Flagstaff Hill Maritime Museum and Village
Container - Horse trough, Annis & George Bills, circa Dec. 1932
This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. The trough was made in Hawthorn, Victoria, by J H Phillips circa 1932. “DONATED BY / ANNIS & GEORGE BILLS / AUSTRALIA”flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, annis and george bills, bills trust, j h phillips, rocla concrete pipes ltd, hawthorn, water trough, watering trough, horse trough, animal welfare, bills horse trough -

Pot Coffee, Circa 1950
This coffee pot was made for flat heating surfaces and not the open fire. The enamel coating was used as a thermal barrier to keep the contents hot. This could have been used as an all day coffee source for busy farm workers or breakfast and lunch times. When this pot was used at dinner time, it was a time period when dinner was more formal, with the whole family sitting at the dinner table. The white enamel would have been sufficient for the majority of households. When this pot was in use the dinner period was when the whole family was together and communication within the family was considered very important as a cohesive force. This was a time before television intruded into the atmosphere of relaying the day's activities to the whole family. In small rural communities within the Kiewa Valley a good cup of tea or coffee was a time for relaxation from the hard work of the day. This relaxation period was beneficial for not only the mind but also the body. This was particularly for the house bound mother with domestic chores that had, at this time in history not many "time saving" pieces of domestic equipment. A good pot of tea or coffee at "smoko" was a god sent. Although regarded by well groomed city folk that a coffee pot was for coffee only the less social etiquette standards of country folk permitted its use for tea. Versatility even within the household was of great benefit to the folk in the Kiewa Valley. This was even so for the immigrants that joined in and were warmly welcomed within this rural sector of Australia. This coffee pot is in the French style with a goose neck. It is fully coated in white enamel and has a concave bottom. It has a hinged lid and the main body has been rolled fastened to the bottom plate. The sandwiched steel body is approximately 1mm thick. The two piece neck has been welded together similarly the hinged lid and handle. Rivets are installed to the both bases of the handle. country kitchens, well heated coffee, coffee break in rural regions -

Book - Reference Cricket, The Cricket on the Hearth, circa 1930
A text book used by a local Tawonga student in the 1930's. The school she attended was Rosehill Girls School in Albury. This was one of the foundation schools of Scots School, Albury. Rosehill was opened in 1926 by a Miss Lillian Windridge, for both day and boarding students, in a large former residential property on the corner of Crisp and Young Streets and was named after her uncle's property 'Rosehill' near Kyneton in Victoria. It catered from kindergarten to the Leaving Class. The school flourished and extra space was made available at the adjacent 'Springfield' property for more classrooms. In 1934 lack of space forced 'Rosehill' to move to a new location in Kiewa Street. In 1938, Miss Windridge sold the school to Miss Anna Drennan, a well educated Scots woman with a Masters' degree from Edinburgh University. By early 1939 the school was again overcrowded and was moved to the property 'Woodstock' in Schubach Street, East Albury and the name changed to 'Woodstock School for Girls'. In 1972, the Woodstock Presbyterian Girls School and the Albury Grammar School amalgamated to form the Scots School Albury. Wilma's family were one of the early families to settle in the Kiewa Valley and had a property at Tawonga. After her marriage, Wilma moved, with her husband, to Mt. Beauty until 1958 when they moved back to manage the farm and remained there for the rest of her life.It has a social significance as it depicts the standard of literature that was expected to be read and appreciated by students in the 1930's era. As the school was situated in Albury, it meant that the student would have been a boarder as daily transport to and from the Kiewa Valley would have been impossible at that time, unlike the 'School Bus' run that is available today. At this time there was no 'secondary education' available in the valley and education beyond primary school would have been limited to children of families that could afford to send their children to board at privately run schools.Book of literature by Charles Dickens. Has green cover with black lettering and decoration. It seems to be one of a series of books called the 'Highways and Byways of English Literature". On the front cover, at the top, 'Highway and Byways of English Literature'. Centre of page is the title "The Cricket on the Hearth" and the author Dickens. Underneath this is 'Blackies English Texts Edited by W.H.D.Rouse, Litt.D." Across the foot of the page is 'Blackie and Son Limited'. Transformer Lamp System, late 1950's
This transformer lamp system, which has a dial to transform 240 volts to a minimum of 32 volts was used by electrical technicians to inspect internal parts of the large generators (even in small confined spaces). The reason for the reduction of the 240 volts to the 32 volts was for the safety of the inspector. The SEC Victoria Hydro Scheme's electrical generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this the point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years. This transformer lamp is very significant to the Kiewa Valley as it was introduced as a very small part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This is also a specific electronic item which was manufactured in Melbourne and not sourced from Europe or Asia. This demonstrates the fast evolution of Australian technology to a high standard compatible to that of the rest of the world. This heavy hand held electrical transformer (transforms 240 volts to 32 Volts) an has one leather handle on the top with three small (gauze filtered) air holes. It also has two 2 pin directional cable distribution (clipsal) in/out points 10amps / 240 volts. There is one glassed in volts/ac meter and one variable switch (180 to 150 voltage in settings of 10 volt increments. There are two vents (one on each of the smaller sides). There is also one three pin electrical lead coming out from the top.On one side is a manufacturer's plaque with "ELECTRONIC A & R EQUIPMENT MELBOURNE" and underneath "TYPE 1719, PRI V. 180 250" underneath "V.A. 1250" underneath "CYC 50" underneath "SEC V. 115" underneath "SEC A. 10 . 8". Mincer Meat, early to mid 1900's
This cast iron kitchen appliance was made in England in the early 1900's and shipped to the "colony" Australia. This was before World War II and the "growing up" of a colony to an independent member of "the British Commonwealth". It was a period when most appliances (be they household) where manufactured in England and shipped to Australian ports. It was not until the late 1960's that the Asian manufacturing giant woke up and started to dominate the market palce. This domestic kitchen appliance is very significant to the Kiewa Valley because it highlights the "made at home" period when food processing was made "in house" due to inability to source food from specialised shops e.g. the butcher or slaughter houses. It was a period before mass food processing factories were established and roads constructed up to the standard for distribution to semi remote regions such as Kiewa Valley was in the beginning of the 1900's.This cast iron (malleable iron) mincer for meat products has a large "funnel" to direct "chunks" of meat to the grinding "wheels". These "star" shaped wheels with "teeth" of three different cutting surfaces (fine, medium and coarse) provide for texture types of the final meat product. The meat is placed into the "loading" funnel and push downwards(gravity feed) through the mincing chamber and out through the front side. There is a long "screw worm" which is rotated by turning the handle. The appliance is table mounted by a vice "G" screw on clamp (hand operated). "BEATRICE No. 3" and "MADE IN ENGLAND", "P 3181"household cast iron appliances, food processors -

Box Starch, Pre decimal currency date(14th February 1966)
This brand of starch was first manufactured before 1966 and covered the period when Australian made was the preferred clothing due to limited imports from England. This was a period when the demand for "home grown" produce was at its peak. This was in a time when by necessity and ease of supply and not by the "Buy Australian" campaign (of later years), was the major factor for the demand of these type of laundry goods. It was in a time when starch was used in formal clothing to put a "crisp" or fresh new appearance for clothes. This product was in the era and importantly the social more of "clothes make the person" in which starched shirts and dresses was the fashion vogue. Formality of dress was a strictly British "class" up-man-ship which from the 1950's onwards became less and less visible. The Australian "Ocker" or fair "dink'm" bloke became more entrenched after World War II. The national identity was slowly developing. This box of starch is very relevant to the Kiewa Valley because this box highlights the differences ,in this period, between city and rural social standards. Rural areas were deeply entrenched into colonial and the pioneer family structure viz- a-vie social and dress fashion standards. British values and norms lingered on well beyond the changes happening in city fashion. Tradition and English "ties" were the backbone of early colonies and it was only after World War II that these "ties" were becoming irrelevant. Early traditions lingered well past the independence sought by Federation, colony to statehood and trade with other nations eg. USA and Asia. The idea that a change in "status" would automatically change the social mores of Australians, especially in rural ares, was not fully grasped by the "law makers" and those wanting change. This box (capacity 12 ozs) has white(aged into cream) and blue printing and a "white star" on five sides, the sixth side has a laundry scene with two ladies, in early 1900's fashion. The package is made from 200 gsm thick cardboard. As manufacture was made before and during the two World Wars 1914 to 1945 the promotion was heavily focused on Australian made and Australian grown maize. One side of the box has instructions of use and all the other sides are promotional, detailing "the best in the world and won't stick to the iron""SILVER STAR", "THE BEST IN THE WORLD", "WON'T STICK TO THE IRON", "REQUIRES NO BOILING", INSTRUCTIONS FOR USE", "ROBERT HARPER AND COMPANY LIMITED", "INCORPORATED IN VICTORIA, AUSTRALIA", "NET WEIGHT 12 OUNCES", "LARGE BOX 12 OZS"domestic laundry essentials, cotton clothing preparations, household starch "crisp and neat appearances. -
