Approval was given for the development of a non-university education course. The course would not be delivered in a traditional manner. A co-operative mode was used to describe it for accreditation. During 1977 and 1978 work continued on the development of a course proposal. The first intake of students was in 1979. Key staff included Derek Woolley - Dean of Engineering; Tom Norwood - Head of Engineering Department, Derek Viner - Course Co-ordinator and Zig Plavina - Engineering staff; Max Brooke from the Faculty of Business and Dr Eric Wigglesworth who was at the forefront of OHS education in Australia from 1963. He led the push to get the first formal safety education curriculum and was pivotal in getting the Graduate Diploma in Occupational Hazard Management at Ballarat College of Advanced Education. In 1984 the Health and Safety Unit conducted its first "short course". This was a three month course in industrial safety. The first group was for Australian International Development Assistance Bureau (AIDAB) Factory Inspectors. The group was made up of twelve chief inspectors and deputy inspectors from India and one inspector from Fiji. AIDAB provided the funding for those who participated - course, accommodation and fares. Derek Viner was involved in the development of the VIOSH program and the first course in 1979 was under his leadership. He completed a Bachelor of Science Mechanical Engineering in the 1960s and then a Master of Science Air Transport Engineering in the 1970s. Dennis Else came to join the staff at Ballarat College of Advanced Education in 1984. He came here from the University of Aston in Birmingham, England. VIOSH Australia enrolled its first PhD candidate in 1995 and during 1996 focused on attracting increasing numbers of students. In 1996, three candidates were enrolled through VIOSH Australia.They were John Culvenor, Geoffrey Dell and Thomas Mitchell. All had Prof Dennis Else as their supervisor. Previously, Geoffrey Dell was in Intake 7, 1985, Occupational Hazard Management. Geoffrey Dell's topic was "Airline Baggage Handler Back Injuries - Causes and Prevention." "The aim of this study is to investigate the work practises and operational systems used by baggage handlers in a range of airlines, worldwide. Where possible the investigation will include an epidemiological study of baggage handler back injury occurrence in those airlines. The information gathered will provide an understanding of back injury causation modes, and will focus attention on the specific tasks for which engineering solutions should be sought. Engineering solutions identified will be subject to controlled trial, to confirm their validity." This led to the construction of a full scale plywood baggage compartment model and a partnership with Ballarat University's School of Human Movement and Sports Science. Three different loading systems were tested. Qantas baggage handlers travelled to Ballarat University to fill the human frame of the investigation. The photographs show this aspect of the research. In 1997, Geoffrey Dell was awarded the Eric Wigglesworth Prize. Document outlines the work students had to do as part of the course which was then titled "Current concepts in Safety" in 1979. This was covered by Dr Eric Wiggleswortjh, who was the Director of Injury Research Project. He was also instrumental in the development of VIOSH. Students had to complete an Assessment Contract covering various aspects of the course material. Extensive list of reading material was provided to select from. This Assessment Contract was to be signed by the student and approved by Eric Wigglesworth. There was a timetable for their tutorial presentation. One condition of this grant is that the ACTU undertakes an evaluation of the training. Ballarat College of Advanced Education made a preliminary submission for a Post Graduate Institute Course in Safety and Loss Control in 1975. This was forwarded to the External Advisory Panel and other experts for comment, etc. Comments were constructive and some modifications were made. These have been incorporated in this Second Draft dated August 1976. The aim of the course is to assist the administrator in identifying such accidental loss producing areas as - injury. plant damage, fire, breaches of security, property and storm damage, pollution, transportation, product liability and occupational disease.
