The architect of Eltham's new library, Harold Bartlett of Messrs Leith & Bartlett Pty Ltd at the opening of the Eltham Library in 1971. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. Diamond Valley News, 24 August 1971 Wisdom of Solomon. "The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. Bartlett was on the Shire of Eltham Council 1954-1961. The library and Shire Offices were demolished exactly 25 years later in 1996. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' St Margaret’s Church of England was officially opened on December 12, 1861. It is the oldest intact church building in Eltham. At the time it was known as Christ Church until its consecration in 1871, when it was completely free of debt (£1,700 for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including locally made bricks donated by local artisans and others. The church is historically significant because it is the oldest church in the former Shire of Eltham and has associations with the philanthropist and founder of Brighton, Henry Dendy (who donated the land on which the church is built), the architect Nathaniel Billing and the prominent local builder, George Stebbing. The church is architecturally and aesthetically significant because it is constructed in the Gothic Revival style with several stained-glass windows of various dates and is also a very early use of polychromatic brickwork in Victoria. Billing was one of the first Melbourne architects to employ polychromatic brickwork and an important early architect. The rear wall was intended to be temporary. A major feature of the design is the large buttresses with long, steeply graded upper faces. The overall design is well proportioned with the surface brick patterns relieving an otherwise austere design. The church is spiritually and socially significant because it has been an important place of worship for the people of Eltham for almost 150 years. The land on which the buildings stand was donated by Henry Dendy. Dendy arrived in Melbourne in 1841 after purchasing in England eight square miles at Brighton under the system of "special surveys". After this land passed out of his hands, Dendy moved about Victoria, visited England, then returned to settle in Eltham where he purchased a flour mill. Dendy chaired the meeting held in 1860 “for the purpose of devising such means as may be expedient for the establishment of a Church of England in the township of Eltham”. He became chairman and treasurer of the church committee. Unlike the establishment of many early churches in Victoria where a vicar was appointed to a parish and later a permanent church was constructed, the population at Eltham initiated action to build a church. The nearest church at that time was at Heidelberg and the Eltham settlement was part of the parish of St Johns Heidelberg. Isolation and the tedious, time consuming journey between Heidelberg and Eltham resulted in the Eltham community taking its own action. The original vicarage (Dendy House) at the rear of the church is also an important part of the cultural significance of this place because it is connected to the church and the development of the Eltham area. Together, the church and the vicarage are aesthetically significant because they form a significant streetscape feature. The mud-brick community hall designed by Robert Marshall was added in 1978. In 2014 the original temporary rear wall was removed as part of a modern extension designed by Architects Atelier Wagner and constructed by Conrad Construction and Management. The building was designed by Charles Maplestone of Heidelberg, son-in-law to Anthony Beale of St Helena. Maplestone was a prominent architect who came out to Australia with his family in 1852. The foundation stone was laid by Mrs Isabella Maplestone on 11th November 1867. The bricklayers for the church were George Stebbing, H Limmer, H Spicer and a Mr Timm while Thomas Day was the stonemason. Another three years were to pass before sufficient money could be raised for its completion. It was opened by Bishop Perry on 1st November, 1870. The church bell which hung under a tree for 50 years until it was incorporated in the parish hall was brought out from England and presented by Charles Orme. In 1916, the estate of George Martin Pizzey left sufficient money to build the red brick hall, which still stands today (2023) though in January 1969 the hall and bell tower were badly damaged by bushfire. Coincidentally the former home of benefactor, George Pizzey was destroyed in the same fire. Of particular significance are the interior and exterior of the church, the Sunday school and hall with emphasis on pre-World War I fabric (excluding the 1990s additions) and the three coloured glass windows currently suspended in the 1990s entry foyer. In 2011 further alterations were made to the front of the Church. The church is historically significant because it was the oldest public building in the former Diamond Valley Shire, is amongst the oldest buildings in the Shire of Nillumbik and is associated with the early settlement of the Diamond Creek district. The church is historically, socially and spiritually significant because it has been a place of worship for over 150 years and continues to be, an important meeting place in the Shire. The church is aesthetically significant for the three stained glass windows executed by the noted stained glass manufacturers, Ferguson & Urie, as well as the supporting coloured glass windows in the church. The Sunday school & parish hall is architecturally significant because the hall is a well executed and preserved example of the work of noted church architects, North & Williams. It is historically significant because it is connected with local parishioner and Melbourne industrialist, George Pizzey, who bequeathed funds for its construction. During demolition of the 1937 Missions to Seamen building in October 1995, this stone was removed intact by developers Mirvac Victoria, and placed in the care of the PMH&PS.Cornerstone laid at the Missions to Seamen building, Beach Road and Swallow Street, in 1937.Engraved in black lettering on a granite background: To the glory of God and the welfare of all seafarers this foundation stone was laid by His Excellency the Governor of Victoria, the Lord Huntingfield K.C.M.G. It was during the construction of this building that stonemasons put down their tools in April 1856 and marched to the City of Melbourne and inaugurated a movement which won the Eight Hours Day for building workers in Victoria. The victory became an international benchmark in the history of the labour movement. This is the oldest building on campus and was constructed of Tasmanian freestone between 1854 and 1857 to the design of architect Francis M. White. For many years the building was used as the University's Administrative centre, library, lecture rooms and professional residences. The east and west wings were extended in 1930 to the design of J.S. Gawler. The quadrangle was completed in 1969 with the addition of the southern wing which contains the University Council Chamber designed by R.E. The Town Hall Cafe was opened by A.J. Lucas in 1894 in Swanston Street on the Capitol Theatre site. Lucas later opened the exclusive Paris Cafe on Collins Street (1904) and the famous Cafe Australia (1916) which was designed by Walter Burleigh Griffin. He became a highly successful businessman and was the founding president of the Ithacan Philanthropic Society. A.J. Lucas who was born in the village of Exoghi migrated to Australia from Ithaca in 1886.In 1920 Lucas formed a joint venture to redevelop the site of the Town Hall Cafe into Capitol House and Capitol Theatre. Lucas once again commissioned Walter Burley Griffin and wife Marion Mahony Griffin as architects for the project. The Chicago-Gothic-style theatre is considered their greatest interior design work. The Capitol was the first extravagant ‘picture palace’ to be built in Victoria. It originally seated over 2137 people. Alistair Knox was an architect and builder who came to Eltham in 1948. Influenced by Frank Lloyd Wright and Walter Burley Griffin, he sought to create buildings that would blend into the landscape, enhanced by the planting of indigenous flora. The post-war shortage of building materials made traditional construction expensive. Adobe (mudbrick) provided a cheap and plentiful alternative, and one which would be aesthetically pleasing. Mud-brick manufacture was a problem at first. Sonia Skipper had been experimenting with Eltham clays for years to find the best mix for making bricks and render. Alistair employed her as building foreman on several of his sites. By the 1980s, he had brought mud-brick and earth building into the Australian mainstream, and a Knox-designed house had become highly desirable. Sonia said that he would craft a bespoke earthen house to fit with his client's lifestyle. He was drawn to the environmental movement, publishing three books on housing and the environment, and speaking on radio. He also served on the Eltham Shire Council 1971-1975, was Shire President 1974 and was instrumental in re-establishing the Eltham Community Festival in 1975. He was drawn to the environmental movement, publishing three books on housing and the environment, and speaking on radio. He also served on the Eltham Shire Council 1971-1975, was Shire President 1974 and was instrumental in re-establishing the Eltham Community Festival in 1975. A booklet produced by Hudson and Wardrop, Architects, who had won the contest for the design of the Shrine. This booklet shows their models of the Shrine in photos and diagrams of the site. It goes into detail of the plans for Rock of Remembrance, the eye of light, the porticos, the tympanums, the inner Shine, and materials it will use, etc. It says: 'The theme is Remembrance, and the doing is indicative of Remembrance. It is Australian in feeling, in that is stands for the highest of Australian ideals - ideals we fought for - Patriotism, Sacrifice, Justice and Freedom.' Messrs Hudson and Wardrop were also returned servicemen. This booklet could have been used to inform the public of the plans whilst fundraising for the building project. In 1928 the Governor asked for the public to contribute approx £100,000 towards the project, while the State Government had already guaranteed £80,000. (Actual budget ended up being £250,000). Item was in an envelope with other photos and programmes from different items relating to the Shrine of Remembrance - including discussions on its location and design. Labelled 'Shrine of Remembrance S1 - S14' it was part of an old archive numbering system, that showed there has been efforts in the past to collect, order and save items of Legacy's history. Mr. William Henry Lockwood (of Whittlesea, Victoria) with his wife Naomi, née Bullock, and their children, James, Joseph, Mary, Martha and Wilhelmina. The Lockwood family were early settlers of Whittlesea. William Henry Lockwood was born in Glossop, Derbyshire c.1832. He migrated to Victoria on the first voyage of the Marco Polo in 1853 and married Naomi Bullock in St. Peter’s Church of England Melbourne on 27th December 1856. They had nine children, four of whom died in infancy and were buried in Yan Yean Cemetery. The family lived in Whittlesea in a two-storey home, which faced Church Street. William was a talented engineer and architect. He commenced work as a contractor and surveyor for the Whittlesea Roads’ Board and became Whittlesea Shire Engineer in the 1870’s. He continued in this role until his death in 1912. During his time as engineer he built many buildings, bridges and roads within the Whittlesea Shire including the Whittlesea Courthouse and the Whittlesea State School. On two of our local bridges, which were constructed during 1901, he was the engineer and builder. These are the Darebin Creek Bridge in Bridge Inn Road, Wollert and the Barber’s Creek Bridge in Plenty Road, Yan Yean. Both bridges are no longer in use. The Bridges are Monier reinforced concrete with bluestone abutments and were designed by Sir John Monash. In addition to his engineering work he was Postmaster and Registrar of Births, Deaths and Marriages for Whittlesea. He was appointed as inaugural treasurer of the Shire of Whittlesea in January 1875 and was actively involved in other community organisations. In the last few years of his life he continued working in spite of ill health. In her diary, his wife Naomi documented his last months. One entry reads, “16 Oct 1911 My husband in his office with Shire Secretary comparing books for audit”. After William’s death his daughter, Martha Hannah became Postmistress and another daughter, Wilhelmina Naomi Priscilla became Registrar for Whittlesea. A third daughter Sister Mary Emma was involved in charity work throughout Victoria working for the children of Sutherland Homes. She also appears to have acted as Registrar at Whittlesea after her sister Wilhelmina died in 1923. William Henry Lockwood died on January 12th 1912. The local community held him in high esteem for his contribution to the Whittlesea area. His wife Naomi died 22nd December 1912. Graff's House was destroyed by fire in 2016. Graff’s old timber house once operated as both residence and store, having been strategically located on a bend of the former Upper Plenty or Whittlesea Road, almost opposite the now demolished Lamb Inn. Shire of Darebin rate records for 1870 list David Young, a grocer, as owner/occupier. As no Rate Records prior to 1870 survive, but it is probable that Young had been operating his store for several years prior to 1870. 1874 records also show David Young as owner/occupier of a house, store and land. No further rate records for Mernda survive until 1895. By 1901 John Graff was the owner, with James Gill as tenant. The property was stated to have changed hands several times during the 1890s, having been owned for some time by Mrs. Agnes Baker. Mrs. Baker’s maiden name was Young and she was probably a daughter of David, indicating that the property had remained in the Young family for many years. Graff died in 1901, and by 1903 the property had been sold to Mrs. Selma Gilding, wife of a local bootmaker, Robert Gilding. The Gildings relocated to the dwelling and operated their business from the shop. Mabel Hicks purchased the property in 1921 and shortly after married Herman Graff, the son of John Graff, a previous owner. Herman and Mabel Graff raised two children, Alison and Milton. Both lived in the old house until their deaths, Alison in 1998 and Milton in 2009. Rate books are not available before 1870. It is therefore difficult to date this property from documentary sources. The details on the building however suggest a late 1850s or early 1860s date. Particularly significant is the window jamb detail using a bullnosed edge to the jamb as a stop to the weatherboards and no architrave. Similar detailing is found at Mills Cottage Port Fairy c1839 and the Queenscliff Pilots Cottages c1851. Architraves came into general use in the 1850s. Allowing for the remote distance from Melbourne, and the use of sawn boards rather than split boards, the date for the house is probably late 1850s. The rather squat window proportion and lack of horns to windows reinforce this likely date. Location is also relevant here. Opposite this building was the Lamb Inn (1840s) one of many small establishment along Plenty Road built to service travellers. Further down Plenty Road was Mayfield with the Britannia Inn and the school of 1853 and by 1860 the Presbyterian Church. Given the sparse nature of towns in the mid 1800s this house was in effect part of a strip of the old Morang township. Its previous prominence on the old road is illustrated by the shop constructed later than the house and known to be used as a bootmakers in the early 1900s. The pressed metal window hoods once common around Wonthaggi may have been added at this time. A reasonable number of timber buildings from the mid to late 1850s survive in Victoria, very few however are combined in a shop (albeit it later) and are in such a remarkable level of intactness, in this case extending to the picket fence. This building is architecturally significant on a State level for this reason. Locally it is significant as the last shop to survive in Morang and as one of the few houses built close to the Plenty Road transport route to survive from the late 1850s. City of Greater Bendigo - Civic Collection
Textile - Yomut Turkmen Islamic Rug, c 1880
This rug was a gift and gesture of friendship from the local Muslim community to the City of Greater Bendigo. It was presented to Mayor, Cr Rod Fyffe on behalf of the people of Bendigo at a 2016 'Thank You Bendigo' dinner. In 2014 approval for a planning application from the Bendigo Islamic Association to build a community centre and mosque in East Bendigo prompted a series of public protests that captured widespread media attention. During this tumultuous period the Council identified the need for a community-wide plan to promote diversity and help address potentially divisive cultural issues. These events led to the COGB becoming the first local government area (LGA) formally accredited under Australia’s Welcoming Cities Standard. Community leaders emerged who wanted to show that the anti-mosque protesters did not reflect the views of the majority of Bendigo residents. The community lead ‘Believe in Bendigo’ movement gained momentum, and the Council and other local organisations joined forces to present a unified message that Bendigo residents do not tolerate racism. Muslims have made Central Victoria their home since the Goldrush, contributing to the community and the economy for the past 120 years. Traditional Islamic rugs, especially their patterns and motifs are intrinsically linked with the design of the Bendigo Mosque and Bendigo Islamic Community Centre providing important points of reference for the architects of the project. Typically, mosques are linked with specific cultural groups but not in the case of Bendigo where the Muslim community is made up of multi-ethnic groups. This meant the building's design was not fixed to a specific style or cultural iconography but instead needed to encompass many. The small local Muslim community selected a specific Australian architect because of their interest and knowledge of Islamic design and iconography gained through family collection of Islamic textiles. In thinking about the design of the mosque and community centre the architects wanted to acknowledge the role of Afghans in Australian history, especially tribal Afghans who helped build connections across the interior of Australia between First Nations communities, European settlers and Central Asian migrants. The gift of this Turkmen rugto the Bendigo community thus symbolises collaborative partnerships across faith and cultural groups based on friendship and mutual benefit. A Turkman rug was specifically chosen as it is the pinnacle of nomadic arts of the Islamic world. It was also important to the architects and the local Muslim community that the gift was a female artistic product as it was mainly a female Muslim architecture team that designed the mosque in Bendigo and there was a desire to select something that celebrated female artistry. This hand-woven rug is an engsi, made for a woman in preparation for marriage. Design work and weaving is a shared experience, between many generations of women and each rug hold the personal story of the woman it is made for and her family and thus holds deep symbolic meaning. There are often songs and poetry that are recited as the rug is made – helping the makers to memorisze the mathematical structure of the design. An engsi is put on the doorway to a yurt as part of a wedding ceremony. During the ceremony the groom turns the engsii upside down to check the quality of the rug makers weaving skills. The nomadic lifestyle of Yomut Turkman tribes determines the size of the rug as the loom can’t be carried. Its size is also restricted by the dimensions of the doorway of the yurt. This rug is dated as c 1880 because of the types of patterns used, the use of natural dyes (synthetic dyes were introduced to the area in 1890s) and with the smoother weaving on the back indicating the quality of craftsmanship dating to this time period. The Yomut engsi rug was made in Turkmenistan c1880 by Yomut Turkmen Tribes people and is designed to fit over the doorway of a yurt during a wedding ceremony. The main field motif is related to Turkoman jewelery design. The women and girls of the tribe spin the wool and design and weave the rugs. The men shear the sheep, dye the wool and clip the rug after it has been woven. The word “Turkoman” is thought to have been derived from Turk-iman, meaning the first nomadic Turkic tribes that began to follow Islam. The Terminus Hotel, Wodonga was built by James Thompson Hatch in 1873, the same year the railway reached Wodonga from Melbourne. It was named due to its close proximity to the railway terminus. It was sold to Messrs George Day and Kenneth McLennan of Albury. It was first licenced to J.G. Morton in January 1874. Annie Allen, from Ireland, took over as licensee of the hotel containing 14 rooms in 1879, after she and her husband, George James Allen, purchased it. In 1887 they added a new wing on the south boundary of the property next to Peter McLean’s store at 81 Sydney Road. The architects for the new wing were Gordon and Gordon. A billiard room, a dining room, and 18 other rooms were added on the vacant block of land between the Hotel and the Bank of Victoria. A balcony 6 feet wide was added on the north side. Included in the plans was the latest patent elevator, later known as a dumb waiter. Allen died in 1889 aged 52, and Annie Allen continued to run the Terminus. She later married John G. Haldon and was licensee of the hotel until December 1898 when the licence was transferred to William Carkeek. Carkeek, from Cornwall, arrived in the colony around 1860 and is considered one of the founders of Tallangatta. In November 1903, the license was transferred to Daniel Crawford, then in 1906 it was transferred to Mr Stephen Carkeek. In 1916 it passed into the hands of Mr H. W. Allen of Rutherglen, son of Mr George James Allen. On 1st June 1998 the Terminus Hotel was destroyed by fire. Estimates of damage range from between a conservative $750,000 to as high as $2 million. The remains of the building were demolished in 1999.The Terminus Hotel was one of the earliest hotels in Wodonga with clear links to the establishment of the railway line. It was an important business and meeting place for social gatherings. On 1st June 1998 the Terminus Hotel was destroyed by fire. Estimates of damage range from between a conservative $750,000 to as high as $2 million. The remains of the building were demolished in 1999. "The Mechanics’ Institute hall (demolished) and the library played a central role in the story of Melton social life, and in the development of its learning, culture, entertainment, celebration, commemoration and many community groups. The building on the site today - with the Court House the only remaining early community or public building remaining in High Street - is a tribute to the energy and talents of the very small Melton community over many years. Its substantial size, brick materials, and the evident use of an architect in its design, sets it apart from most other simple weatherboard Mechanics’ Institutes that were built in smaller country towns in Victoria. The financing and upkeep of this building, which was community-owned until 1982, and built on land purchased by the community rather than granted by Government, itself contributed to the coming together of the Melton community in decision making and fundraising. Although the original hall is demolished, the 1983 Melton Community Hall adjacent is partly its successor, demolition of the Institute hall having been predicated on its construction. "A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre". A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. They are historically and architecturally significant to the State Of Victoria because Watson and Harvey's designs exhibit diversity in integrating civil offices, they accommodate the apex of road junctions, and they demonstrate a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings. 35mm colour transparency of an original plan by George Watson and John Henry Harvey, architects of the Department of Public Works (Victoria), in 1887 for New Public Offices at Kew. A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. They are historically and architecturally significant to the State Of Victoria because Watson and Harvey's designs exhibit diversity in integrating civil offices, they accommodate the apex of road junctions, and they demonstrate a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings. 35mm colour transparency of an original plan by George Watson and John Henry Harvey, architects of the Department of Public Works (Victoria), in 1887 for New Public Offices at Kew.
