Prior to 1996 young girls (7 - 11years) in the Girl Guide Association were known as Brownies. About circa 1983 this beret and dress were worn by a girl named Rebecca who was a member of the 3rd North Sunshine Pack - West Metro region. The 3rd North Sunshine Brownies were located in Furlong Road, North Sunshine 3020 (Melway 26 G6).This brown uniform is a historic reminder that at one stage Brownies existed as part of the Girl Guide Association.Two clothing items: (a) Beret - Brown woollen beret with a sewn on Brownies cloth badge. The Bulla Primary School was a semi-rural school in the Bulla township which was established in 1872. It was one of the first government schools to open in the district and continued to function for the following 124 years until December 1996 when the State Government closed the school. After that date, Bulla children were bused to schools in either Sunbury or Greenvale. The school property is now privately owned.Along with Bulla Primary School there were a number of Victorian Government schools closed down and sold to private enterprise in the 1990s.A coloured photograph of the school notice board erected at the main gate of the school. Image was originally copied by Chatham Primary School for inclusion in their pictorial history "A Patchwork of People - Chatham Past and Present" [ISBN 0 646 29370 2], by Susan Barnett and Julia Ashby, published in 1996 for the school's 70th anniversary. Jessica PRICE (1996- ) Born Busselton, Western Australia In 2017 Jessica Price completed a Bachelor of Arts (Fine Arts) Printmaking at the Federation University Arts Academy. A general theme in her work is nature to reveal the beauty of God in nature. This item is part of the Federation University Art Collection. The Art Collection features over 2000 works and was listed as a 'Ballarat Treasure' in 2007.Four limited edition screenprints with fineliner printed on Somerset Satin White paper. Artist's Statement: I am a practising printmaking artist and enjoy experimenting with various forms of print including chine colle, screenprinting and monoprint. I also enjoy drawing and painting, and hope to expand my practise to incorporate all these methods to create a unique style of artwork for myself. I am constantly in awe of the delicacy and grandeur of creation. I find that bringing this concept and theme thorughout my work using a botanical like approach not only expresses a part of who I am, but connects me with the creator of the universe. Since 1988 Legacy has held a public speaking contest called the Junior Plain English Speaking Award. Schools were eligible to send along representatives to compete. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. David FRAZER (1966- ) Born Foster, Victoria, Australia David Frazer works in painting, wood engraving, etching, lithography and bronze. He studied a B.A. Fine Arts (Painting) at Phillip Institute of Technology, followed by a Diploma of Education (Secondary- Art/Craft) at Latrobe University in 1991. He completed an Honours Degree in Fine Art (Printmaking (at Monash University in 1996, and between 1998 and 2000 Frazer undertook a Master of Arts (Visual Arts) by research: “Pastoral Melancholia”, at Monash University. One of Austalia's foremost printmakers David Frazer's highly detailed woodblock and linocut prints often explore the emotional and fragile state of the human condition. His work offers a nostalgic image of Australia through its examinations of landscape, Australian buildings, sheds, and itinerant travellers. He has held seven solo exhibitions between 1996-2006 in Melbourne, Sydney and a survey show curated by the Horsham Gallery, which toured Victorian regional galleries from 2004-2005. David Frazer’s work was seen in 37 group exhibitions between 1996-2006 including the 5th British International Miniature Print Exhibition in the UK, in the 2003. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This programme was from the first interstate final, it was held at the Historic Chamber of the Melbourne City Council. 1995 was the first year it became in interstate event with 411 entrants in NSW, 360 in Victoria, plus 4 schools in Brisbane, ending with this Interstate Championship. The plan was for a National Final in 1996. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded."
