Tracey Naughton was the former Shire of Eltham Community Arts Officer and was responsible for developing the 'As We Are' project which encouraged a number of local community groups to develop banners. The Society was keen to be involved and the project was kicked off following a talk to the Society's members by Tracey in April 1986. The banner was completed and displayed with a number of other banners at the Eltham Community Centre in October 1986. It was then carried proudly for the first time in front of the Society's Parade Float in the 1986 Eltham Community Festival Parade and subsequent parades through to 1990. In December 1994 the Shire of Eltham ceased to exist and following council amalgamation and the establishment of the new Shire of Nillumbik, the Society's name (Shire of Eltham Historical Society) had become somewhat irrelevant and it was revised in 1995 to Eltham District Historical Society. The immediate downstream impact of this change was the rendering of the Society's Banner to history after only eight years of use. Originally there was another house adjacent but it had been moved by the time of the 1951 aerial survey. The house was also the first home of Russell Yeoman who had been newly appointed to the Shire of Eltham and this house belonging to the council was vacant and made available to him for four weeks before it was relocated to Susan Street just south of the bowls club and was used a child care centre associated with the Living and Learning Centre (Russell believes). In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Demotion took place during the Diamond Creek Town Fair in 1991, as part of the annual Town Fair’s program. Research by L.P. Harry Gillham, President and EDHS and Convenor of the Nillumbik Shire Council's Advisory Committee for the War memorial at Kangaroo Ground was for some years working on the refurbishment of the Tower of Rememberance and the surrounding park. The Committee decided to produce plaques to commemorate the armed conflicts in Korea, Malaysia, Borneo and Vietnam. The plaques were funded by public donations and cost $10,000. The community donated via donation boxes placed at Eltham Library. NL 140 Sept 2001 Governor John landy and other digniaries attended the event where the Governor unveiled the plaque which was attached to the historical tower in November 2001. Albert Price (1860- 1945) purchased a 31 acre block of the Montmorency subdivision. From 1911 to 1922 he was a member of the Heidelberg Shire Council and was later President of that shire. He then became the first Councillor representing Montmorency within the Shire of Eltham. He served from 1925 to 1945. He was President of the Shire five times. His achievements included bringing electric light and water into Eltham, Montmorency and Briar Hill, the improvement to the train service, together with the construction of a station at Montmorency. He was a member of the Montmorency State School committee and was also a mason. He died in May 1945 aged 85 years while still being a serving councillor. He is buried at Fawkner Cemetery. His name is remembered in the naming of Price Avenue, Montmorency. A memorial plaque was placed in the original Memorial Hall in Rattray Road in memory of Albert and Janet Price's commitment to the new suburb of Montmorency. Eltham Shire Councillor Albert Price joined over 500 spectators for the official opening of the new re-inforced concrete bridge across the Diamond Creek at Hurstbridge. Owned in 1930s by L. Bourke, Shire Council Road Foreman. Had a tin roof.The Margaret Ball (Pre 1960s Houses) Collection was a personal project initiated to mark the year 2000 and arose as a result of the disappearance of many pre-1960s parts of Eltham due to development. Approximately 200 pre-1960s style houses that were left in Eltham between Main Road and east to Bible Street, between Cecil Street to the north and south to Dalton Street were photographed in late 1999. Work is under way at the house one down from the bend where two piles of bluestone are gathered; possibly for terrace edging of the driveway and footpath. These images were from a strip of negatives, most likely taken by a Shire of Eltham employee so the works could have been part of council operations. Many streets in the shire have stonework edges for gardens abutting footpaths where the roads have been cut into the terrain. Much of this stone masonry work was undertaken for the council by C.J.
