The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956. The furriers Keitel were established in Australia early in the Twentieth Century. The business was initially in Port Melbourne in Beach Street and later in Lt Collins Street, Melbourne. In 1916, 1918, 1924, and 1927 there were newspaper reports of robberies at the business; an indication of the monetary value of furs in the past. There was an interesting connection to Jewish refugees to Australia reported in Australian newspapers in 1939, which relates to the Keitel family. OFFICER'S WIDOW A REFUGEE MELBOURNE, Wednesday. - A widow, whose husband was killed in action while a German officer in the Great, War, reached Melbourne in the Marella, a refugee from Nazi Germany. She is Mrs L. Fuchs, and on the wharf she met her, brother, Mr K. Feitel, a Melbourne furrier, for the first time in 40 years. Another, brother, Mr I. Feitel, travelled with her from Vienna. Mr I Feitel is a watchmaker, and has been in the business in Australia for about 50 years. He has brought with him an agency to establish here, for the well-known Swiss watchmaking company, Chaux-de-fonds. ESCAPED INTO HOLLAND. Having escaped from Germany into Holland, 80 refugees brought to Australia in the Marella were taken by Dutch ships to Batavia, where they Joined the Marella. Seven landed in Brisbane, 40 in Sydney, and 33 in Melbourne. There was only a few British subjects in the ship. The Jewish refugees include a cattle breeder, a lawyer for a Viennese bank, dentists, clothing , manu facturers, machinery experts, and general merchants. Article in the Camperdown Chronicle (Vic. : 1877 - 1954), Saturday 7 June 1902, page 3 "PERSONAL. "Punch" has the following with reference to the death of the late Mr. Charles Shuter:—The cable message which was received last Monday an-nouncing the death on last Saturday of Mr. Charles Shuter of Wykenham Lodge, Toorak, will occasion much regret. When Mr. Shuter arrived in Victoria about forty-seven years ago he was soon appointed a goldfields commissioner and used to relate that the office was full of responsibility, he had frequently for his only pillow nuggets covered with cloth for safety. After some years he was appointed police magistrate, while still quite young, and held this office till he was pensioned some years ago. Then, when the Old Age Pensions came into force, he was recalled from retirement and put on the commission. A few years ago the heart ailment from which he had long suffered began to grow more severe, and he left with his wife and youngest daughter to travel in Europe. Recent letters showed that he was steadily growing worse at Nice, where he was living quietly, and he succumbed on 31st May. His widow, who was a Miss Lord, survives him, and nine of their eleven children. The eldest son, a doctor, died many years ago. Then came Mr. Frank Shuter, a grazier near Albury ; Mrs. Murray Puckle, of Toorak ; Mr. Clement Shuter, solicitor, and Dr. Ernest Shuter, both settled near Camperdown; Mr. Edward Shuter, surveyor; the late Mrs. L. Bernard Hall, Mrs. George Higghins, of Malvern ; Mr. Joseph Shuter, in the English Navy; Captain Reginald Shuter, of the Royal Irish Fusiliers, who has for some time been on active service in the South African war; and Miss Lucy Shuter, who was travelling with her parents. Mr. Shuter's accounts of the early days of the colonies are most interesting. The State Governor Sir Rohan Delacombe and Lady Delacombe visited the Shire of Eltham where they were entertained to a civic luncheon by the Shire President Cr. L. E. Clarke and councilors at the Panton Hill hotel and made a tour of the shire. Among which was the Eltham elderly citizens' club where he met L-R: Mrs Lander, Mrs Stevenson, Mrs Armstrong, Mrs Norman, Mrs - , and Mrs Crockett. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.'
