The Australian Red Ensign, or the Australian Civil Ensign, is simply a red version of the Australian National flag. It is for use only at sea and officially never on land, but can be used by private citizens. At sea, it is the only flag allowable for merchant ships registered in Australia under the Navigation and Shipping Act 1912 and The Shipping Registration Act 1981. Pleasure craft, however, may fly either the Red Ensign or the National Flag. The history of the Red Ensign is intertwined with the history of the Australian National flag. From 1901 to 1954 the Red Ensign was used as the National Flag by State and Local Governments, private organisations and individuals. The Blue Ensign was for Government use only, reflecting British practice with its ensigns. The design of the Australian Red Ensign was always kept in step with the Blue Ensign (i.e. with respect to the number of points on the stars, etc.) but there was often public confusion about which was the `correct′ flag to fly. Many thought the choice was merely one of fashion or preference. In 1941, Australia′s Prime Minister Robert Menzies stated that there should be no restrictions on private citizens using the Blue Ensign on land and, in 1947, Prime Minister Ben Chifley reaffirmed this position but it wasn’t until the passage of the Flags Act 1953 that the restriction on civilians flying the Blue Ensign was lifted after which, use of the Red Ensign on land became a rarity. Since 2008, 3 September has been officially commemorated as both Australian National Flag/Merchant Navy Day which allows the Australian Red Ensign to be flown on land for the occasion as a matter of protocol. Document - Invitation to a ‘Conversazione’ in the Exhibition Building, George Austin, 1901
A report in the Ballarat Star on 8 May 1901 recorded that: "THE CONVERSAZIONE. A GREAT SUCCESS. The conversazion given by the Government of Victoria at the Exhibition was very largely patronised. the guests includ ing the Prime Minister and a goodly proportion of the distinguished personages now in Melbourne. A programme of high-class music was gone through, and refreshments were served during the evening. Australian wines were very prominent."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.Colour lithograph mounted on card to an evening event, a conversazione, held in the Exhibition Building on the evening of Tuesday 7th May 1901, as part of the Australian Commonwealth Celebrations. The recipients of the invitation were Mr and Mrs James Maitland Campbell of Kew. The Government of Victoria hosted the event. The invitation shows an etching of the Exhibition Building, surrounded by an ornate border of heraldic shields, portraits of the Duke and Duchess, views of Perth, Adelaide, Melbourne, Sydney, Brisbane and Hobart, and native flora (including wattle, waratah, pink heath, Sturt’s desert pea, and flannel flower), and native fauna (kookaburra, possum, lyre bird, cockatoo and koala). Frances Rigg was a local business identity in Kew, at one stage managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (1922-2014). The collection was subsequently donated to the Kew Historical Society in 2015 by Francis' grandson, Adrian Rigg, at the time of the Gallipoli & Beyond Commemoration in 2015. The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Patriotic and other pressed tin buttons and badges were produced in large numbers in the first decades of the twentieth century. By nature, insubstantial and ephemeral, they have not always survived. The collections of badges, buttons and medallions in the Kew Historical Society collection is homogenous and yet diverse, ranging from buttons sold to raise funds for the war efforts in 1914-18 and 1939-45, to those used at festivals and sporting events. Because of the manufacturing process, many surviving buttons and badges have been affected by inadequate storage, suffering from oxidisation and physical damage. These survivors are now historically and socially significant artefacts, revealing much about the attitudes and values of the period in which they were produced. Sculpture - Mace, 'University Mace' by Trefor Prest, 1995
The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.' This item is part of the Federation University Art Collection. The Art Collection features over 1000 works and was listed as a 'Ballarat Treasure' in 2007. Trefor Prest lectured in Sculpture at the University of Ballarat from 1995-1996.The mace symbolises the office of the Chancellor. The design of the mace is the outcome of a national competition and represents the cultural diversity of Australia. The poppet head on the top of the mace refers to gold mining, which underpinned the development of Ballarat. The protruding spikes recall the Eureka Stockade. The 'egg' shape enfolds and nurtures the development of knowledge and learning. The shaft with the three 'branches' represents the Tree of Knowledge, and includes a bark canoe scar which recognises the integration of black and white Australian traditions. The lower part of the shaft culminates in a device suggestive of scientific or surveying and measuring technology.
