This badge comes from the Warrnambool and District Pipes and Drums and is presumably attached to an item of clothing. The Warrnambool Pipe Band was formed in 1906, originally to popularise Scottish music and later to foster a taste for bagpipe music. Simon Fraser, the first Pipe Major, held the position from 1906 to 1910. The band appears to have gone into recess during the latter years of World War One and was apparently re-formed in 1935. Again in World War Two the band was in recess The band has had several changes of title but is today known as the Warrnambool and District Pipes and Drums. The badge is of interest as an example of one of the badges belonging to Warrnambool & District Pipes and Drums, an important and long-serving band in Warrnambool. This is a multi-coloured cloth badge, circular in shape. The outside edge is machine stitched in yellow and there is a blue band with the wording in yellow ‘Warrnambool & District Pipes and Drums’. In the inner circle there is an image, in colours of white, red, yellow, black and dark blue, of two drums, a staff and bagpipes stitched on a blue background. The jacket was issued to Private Edgar Uebergang, a member of the 8th Australian Infantry Battalion, who served in WW2 with the battalion. Edgar, who had been awarded a Military Medal during WW2, who went to London with Private Frank Partridge VC and Sergeant Norm Strange from Ballarat representing the 8th Battalion at the 1946 Victory Parade. The Jacket is an Australian Army 2nd AIF khaki woollen Service Dress jacket. Premier Town Awards are awarded by the Victorian State Government to regional communities that best protect and enhance their environment. The award recognizes success in litter prevention, waste management and environmental projects and community group and individual efforts are taken into account in this regard, Warrnambool has won the award three times (1958, 1979-82 and 1988-1991). These items are of interest as examples of the souvenirs distributed to celebrate Warrnambool’s being awarded the title of Premier Town of Victoria in the 1970s and the late 1980s. Bruce Rogers, the recipient of the brass plaque and Director of the Premier Town Campaign in 1979-82 was a Warrnambool businessman, City Councillor (1965-9) and a Lawn bowls player of note. This navy officer’s hat has been reconditioned and this alteration may have been done for theatrical purposes. No information is available on its original owner or his country or rank.This hat is of minor interest as it is no longer in its original condition and has no known local provenance. This is a Navy officer’s hat with a white cloth circular top and a black material base and a band lined with black material. It has a Bakelite peak. The black band has an off-centre cloth badge of metallic thread featuring decorative feathers and a flag with a blue and red six-pointed star. The hat appears to be a re-conditioning of an original hat and the badge is probably not an original one. The edges of the hat are frayed and soiled.
