinong’ to their newly purchased property in Blackburn. The name was inspired by a recent cycling trip to Wandin in the foothills of the Dandenongs, as well as the title of a favourite book, Ethel Turner’s ‘The Camp at Wandinong’. Their property and the surrounding district had originally been owned by a series of property investors and speculators, and while some of it had been cleared for grazing, most of it was still covered in virgin bush; thickly covered with trees and undergrowth and rich in wild flowers and bird life. A small section of the Hooke’s property was cleared sufficiently to r\erect a house and some outbuildings, but the rest was left as n nature intended. Mar Arthur Hooke was a local property valuer but never owned a car, preferring to attend to business on his bicycle. He was still riding his bicycle in his eighties. Meanwhile, Mrs Hooke had developed a keen desire that the ‘Wandinong’ property remain intact; that it should ultimately be set aside as a place of refuge where like-minded people could go to enjoy peace and quiet amongst the native birds and bushland.|To this end, Mr and Mrs Hooke liaised with the Nunawading Council and an agreement was reached whereby the council would assume ownership of the property on their deaths. When Mr Hooke died in 1972, his wife transferred the land over to the council the following year. Mr and Mrs Arthur Hooke’s Grandson, William, and granddaughter, Christine, recently donated their grandmother’s bicycle to the Whitehorse Historical Society. They recall that their grandfather’s bicycle was given to a representative of the Nunawading Council for safekeeping some years ago. Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. On of a class of 120 trams built at Preston Workshops between 1939 and 1951. Third tram to be converted to a Colonial Tramcar Restaurant Tram. Of the six trams converted, the only former Melbourne Restaurant tram in use currently (March 2019), trams 4, 5, and 6 having been withdrawn during October 2018.Four motor bogie tram - ex Melbourne - tram No. 939 - One of a class of 120 trams built at Preston Workshops between 1939 and 1951. Third tram to be converted to a Colonial Tramcar Restaurant Tram. Of the six trams converted, the only former Melbourne Restaurant tram in use currently (March 2019), trams 4, 5, and 6 having been withdrawn during October 2018. The tram was built by the MMTB as No. 939 in 1948 at Preston Workshops as a standard SW6 tramcar. It was resident for most of its life at Camberwell, Kew and South Melbourne depots and finally Southbank depot. Heavily rebuilt internally to give a flat floor, air-conditioned, 240V and 24V systems fitted along with changes to bulkheads and position of the passenger door and a goods door in 1994. The tram was converted into Melbourne Restaurant tram No. 3 in 1994/95, being launched on 8-2-1995. While in the later part of its use by the Colonial Tramcar Restaurant Co, it was named “Valentine” during July 2008. It was withdrawn from service in May 2012, when it was replaced by No. 935 (Restaurant No. 6). In August 2014, the Museum received a grant from the Victorian Government of $40,000 to refurbish tram – part of the Transport Investing in Regions Program. The tram was relocated to the Ballarat depot on 29/10/2014. Refurbishment work was completed during March 2016 and the tram was formally launched on 5/4/2016.. The tram is named after Sir Henry Cuthberts (1829 - 1907), the first Chairman of the Ballaarat Tramway Co (the horse tram operator). Sir Henry was a Ballarat based solicitor, member of the Legislative Council, Knighted in 1897 and strong supporter of many Ballarat institutions. This photograph shows a group of men standing outside the Ford Street office of the Ovens and Murray Advertiser in Beechworth. This group includes the Advertiser''s manager, Richard Warren, who is bearded man standing in the doorway and who's name is written on the reverse of the photograph. The Advertiser was a local paper, first printed as a weekly in 1855, and then as a daily in 1857. It continues to be printed today, albeit in a different form. The Advertiser was launched by architect Francis Hodgson Nixon with assistance from businessman John Henry Gray, and newspaperman Richard Warren. Warren was sole owner from 1860 until his death in 1906, and it responsible for much of the paper’s success. Its goals included coverage of local events, as well as of global news, and the promotion of economic liberty, arts, and sciences. Beyond these initial goals, the Advertiser was instrumental in local politics, particularly Beechworth’s association with conservatism and constitutionalism in the 1860s and 1870s. Numerous other papers sprung up to contest the Advertiser’s hold during the latter half of the nineteenth-century, but none were able to completely oust it from its post. As well as representing a key chapter in Beechworth’s history, the Advertiser can be used as a key source for the stories and figures of historic Beechworth. As well as managing the Advertiser, Richard Warren's owned or managed multiple businesses in Beechworth, founded the Ovens hospital and Benevolent asylum, invested in local companies, and participated in a range of religious brotherhoods and societies. He married Mary Ann Mitchell when he was twenty-six, and, while the couple were unable to have children, they adopted one son, who began managing the Advertiser in the late-nineteenth century. This photograph has historic significance afor its relationship to the history of the Ovens and Murray Advertiser, which is a key example of of successful nineteenth-century business in Beechworth, and for including an image of Richard Warren, a key figure in the period. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Footprint Tools is a hand tool manufacturer based in Sheffield, England. In 2014 most of their hand tools were still made in Sheffield at the Footprint factory. Footprint Tools can trace its manufacturing history as far back as the 1760s when Alfrid Ridge & Sons was established as a manufacturer of woodworking tools. Ridge was bought by the current owning family in 1932. The Footprint brand originates from 1875 when Thomas R Ellin, a member of a cutlery manufacturing family, started a tool manufacturing business under the brand "Footprint". This subsequently became known as Thomas R Ellin (Footprint Works). This company was bought by the current owning family in 1948 and began to manufacture a range of tools under the Footprint, Domino, Climax, John Bull, and Clinker brands. During World War 2 the divisions of the business were engaged in manufacturing hand tools for British and Commonwealth forces. After the war Footprint continued to grow, manufacture, and expand its range of hand tools for the professional tradesman. In 2008 Footprint moved to a larger factory and invested in new forging equipment, but this process was interrupted by a global recession, and Footprint was unable to generate enough business to cover the cost of the upgrades. In early 2009 the company was forced to liquidate and lay off its staff to pay creditors. The Jewitt family retained the brand and intellectual property, and later that year revived the company under the name Footprint Sheffield and began producing a smaller range of products at first.
