The cap was found in 2017 during a clear up. It May have been donated or possibly left behind by a cadet who stayed at the Mission in the 20th C. The photograph is of dignitaries attending the opening of the 1st International Domiciliary Nursing Congress hosted by RDNS. Mrs. Hallenstein is President of RDNS and Dame Ivy Wedgwood and Lady MacKenzie, M.B., B.S., are on the RDNS Committee. Lady MacKenzie agreed to be the Congress Convener. The 1st International Domiciliary Nursing Congress was hosted by Royal District Nursing Service (RDNS). Mrs. D.(Elsa) Hallenstein, President of RDNS, presided over the opening ceremony with the Prime Minister of Australia, the Hon John Gorton opening the Congress. It was held in Melbourne and ran from the 1st to the 8th of February 1970. The theme of the Congress was "Domiciliary Nursing in a Changing World". Christ Church Warrnambool was one of the first hosts of the scouting movement in Warrnambool and in 1909 a bivouac was held in the church grounds under Scoutmaster Jones. It became a boys club in 1920 but the scouts were reformed in 1926, the date of this certificate. F Petterd is the name on the certificate.A record from one of the earliest times of the scout movement in Warrnambool. Rectangular light card certificate coloured in orange and blue.
