Medal commemorating the Centenary of Government of Victoria and the Discovery of Gold, commissioned by the Victorian Government. Designed by Andor Mészáros and minted by K.G. Luke, Melbourne, 1951 marked the centenary of Victoria's separation from the colony of New South Wales. As part of the celebrations, the Victorian Government commissioned this medal from Andor Meszaros. Drawing on his classical background, Mészáros developed the imagery for 'Equality and Justice through Freedom'. Wax seals have been used since the Middle Ages and are primarily used for legitimising and authenticating official documents. This wax seal was used by the Campaspe Road Board (later the Huntly Council). The first president of the Campaspe Road Board was Sir James Joseph Casey who was a member of the municipal council of Sandhurst prior to holding this position in 1861.Circular, brass seal with wooden handle. Druids are known to exist from around the 3rd century B.C. Their name may have come from a Celtic word meaning “knower of the oak tree.” Many of their ceremonies were carried out in oak groves, which they considered sacred and members were, at that time a mix of priest, judge, doctor and philosopher. The Druids enjoyed a revival in the 19th century and were taken up enthusiastically during the Victorian era. Druidry was believed to have been introduced into Australia in 1851 with the setting up of the first lodge in Melbourne under the name United Ancient Order of Druids. Unlike the Freemasons, the Druids were not a secret society and were not selective in who they let in, as long as they paid their dues and acted more like a benevolent society than a spiritual movement. "They originally operated when there were few benefits available from the government or employers and the introduction of sick leave and other employer provided benefits, combined with the gradual introduction of government subsidised medicine, caused the need for them to diminish." Druids House — in Swanston Street, was opened by the Lord Mayor in 1927 and was designed to be the movement's national head office. It was completed at a cost of 19,000 pounds. This photograph was believed to have been commissioned by the Druids of Bendigo to the Licensees of the Queens Head pub where they regularly met, situated on the corner of the Bendigo-Maryborough Rd & the Calder Alternate Hwy ( Lockwood Cross Roads). The old Marong Council offices were situated opposite from 1864 until around 1908 when new offices were then built in Marong. It is believed that this photograph and a photo of the pub were given to Marong Shire by descendants of the publicans, probably in the 90’s. The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools. The Bendigo School of Mines and Industry became known as the Bendigo Technical College from the 1st July 1959. It operated under that name until February 1967 when it became the Bendigo Institute of Technology (B.I.T.). Construction work commenced in c.1965 which saw the Institute progressively re-locate to new buildings at Flora Hill. Joseph Henry Abbott arrived in Australia from Birmingham England in 1852 aged 22 hoping to make his fortune on the goldfields. In 1853 he opened a store in Bendigo, Abbott and Co and from there began a lengthy career as a business man supplying the local community with goods and services including owning and operating the New Times Boot Market & Factory in Pall Mall, Sandhurst, run by his wife, Anne (nee Deague). J H Abbott’s main ambitions were to serve on the local and state councils. He was elected Chairman of the Sandhurst Borough Council in 1860, Mayor of the City of Bendigo in 1891 and was gazetted a Justice of the Peace in 1864. Over his lifetime J H Abbott was closely linked to nearly all the leading institutions in Bendigo and worked for the benefit of local charities. He was trustee of the Bendigo Art Gallery and a Freemason and was said to be the first person in Bendigo to have a telephone installed in1882 between his residence and his business in Pall Mall. After JH Abbott died in 1904 he passed on his businesses to his son JH Abbott Jnr and adopted son RHS Abbott. These businesses continued to trade under the name JH Abbott & Co and today still operates under the name Abbott Supply although the last of the family interests ceased in 1986. The City of Greater Bendigo Council was constituted on 7 April 1994 as part of a statewide program of local government reform enacted between 1993 and 1995. The reform process reduced the number of councils from 210 to 78. The City of Greater Bendigo has been appointed as the successor in law for the City of Bendigo, the Rural City of Marong, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye and has assumed any rights, assets and liabilities of these abolished councils. On 18 November 1994 the City of Greater Bendigo Council has been appointed as the successor in law for the Shire of McIvor and has assumed any rights, assets and liabilities of this abolished council. On the 19 January 1995 the City of Greater Bendigo Council has been appointed as the successor in law for the Redesdale district of the Shire of Metcalfe. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a Shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. On 2 December 1994, with the creation of Greater Bendigo City Council, it was abolished through the amalgamation which took place between Bendigo City, Eaglehawk Borough, Huntly Shire, part of McIvor Shire, part of Metcalfe Shire and Strathfieldsaye Shire to form the City of Greater Bendigo. Murray Comrie Collection. George Minto (b.1824 in Harwick, Scotland) was engineer at the Flour Mill in Tarnagulla, was Mayor of Tarnagulla Borough Council for a time and was engineer of the Shire of Marong for twenty years. For 13 years he occupied the position of surveyor to the Bendigo City Council. In his later life he lived in Kangaroo Flat. Whilst living there, on the 28th November 1914, he died, aged 90 and a half years. This photograph is a reasonable image created from a historic news source (unknown).
