Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. In a historic meeting last night 13th March 07 at Boroondara Council voted overwhelmingly to complete the purchase of the Kew Court House. The partnership continues between the Kew Court House Restoration Appeal and the Council to see this project through. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. Phillip Healey introduce Patrons and supporters of the Save the Court House campaign. Following the speeches, the "Thermometer" was unveiled and the Appeal was formally under way. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. Queenscliff’s first pier, then known as the Fishermen’s Pier, was completed in 1857. It was not until some thirty years later that the second Steamer Pier was constructed adjacent to the former and periodically extended from the mid to late 1880s to cope with the demand in pleasure bay steamer services. The last of these extensions was to provide a dog-leg construction and the extant shelter shed. 1960 witnessed the demolition of the original Fishermen’s Pier - by this time having been extended in the late nineteenth and early twentieth centuries to the equivalent length of the Steamer Pier - and saw the relocation of its 1926-29 lifeboat house to the Steamer Pier, now Queenscliff Pier. The mid to late 2000s saw Queenscliff Harbour undergo large-scale redevelopment in order to deepen its waters for pleasure craft and increase its berths to over 300. This was met with strong community opposition, largely with concerns for neighbourhood character and perceived cause for gentrification its stakeholders would impart. Slide - Adelaide Vale Homestead Fosterville
Adelaide Vale Homestead was begun in 1853 by John Harvey and was later occupied by Edward and Andrew O'Keefe. The building comprises a series of single storey stone buildings arranged behind a simple composed, verandah facade with a centrally located doorway flanked by windows. A central corridor leads from this doorway to a transverse corridor which was probably once an open breezeway. A free- standing octagonal pavilion is located close to the house. This is an interesting homestead dating from early times and constructed of local stone. The front facade is typically composed and the plan reflects the continuous growth of the property throughout the nineteenth century. The octagonal pavillion is a significant and unusual feature. The homestead is picturesquely sited and overlooks the Campaspe River valley, the Burke and Wills expedition camped nearby on their ill-fated expedition north. The old cheese factory is the sole survivor of the once extensive out-buildings. Some of the nineteenth century buildings have been demolished and there have been some later additions and alterations, notably an extensive side wing added in the 1920's. [In Butcher & Flanders, Bendigo Historic Buildings, 1987, the date of the house is given as 1868. Built around 1841, St Ninian’s, located at 10 Miller Street, was one of Brighton’s earliest buildings. It is best known as being the home of merchant shipping agent, politician and former British naval officer, George Ward Cole between the 1840s and 1902. Following the death of George Ward Cole in 1879 and his wife in 1898, their only surviving child, Margaret, sold the property to Sir Thomas Bent, who subdivided the land in the early 1900s. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. This inter-war house located at 60 Bluff Road, Black Rock, was built in 1926 for former Scotland Yard and Criminal Investigation Branch detective Horatio Reginald Clarence McWilliams. When McWilliams died it was found that he had taken extreme measures to protect his security. All the windows were nailed shut, a network of burglar alarms ran through the house and a complicated underground air raid shelter had been built in the garden. The security measures were at odds with the name of the house – Karinga or Karinya – an Aboriginal word meaning peaceful, happy home. Later residents of ‘Karinga’ included Senator Don Chipp and his family. PROPERTY MARKET Fortuna, Bendigo The Bendigo mansion property, Fortuna, for many years the home of the late Mr George Lansell, will again be offered for sale by auction. Some few years ago the property was purchased by Gold Mines of Australia Ltd., and it was used for a time for the offices of Bendigo Mines N.L. The company now has no further use for the building. As a last effort to retain this historic 52-room mansion, it will be offered as it now stands, with the spacious grounds which contain three lakes, a terrace, a rose garden, a swimming-pool, and a Roman fountain. It is hoped that it may be purchased by some organisation for use as a school, hospital, or other institution. If a sale is not effected the building will be sold immediately for demolition. This should arouse much interest as it con-tains many cedar and mahogany fittings, parquetry floors, central heating and hot-water plants. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This plan, which covers parts of High Street, Pakington Street and Derby Street is dominated by two historic Kew mansions: ‘Konetta’ and ‘Ramornie’. Ramornie was constructed in 1890 for James Maitland Campbell, three times Mayor of Kew. Sold in 1940, it became a boarding house known as ‘The Towers’. Now a private residence again, it has only one of its three balconies remaining. The location of the missing two balconies can be seen on the plan. In 1903, the grounds of Ramornie included a large tennis court fronting Pakington Street. The rear of the property is shown as extending to Cobden Street. One of Kew’s oldest hotels, the Prospect Hill Hotel on the corner of High and Cobden Street was established in 1858. The outline of the hotel shown on the plan represents the second building on the site. During the 19th century it was often used for electoral meetings. The Prospect Hill Hotel was to be redeveloped again in 1928, by the local architect Robert McIntyre. 'Mandalay' at 3 Molesworth Street, Kew was originally named 'Kaikoura'. Pru Sanderson's 'Kew Urban Conservation Study' (1988) describes the house as: "The first documentary evidence of this property records that William Dawson was the original owner and occupier of this substantial two-storey mansion, built at the outset of the economic depression of the 1890s. Having an initial N.A.V. of £120 4, the house was occupied by Dawson until at least 1904. This two-storeyed rendered house is Italianate in styling and is dominated by a two-storeyed loggia that spans two facades. At ground floor level it is supported on coupled cast iron colonettes and above has single colonettes that support stilted segmental arches. The house is quite typical of its time, however it bears a strong resemblance to 39 Sackville Street probably by Beswicke and Coote (q.v.), and 'Kawarau'.in Hawthorn, designed by Coote. Henry Berry, a noted philanthropist and salt merchant of Melbourne, was the original owner of this two-storey, boom-period house. Berry occupied the residence until his death in 1923 while in February the following year, the property was auctioned. Subsequently purchased by the Methodist Church for use as a training college for missionaries, a number of additions and alterations were made at that stage including a memorial chapel that was built on the property in 1957.' Otira is now a private residence. The view in the photograph is of the front of the house, minus the first floor verandah that had been removed some decades before and preceding the reinstatement of the verandah sometime after 1988. Prue Sanderson, in the City of Kew Urban Conservation Study, Vol.2 (1988) stated that: 'The house originally had a fine cast iron verandah to two facades, however despite its removal, it remains as a most preposessing structure, The small cast iron perch is not original. Overall the design is in Italianate styling and the walls are clad in render, with extremely fine incised medallions in the render at both levels. Edward Augustus Atkyns was born in Wiltshire, England in 1840. His family emigrated to Australia in 1852. As a young man he was a keen cricketer and played at the first cricket ground in the district, located between Barkers Road and Hawthorn Grove, on the site of the future Barker railway station. Atkyns was admitted to the Victorian Bar in 1861, initially working in his father’s practice. He sat as a local magistrate in both Kew and Hawthorn and acted as solicitor for several shire councils. Elected to the Hawthorn Borough Council in 1863 at the age of 23, he served in that municipality as mayor in 1866-67. The Melbourne artist Alma Agnes Marion Figuerola, was the daughter of Juan Pedro Narciso Figuerola (1869-1919) and Alice Lucinda Walker Hanson (1889-1969). Each of their three daughters grew up to be involved in the arts: Alma as a painter; Carmen Irene (1906-1993) as a short story writer, poet and teacher of dancing; and Sylvia (also Silvia) Lyla Alice (1911-1992) as a composer and cellist. The first art lessons Alma Figuerola received were with Oscar Binder. Later she attended the art school established by the Melbourne 'tonalist' [Duncan] Max Meldrum (1875-1955). She graduated from his school in 1920, participating in her first group exhibition in the same year. Solo exhibitions of her work were to be held in 1933 at the Meldrum Gallery in Elizabeth Street, in 1937 and 1945 at the Athenaeum Gallery at 188 Collins Street, and in 1951 at Georges Gallery in Collins Street. Throughout her extensive career she participated in group exhibitions, usually with artists of the Meldrum School, and as a member of the Twenty Melbourne Painters, of which she was invited to become an associate in 1935. In 1953, her portrait of Professor ES Hills was entered in the Archibald Prize Competition of the Art Gallery of New South Wales. A resident of Kew from the 1930s - 51 Studley Park Road, often with her mother, her sister Carmen, or both - from c.1942 until her death she lived at 'D’Estaville', 7 Barry Street. From the late 1930s she is recorded as actively contributing to the arts at a local level. In 1939 and 1940 she participated in art exhibitions at the Hawthorn Municipal Library organised by Jessie Carbines. From 1944 to 1951 she co-organised successive Kew Arts Festivals, initially in the Presbyterian Church Hall in Highbury Grove and later at the Recreation Hall in Wellington Street. A foundation member of the Kew Historical Society in 1958, Alma Figuerola remained an active member of the Society until her death on 8 December 1970. She predeceased her two sisters who both died in the 1990s and who are buried at Andersons' Creek Cemetery in Warrandyte.This photographic is part of a series that is historically and aesthetically significant, in that they record the appearance of an historic Kew mansion in the 1960s, and also its owner, Alma Figuerola, a pupil of Max Meldrum, and a Melbourne artist who lived in Kew.D'Estaville, Barry Street, Kew.
