Vice Chancellor was influential in promoting University of Ballarat in becoming a central player in the Ballarat and Western Victoria region. In 1998 he oversaw the amalgamation of the University with two Tafe institutions, which created the only multi-sectorial regional university in Australia. Professor James was a formal Ballarat City Councillor, the Chairman of the Ballarat Foundation from 2001 to 2008. He was also the recipient of the Centenary Medal in 2003 – an award created by the Centenary of Federation, which recognises the achievements of a cross-section of the Australian community, by honouring people who have contributed to society of government in Australia. This item is part of the Federation University Art Collection. The Art Collection features over 2000 works and was listed as a 'Ballarat Treasure' in 2007. Ballarat Junior Technical School was a division of the Ballarat School of Mines. Edith (Alice) WATSON (1914–2010) Murtoa | Australia Alice Watson studied at the Ballarat Technical Art School (at the School of Mines, Ballarat) from 1930 until 1933. Watson sat several departmental exams, including drawing and painting plant forms from nature, lettering, Composition of Form and Colour and advanced General Design, as well as dressmaking and embossed leatherwork. General Design examinations required only designs on paper, and not the full execution of an object (which was the case for Applied Design exams). Watson's folio applies many Australian native floral elements to design. Upon graduating, Watson taught at the Murtoa High School, living with her parents until their deaths in 1972 and 1988 when she was 74 years old. Alice Watson died in Ballarat, aged 95, having conserved her beautiful student folio, which was generously gifted to the Federation University permanent Historical Collection by the Watson family. Ballarat Teachers' College Students went on camp, usually to the Education Department camp at Queenscliff. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. Peter Rodden Shiells, B. Com., T.P.T.C., M.A.C.E. Peter Shiells was born on 22 November 1936, at Geelong. He began teaching in the technical field at Watsonia in 1958. He was later Head of Department at Macleod Technical School and Corio Technical School. Peter Shiells was appointed head of the Humanities department at the Ballarat North Technical School in 1970-1973, and was Vice-Principal in charge of the Ballarat Technical School 1974-1976. He was the Ballarat School of Mines Deputy Principal from 26 Sept 1977 to 02 May 1982, and was appointed Principal on 03 May 1982. Peter Shiells was a member of the Ballarat Regional Association for Continuing Education, and the Ballarat-Horsham Regional Council of Technical Education of which he was secretary in 1974. In 1978 he was a member of Mt Clear Technical – High school Council Peter Shiells retired on 30 April 1993 after 19 years distinguished service at the Ballarat School of Mines. More than 150 staff attended his farewell afternoon tea. He died in 2002. This building was constructed in 1901 by surgeon Dr. William Cussen, a surgeon. His name is still visible in the leadlight above the front door. In 1998 Dr Cussens was an Honorary Medical Office with of the Ballarat Orphanage. In July 1920, the building was gifted to the citizens of Ballarat for the ongoing welfare of returned servicemen and women. Sir John Monash officially opened the building as the Ballarat War Memorial Building. In 1942 a voluntary organisation called The Comforts Fund took up residence in the building with the permission of the R.S.L to transform it into a hostel, providing beds, food and support for many service men and women during World War II. It is estimated that by the end of the war in 1945, one million meals had been served. The building was returned to the R.S.L in the later part of 1945.
