The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This photograph shows Lady Bay and Lake Pertobe in the late 1930s or early 1940s. This is before Lake Pertobe was developed in the 1970s as a recreation area and when ships were still anchoring at the Breakwater. This is a print of a photograph and its interest lies only in the fact that it is nicely framed and is suitable for hanging. It shows the foreshore over 70 years ago so is of historical interest. The City of Ballarat unanimously resolved to erect a Civic Hall in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Colburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. This photo is thought to have been taken at the time of Alfred Mica Smith's retirement from the Ballarat School of Mines. It is most probably also the unveiling of the Max Meldrum portrait of Smith. Alfred Mica Smith retired from the Ballarat School of Mines in 1922 after an association of 41 years and aged 78 years. At the August meeting of the Ballarat School of Mines Council in 1881 it was resolved that 'Alfred Mica Smith Esq., B.Sc., be appointed Professor in Chemistry and Metallurgy and be Superintendent of the Laboratories, for the period of twelve months at a stipend of five hundred pounds per annum, and to commence duty as soon as possible'. (signed: James Oddie, Vice-President) Smith played a major role in the years of 1887-1893 when SMB was affiliated with Melbourne University. In 1912 he became Professor of Metallurgy and received an annual salary of 250 pounds. Alfred Mica Smith presented many scholarly papers, gave evidence at government enquiries into the safety of mines and became an authority on mine safety and ventilation. He was on the Mines Ventilation Board. Professor Smith was the public analyst for the City of Ballarat and Town of Ballarat East, as well as to a number of other boroughs and shires. He was also Chief juror to the Adelaide International Exhibition, chemical section. He provided information to the Royal Commission on gold mining (1889, 1891), and was President to the chemistry section of Australian Association for the Advancement of Science, Associate of American and Australasian Institute of Mining Engineering, Member of the Science Faculty Melbourne University, and Hon. Life Member of the Miner Managers' Association of Australia. He also was involved in many educational and community affairs such as President of the SMB Students' Association, President of the Ballarat Science Society, first President of the Ballarat Camera Club, Vice President of the Field Naturalists' Club, and he presented Ballaarat Fine Art Gallery with his collection of paintings and porcelain ware. His legacies include the mutual regard between him and his students, the many tributes by former students, the Mica Smith scholarship (established in 1923) and now known as the Corbould-Mica Smith Travelling Scholarship, his portrait in oils by noted artist Max Meldrum, and the marble bust of Smith sculptured by Paul Montford. Money for a scholarship in sanitary science at the University of Manchester in the name of his uncle R. A. Smith was left being set up in 1928. Smith died of cancer on 14 May 1926 and his remains, cremated at Springvale, were interred in the Ballaarat New Cemetery.
