This was the home of the Offszanka family from 1913; they came to Surrey Hills from Richmond. Carl Theodore Offszanka (1874-1944) was a furrier. Both he and his wife Ida, nee Schade, (1882-1963) were born in Germany. They married in Victoria in 1908. Their home was called 'Westfalia' (ref: 1919 electoral roll), presumably after the region in NW Germany. They had at least 4 children: Carl Bernard - b 1909 Marie Eliese - b 1910 Erna Helena - b 1913; d 1996 - listed at Guildford Road in electoral rolls. Bernard George - b 1914; d 1987 (Surrey Hills) - listed at Guildford Road in electoral rolls. The family were associated with Our Holy Redeemer and also donated class photos of the school to the collection. Carl and Ida are buried in Box Hill Cemetery (RC 032-0034). The semi-circular bay window is not original to the house. This home has had a 2nd storey added to it in late 1990s. According to a family descendant (REF: Email 1/8/20 from grandson) Carl Theodor Offszanka purchased the home in 1913 for £616. He also purchased the adjoining vacant block of land at 42 Guildford Road and ran a large orchard on it before later selling it. This appears to have been between 1920-1930. The family continued to occupy the house until after 1980 when Erna Helena and Bernard George are listed in the electoral rolls. Our property register lists Erna Helena Offszanka as the last member there. She died on 5 May 1996. Members of the Offszanka family lived in this property from its beginnings for more than 70 years. This minutes includes a copy of the 41st & 42nd Annual Report 1935-1936 of the Entertainment Committee it noted that the Boat House, which was the gift of Mrs Cecil Macmeikan 10 years ago, was wholly destroyed during the storm in November however was repaired the next year. It was also reported re the Institutions decision to pay Christmas pay on the basis of Married pensioners, £3-7-6, Married non-pensioners £4-7-6 per week and single men £2-2-6 per week. From its beginning, the Royal Victorian Institute for the Blind grew in size and its number of employees and benefactors. These bound volumes of annual reports contain the information sent to subscribers of the Institute and outline the notable events and difficulties facing the blind and the RVIB. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. This life jacket was issued by the Australian Government's General Naval Store in N.S.W.. It was inspected in 1940. Life Jackets - Life jackets were part of the equipment carried by the Life Saving Rescue Crew of South Western Victoria, including Warrnambool, from around 1858 until the 1950s. The purpose of a life jacket is to keep the wearer afloat until he or she is rescued from the water. Life jackets were first invented in 1854 by Captain Ward of the Royal National Lifeboat Institution in Britain. The early life jackets were filled with cork, which is very buoyant. However, many times he cork caused the jacket to rise up quickly with a force that caused unconsciousness, sometimes turning the person face down in the water , causing them to drown. After the tragic loss of the ship RMS Titanic in 1912 and the lost lives of those onboard, a woman named Orpheus Newman designed the Salvus life jacket (Salvus means safe), which was filled with kapok instead of cork. Kapok comes from seed pods of the Ceiba Pentandra tree and is waterproof as well as buoyant. These Salvus jackets were used by the Royal Navy until new synthetic materials became available around the time of World War II.This life jacket is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Life jacket, canvas covered, with two padded compartments filled with kapok. Designed to slip over the head. it has shoulder straps and straps for tying under the arms. An inscription and symbol is stamped on one shoulder strap. The life jacket was supplied by the General Naval Store, Defence Department, N.S.W., and inspected in in 1940.Inscription "G.N.S. This is a copy of the Will of Anna Mayo Bostock the wife of John Augustus Bostock a grazier from " Preston", Mansfield Victoria. It was made on 1940. Bostock family members have been important in the history of Warrnambool since the early days of settlement. This item is of minor importance as part of the Bostock collection held by the WDHS This is a A3 piece of paper folded in two to make four pages.
