Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Unframed portrait of Cr. J.W.R. In 1898 a recommendation for a railway of 2 ft 6 in gauge was handed down by the Parliamentary Standing Committee on Railways, to cost $138,000. Construction of the Colac-Beech Forest railway line began in 1900. About 100 men were employed in laying and ballasting the track while others formed the earthworks and the building of culverts and bridges. The earthworks of gravel ballast 150 mm deep were formed by horse and scoop or by shovel. Once the bed had been laid surveyors went along to check the layout, particularly all check rail curves and all 100 metre curves which the surveyors in the picture are doing.B/W. Lists all towns and villages with entries in the Victorian censuses between 1841 and 1901. It includes in excess of 1400 entries with the latitude and longitude for each town, numbers males and females in the town, and the number of occupied dwellings (where available). For many of these settlements the only visible trace of them today is in the census results collected by the fledgling governments of Colonial Victoria.
