The Claxton Memorial consists of a white marble bust and pedestal set on a cement rendered base with pressed cement dolphins, the whole being set on a basalt plinth in a rendered brickwork pond surrounded by a wrought iron fence.The F.M. Claxton Memorial is a significant memorial structure and is of primary significance to the Ballarat Botanical Gardens. Bendigo followed much the same pattern as Ballarat, and was not ready for an up-to-date studio until 1880 when the Bartlett Bros. (Francis and Henry) who bad conducted a successful business in Melbourne for many years opened a small studio there. It was such a success that they decided to build large modern premises, and Francis made two trips to England and the Continent for the latest ideas. In 1884 Henry died, and to replace him, Francis secured the services of Robert W. Bugg, then employed by Foster & Martin (both pupils of Batchelder's) in Collins Street, Melbourne. In that studio Bugg made some fine portraits of Anthony Trollope during the novelist's long tour of Australia. Francis Bartlett was a keen business man, and Robert Bugg was a great operator and a fine painter. Together, their success was quite outstanding. Fifteen years later Bartlett retired with a fortune, and Bugg took over the studio. Robert William Bugg, one of our leading Painter-Photographers, was born in London in 1853, and came to Melbourne when he was five years old. He became a pupil of Louis Buvelot and, in 1879, a member of the Victorian Academy of Arts. In Bendigo he gave annual exhibitions of his oils and water colours, a number of his exhibitions being officially opened by his friend Alfred Deakin. There are a number of Bugg's Paintings in the Bendigo Art Gallery. All the portraits, landscapes, buildings, and city views illustrated in "Bendigo and Vicinity, 1897", are from photographs taken by Robert Bugg. He was a clever, genial and popular soul, and his influence on the cultural life of his adopted city was considerable. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Kiewa Valley House nursing home was officially opened on March 6th, 1985, with a new lounge extension opening in May, 1993. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians.The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance. Many SEC workers and their families have received high medical care at Tawonga District General Hospital and Alpine Health and/or as residents of Kiewa Valley House over the years. A number of family members of SECV workers as well as other dedicated staff have provided high quality medical attention and support in all three facilities as nursing staff, support staff and volunteers.
