Film - Video (VHS), Phil Burke et al, Shire of Eltham Grants Commsission Submission (Series 69, Item 7), 1993
Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Video finishes with aerial views and parklands, streetscapes and rural areas. Photograph, Peter Pidgeon, Orford family graves, Eltham Cemetery, Victoria, 5 April 2021
One of Eltham's earliest settlers was James Orford. Born 1804 in Bedfordshire, the son of George, a carpenter and Lydia Barret, he and wife Sarah Amelia nee Moull (1807) arrived as Assisted Immigrants aboard the ship, ‘Orestes’, November 28, 1839 accompanied by their children, George (14), Mary Ann (11), and James (2). Originally settling in New South Wales, daughter Sarah Amelia was born at Braidwood in 1843 and son, Thomas Henry at Pambula in 1847. James was a carpenter who is known to have built the original gates to Eltham Cemetery. He died in 1869. Around 1890, his son Thomas Henry Orford was living in Pitt Street. Following the death of his wife Helen in 1899, Thomas was appointed by Joseph Panton to look after ‘Panton Park’, a 429-acre bushland property at the fork of Reynolds and Laughing Waters Roads, extending down to the Yarra River. His work entailed ringbarking the manna gums on the property to clear the land for pasture. Thomas lived in a slab hut with his son Ernie, who helped with the work. When Gordon Lyon purchased Panton Park in 1908, Thomas then worked for Lyon at both Panton Park and at ‘Banyule’, Lyon's stud farm at Heidelberg. In 1915 Lyon gave Thomas six acres of land in Reynolds Road with a two-roomed cottage. Thomas died in 1944 and is buried in Eltham Cemetery with his wife and his parents. Another of James Orford's sons was James Matthias Orford. He tried to grow food on land at the end of Laughing Waters Road, but without success. Reputedly the Wurundjeri taught him to swim. He was once imprisoned; when his friend Constable Lawlor invited him to inspect the new bluestone lock-up, Lawlor locked him in and wouldn't release him until he was promised two gallons of beer! The first settler to occupy the Marlo township area was James Stirling around the year 1875. He built a bark hut on the bluff that had two rooms, bark walls, earthen floors and a shingle roof. By 1884, this structure had expanded to a 9 roomed accommodation house and in 1886 became the Marlo Hotel when a liquor license was granted. The Governor-in-Council declared Marlo to be a township on 18 February 1889. During May 1889, the government surveyor, E.L. Bruce set out 19 sections of the new township, with the first sales of subdivided land occurring the following May. At this time, Stirling's Marlo Hotel was the unofficial hub for the community. It was a general store, accommodation house and the unofficial post office, with settlers taking turns in bringing the mail from Orbost or Cunningham. This continued until Aug 1942, and in 1969 was located in a house adjacent to the Marlo Hotel, before being transferred to the Marlo General Store in this year. The official Post Office List states the Marlo Post Office opened around 1902. in 1925, the "Marlo House" (a nine room accommodation guest house) was granted a liquor licence. The "Marlo House" became "The Marlo Hotel". The Marlo Hotel was popular with many Orbost and district settlers, who travelled to Marlo by horseback or buggy. In the early 20th century the hotel advertised itself as " Under Vice-Regal Patronage. Situated on High Cliff, fronting Ocean, Lakes and Snowy River. Those in search of Health, Rest and Sport should visit Marlo. Boating, Fishing, Shooting, Bathing, Golf. Comfort and Convenience at Marlo Hotel, near Orbost, East Gippsland. Photograph - Carkeek's Terminus Hotel, Wodonga, C. 1906 - 1909
The Terminus Hotel, Wodonga was built by James Thompson Hatch in 1873, the same year the railway reached Wodonga from Melbourne. It was named due to its close proximity to the railway terminus. It was sold to Messrs George Day and Kenneth McLennan of Albury. It was first licenced to J.G. Morton in January 1874. Annie Allen, from Ireland, took over as licensee of the hotel containing 14 rooms in 1879, after she and her husband, George James Allen, purchased it. In 1887 they added a new wing on the south boundary of the property next to Peter McLean’s store at 81 Sydney Road. The architects for the new wing were Gordon and Gordon. A billiard room, a dining room, and 18 other rooms were added on the vacant block of land between the Hotel and the Bank of Victoria. A balcony 6 feet wide was added on the north side. Included in the plans was the latest patent elevator, later known as a dumb waiter. Allen died in 1889 aged 52, and Annie Allen continued to run the Terminus. She later married John G. Haldon and was licensee of the hotel until December 1898 when the licence was transferred to William Carkeek. Carkeek, from Cornwall, arrived in the colony around 1860 and is considered one of the founders of Tallangatta. In November 1903, the license was transferred to Daniel Crawford, then in 1906 it was transferred to Mr Stephen Carkeek. In 1916 it passed into the hands of Mr H. W. Allen of Rutherglen, son of Mr George James Allen. On 1st June 1998 the Terminus Hotel was destroyed by fire. Estimates of damage range from between a conservative $750,000 to as high as $2 million. The remains of the building were demolished in 1999.The Terminus Hotel was one of the earliest hotels in Wodonga with clear links to the establishment of the railway line. It was an important business and meeting place for social gatherings. On 21 December 1898 an application to transfer the license of the Terminus Hotel from Mrs Annie Haldon to Mr William Carkeek was lodged This was granted by the Wodonga Licensing Court on 12 January 1899. In February of that year, it was transferred to Mrs. Rebecca Carkeek. William Carkeek died on 17 March 1900, aged 57 years. In November 1900 Mr. Daniel Crawford took over the license. In March 1906, the Carkeek family returned to the Terminus Hotel when their son Stephen purchased the business. In January 1909, tenders were invited for Freehold Purchase of the property. It was available on a 7 year lease at a rental of £9 per week In 1913 Stephen Carkeek disposed of the goodwill of the business to Mr Wilson of Grenfell, New South Wales, thus ending the Carkeek family’s long association with the Terminus Hotel. Photograph, Frank Stokes with daughters Dorothy (left) and Beryl (right) at Stokes Orchard, Nyora Road, Eltham, 1944
Frank Stokes first traveled to the district by train in 1944 to find land with the intention to establish an orchard. By chance he met Arthur Bird of Bird Orchard (bounded by Pitt Street, Eucalyptus Road and Wattle Grove) and they got talking over their common interest. Arthur put Frank up for the night and pointed out the land, part of Crown Allotment 15, Section 5, Parish of Nillumbik (CA15) somewhat diagonally opposite Bird Orchard. Frank bought the land and for the next two years would travel by train from Melbourne to Eltham every weekend establishing Stokes Orchard and building a home for his family, which they eventually moved into in 1946. In the mid 1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became affordable for Frank. As a consequence Stokes Orchard was turned into a housing development by Macquarie Builders and marketed as the Stokes Orchard Estate in two stages; Stage 1 encompassing Scarlet Ash Court, Ironbark Close and Peppermint Grove bounded by Nyora and Eucalyptus roads c.1976 and Stage 2 encompassing Stokes Place, Orchard Way, The Crest and The Lookout bound by Nyora and Diosma roads c.1979. The development of Orchard Way, The Crest and The Lookout did not proceed as planned due to the lack of the sewer along Diosma Road and so many of the proposed lots were incorporated into five-acre parcels instead.Representative of the orchard growing areas of ElthamDigital file only - Digitised by EDHS from a scrapbook (containing commercially printed photos of digital scans) on loan from Beryl Bradbury (nee Stokes), daughter of Frank Stokes.1944, beryl bradbury (nee stokes), beryl bradbury (nee stokes) collection, dorothy stokes, eltham, frank stokes, nyora road, stokes orchard -
