Cyril Henry Woodford Kett FBOA FSMC (1890-1971) was one of the five people who signed the Memorandum and Articles of Association of the Australian College of Optometry in 1939. He was a councillor of the College from 1940 to 1970 and First Vice President 1944 to 1947. He was made an honorary life member of the College in 1954. He donated numerous items of historical interest to the College that provided the foundation of the Museum which now bears his name. It was painted by another optometrist, John Nathan.This painting is significant to the College as it is one of only ten portraits in oils of individuals who have been leaders in the development of the College.This framed oil painting shows Mr Cyril Henry Woodford Kett FBOA FSMC (1890-1971),Councillor and Vice President of the Australian College of Optometry, an important figure in Optometry in Victoria. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. The blacksmith leg vise is also called the "solid box vise" and is one of the most important tools in the blacksmith's shop. It firmly holds hot iron while it is hammered, chiseled, or twisted. These are the only vises that are designed to take this kind of use day in and day out. A small 30-pound blacksmith's vise can survive pounding that would wreck a much heavier cast iron bench model. Three things make a blacksmith's vice special. One is that they are forgings, not cast iron or ductile iron. The second is the leg that provides support to the floor or from a sunken post. The last is the hinge, while not a perfect way to construct a vice the pin joint is durable and can take a considerable beating. If sheared it is easy to replace. These things all combine into a tool that can take decades of heavy use and abuse. Most in use is one to two hundred years old.Some of these vises were made by specialists such as Atwood of Stourbridge England, Steel City and Columbian in the U.S. and others were made in anvil manufacturing plants such as "Mousehole Forge" and "Peter Wright" in England and "Fisher-Norris" and others in North America. The design of these vises right down to the last chamfer seems to have been perfected in the 1600s and remained more or less the same until the 20th century. The bodies are forged wrought iron or mild steel and they have hard steel surfaces welded into the jaws. The jaws have little or very shallow serrations which are generally worn off.Around the turn of the 20th Century during the hey-day of the blacksmith shop in North America, these tools were considered so standard a commodity that they were sold without reference to the manufacturer. Very few were even marked with the maker's name. Size is best defined by weight as there is some variation in jaw size from manufacturer to manufacturer. The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.'
