The Registration Act 1836 established the General Register Office and a new system of national registration of births, marriages and deaths to take effect from 1837. There was a need to set up a system to record births, to aid with the planning of services and to record deaths to enable further study on the causes of mortality. The accurate recording of births and deaths was to be a vital tool in improving population health and would later enable systematic interventions such as vaccination, as well as aiding research and data analysis. Maj Smethurst has just refused to accept the presentation of the "Polar Medal" from the Ambassador, telling him he was going to receive it back in Australia with his wife and family present. The Ambassador conceded and the medal was put away. Maj. Smethurst then told of his experiences on Antarctia to the assembled embassy officials, while enjoying some champagne cocktails with some delicious "finger food". This Unibic Limited Edition ANZAC Biscuit tin is one of a series produced in 2014 to commemorate 100 years 1914 - 2014 of World War 1, focusing on the Victoria Cross, The Anzac Biscuit Story and The RSL Story. The included paper sheet explains the Victoria Cross in full detail. The George Hotel in St Kilda was one of the largest and most well known hotels in Victoria and the largest in Melbourne outside the city. By the late 1970s and early 1980s, renamed the Seaview in 1976, it no longer operated as a hotel and fostered Melbourne's alternative and punk music scenes. It was de-licenced and closed in 1987 and redeveloped in the mid 1990s as apartments, with bars, cafes and shops at ground level and an art gallery and cinema. On 6 January 1996, Harry Hogg, a local photographer and a member of the Save St Kilda movement, sent the photographs of the demitasse coffee cup to the new owner of The George, Donlevy Fitzpatrick. His covering letter said: 'The reason for this note is to send you copies of photographs of a fragment of a demitasse coffee cup I unearthed recently from along the light rail in Albert Park. DOUGLAS GEORGE PHILLIPS enlisted No 3449 in the 11th reinforcements 7th Batt AIF on 14.7.1915 aged 18 years 2 months in Bendigo. He embarked for Eygpt on 18.12.1915. Promoted to Corporal 1.3.1916. Embarked for France 26.3.1916. Promoted to Sergeant 10.8.1916. Hospitalised with trench feet on 6.11.1916. Promoted 2nd Lieutenant 3.3.1917. Hospitalised with haemoptysis 20.7.1917. Promoted to Lieutenant 30.9.1917. WIA 4.10.1917 and remained on duty. Awarded the Military Cross for the same days actions. Discharged from the AIF 15.8.1919.
