Plaque, A Special Meeting of the Kew City Council Was Held in This Hall on 13th December 1960 to Commemorate the Centenary of Kew : Cr. W.H.S. Dickinson M.B.E., J.P. Mayor, 1960

The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. The Irish National Land League (Irish: Conradh na Talún) was an Irish political organisation of the late 19th century which sought to help poor tenant farmers. Its primary aim was to abolish landlordism in Ireland and enable tenant farmers to own the land they worked on. The period of the Land League's agitation is known as the Land War. Within decades of the league's foundation, through the efforts of William O'Brien and George Wyndham (a descendant of Lord Edward FitzGerald), the 1902 Land Conference produced the Land (Purchase) Act 1903 which allowed Irish tenant farmers buy out their freeholds with UK government loans over 68 years through the Land Commission (an arrangement that has never been possible in Britain itself). For agricultural labourers, D.D. Sheehan and the Irish Land and Labour Association secured their demands from the Liberal government elected in 1905 to pass the Labourers (Ireland) Act 1906, and the Labourers (Ireland) Act 1911, which paid County Councils to build over 40,000 new rural cottages, each on an acre of land. By 1914, 75% of occupiers were buying out their landlords, mostly under the two Acts. In all, under the pre-UK Land Acts over 316,000 tenants purchased their holdings amounting to 15 million acres (61,000 km2) out of a total of 20 million acres (81,000 km2) in the country. Sometimes the holdings were described as "uneconomic", but the overall sense of social justice was undeniable. (http://en.wikipedia.org/wiki/Irish_National_Land_League, accessed 21 January 2014) The Irish National Land League was founded at the Imperial Hotel in Castlebar, the County town of Mayo, on 21 October 1879. At that meeting Charles Stewart Parnell was elected president of the league. Andrew Kettle, Michael Davitt, and Thomas Brennan were appointed as honorary secretaries. This united practically all the different strands of land agitation and tenant rights movements under a single organisation. The two aims of the Land League, as stated in the resolutions adopted in the meeting, were: ...first, to bring out a reduction of rack-rents; second, to facilitate the obtaining of the ownership of the soil by the occupiers. That the object of the League can be best attained by promoting organisation among the tenant-farmers; by defending those who may be threatened with eviction for refusing to pay unjust rents; by facilitating the working of the Bright clauses of the Irish Land Act during the winter; and by obtaining such reforms in the laws relating to land as will enable every tenant to become owner of his holding by paying a fair rent for a limited number of years. Charles Stewart Parnell, John Dillon, Michael Davitt, and others including Cal Lynn then went to America to raise funds for the League with spectacular results. Branches were also set up in Scotland, where the Crofters Party imitated the League and secured a reforming Act in 1886. The government had introduced the first ineffective Land Act in 1870, then the equally inadequate Acts of 1880 and 1881 followed. These established a Land Commission that started to reduce some rents. Parnell together with all of his party lieutenants, including Father Eugene Sheehy known as "the Land League priest", went into a bitter verbal offensive and were imprisoned in October 1881 under the Irish Coercion Act in Kilmainham Jail for "sabotaging the Land Act", from where the No-Rent Manifesto was issued, calling for a national tenant farmer rent strike which was partially followed. Although the League discouraged violence, agrarian crimes increased widely. Typically a rent strike would be followed by evictions by the police, or those tenants paying rent would be subject to a local boycott by League members. Where cases went to court, witnesses would change their stories, resulting in an unworkable legal system. This in turn led on to stronger criminal laws being passed that were described by the League as "Coercion Acts". The bitterness that developed helped Parnell later in his Home Rule campaign. Davitt's views were much more extreme, seeking to nationalise all land, as seen in his famous slogan: "The land of Ireland for the people of Ireland". Transcript: Athenaeum building celebrates 170 years Australian Broadcasting Corporation Broadcast: 11/11/2009 Reporter: Lisa Whitehead Tomorrow marks the 170th birthday of one of the nation's historic cultural landmarks. Melbourne’s Athenaeum building has, in one form or other, provided education and entertainment for the Victorian colony as it became a city; and along the way, documented its growth. Transcript KERRY O’BRIEN, PRESENTER: Tomorrow marks the 170th birthday of one of the nation's historic cultural landmarks. Melbourne's Athenaeum building has, in one form or another, provided education and entertainment. For the Victorian colonies it became a city and along the way documented its growth. The building's original library and theatre still draw devotees and as Lisa Whitehead reports, a loyal band of volunteers. KEVIN QUIGLEY, ATHENAEUM PRESIDENT: There's nothing like us that has been here from day one, four years after the boat pushed ashore, here we are. It's a thread that runs through the life of Melbourne. LISA WHITEHEAD, REPORTER: In the heart of Melbourne's CBD, the Athenaeum is a celebrity in disguise, the oldest cultural icon in the city, but barely noticed. MARJORIE DALVEAN, VOLUNTEER HISTORIAN: People of Melbourne walk past this area and they have no idea what it is. RAY LAWLER, PLAYWRIGHT: It seemed to me to be a place that absolutely, or breathes Melbourne, I suppose, culture. LISA WHITEHEAD: Just four years after Melbourne was founded, the colony built a Mechanic's Institution, one of the first in the world, a place where the working class could meet and learn. KEVIN QUIGLEY: People think of it as Wild West sort of place where these hearty types drank and rushed about, but Melbourne was freely settled. It was a city of people who wanted to better themselves - entrepreneurs. And the Mechanic's Institution was that innovative idea that had grown up in Edinburgh and London about providing an opportunity for education for the working people. LISA WHITEHEAD: Mark Twain lectured there. Later, other buildings were added and a theatre to host classic plays. And it adopted its more bourgeois friendly title of the Athenaeum. Crucially from the start there was the library, the first to offer affordable lending to the working man. And it still attracts devotees. Former University lecturer Margaret Bowman, 89, comes in every Wednesday, along with her dog to join an enthusiastic band of volunteers sorting through the archives. MARGARET BOWMAN, FORMER UNIVERSITY LECTURER: Doing research is something that I find actually I enjoy more than anything. Every old lady needs to have a project and now I've got a project. MARJORIE DALVEAN: Margaret, Christine has just found out that Alfred Deakin was a member here from 1874 to 1877. This place is not flashy, we've never been flashy. But book lovers walk in here and they know this is the place for them. ARCHIVAL FOOTAGE: Old times and old names. The Athenaeum theatre in Melbourne for more than 40 years has been one of the city's best known cinemas. LISA WHITEHEAD: In the 20th century, the theatre surrendered to the new craze of talking pictures, and one particular fan was famous Australian playwright Ray Lawler. At 13, he dropped out of school to work in a Footscray factory and two years later his first trip to the glamorous Athenaeum cinema hinted at the education he was missing. RAY LAWLER: It just had a style about it which I responded to, I think. I was looking for something and this seemed to be part of it. Ray Lawler went on to write "Summer of the Seventeenth Doll" and found literary fame overseas. About a century after it had started as an educational place for the working man, Ray Lawler had, in effect, become an Athenaeum graduate. RAL LAWLER: If they had been looking for the sort of person that they were hoping to encourage along the way, I suppose I would have been somebody that might have fitted the mould, you know. LISA WHITEHEAD: In time, the cinema was returned to its theatrical roots. FRANK THRING, 1977: It has a great resemblance to the Theatre Royal in Hobart which Larry Olivier has called the best theatre he's ever worked in. And it's almost identical. It is the true Victorian playhouse. The horseshoe shaped thing: stalls, dress circle and gallery. And you're close to the audience and they're close to you. Marvellous feeling. LISA WHITEHEAD: Today, it's still a theatre. But time has brought compromises. The once vaunted art gallery has now covered its windows and become a comedy club and performance space. TV and suburban life have eaten away at the library membership. It offers an online service now, and a recent federal government grant will pay for the upkeep of its gracious interior, including the 1930s elevator Ray Lawler used to ride. For him, it's money well spent on history quietly made and discreetly observed. RAY LAWLER: It's the lack of awareness, I think, that people don't know what they've got here. They've really got the whole history of Melbourne almost. KEVIN QUIGLEY: It was a similar organisation in Sydney but we are the only one that's got a continual lineage on the same spot. We started here and we're still here and we'll be here for another 100 years. Victorian Symphony Orchestra, Capital Theatre, Bendigo. Thursday, 10th November, 8pm. This series of Concerts is arranged by the Australian Broadcasting Commission. Conductor and Soloist: Walter Susskind. Walter Susskind (with photo), During his two years as resident conductor of the Victorian Symphony Orchestra, Walter Susskind has left an indelible impression on music lovers by his conducting and his personality, both of which have endured him to concert audiences everywhere. Walter Susskind is now relinquishing his appointment of the permanent conductorship for the A.B.C. in Victoria to return overseas, and this final tour by the Victorian Symphony Orchestra for the 1955 season is also Mr Susskind's finale in Australia. An appealing future of these concerts to be presented over several provincial centres in turn will be the . . . Analytical Notes. Bendigo Concert Series Discontinued. The Australian Broadcasting Commission announces with regret that it has been found necessary to restrict the nimber of concerts presented in Bendigo each year pwing to the lack of sufficient support of these activities. Since 1947 the A.B.C. has presented a series of rour concerts each year in Bendigo. During these years artists who have appeared in the series include Ginette Neveu, Gyorgy Sandor, Erna Berger, the Robert Masters Quartet, Sydney MacEwan, Elena Nikolaidi, Michael Rabin, William kapell, Leon Goosens, Max Rosral, Sulvia Fisher, and many others of world standing. In addition, the Victorian Symphony Orchestra has given performances each year under such eminent conductor as Alceo Galliera, Juan Jose Castro and Walter Sisskind, while last year the seies included a visit by the Sydney Orchestra under Sir Eugene Goossens. While the A.B.C. in anxious to continue its policy of brining artists of world standing to provincial centres, includeing Bendigo, the quire considerable costs incurred. The Highesdt number of subscribers to a series in Bendigo was attained in 1951, when 350 season tickets were purchased. In all other uears, including 1955, the number has fallen below the required minimum, and ir has been decided not to proceed with plans for the 1956 season, although . . . Parnell was an Irish nationalist and statesman who led the fight for Irish Home Rule in the 1880s. Charles Stewart Parnell was born on 27 June 1846 in County Wicklow into a family of Anglo-Irish Protestant landowners. He studied at Cambridge University and was elected to parliament in 1875 as a member of the Home Rule League (later re-named by Parnell the Irish Parliamentary Party). His abilities soon became evident. In 1878, Parnell became an active opponent of the Irish land laws, believing their reform should be the first step on the road to Home Rule. In 1879, Parnell was elected president of the newly founded National Land League and the following year he visited the United States to gain both funds and support for land reform. In the 1880 election, he supported the Liberal leader William Gladstone, but when Gladstone's Land Act of 1881 fell short of expectations, he joined the opposition. By now he had become the accepted leader of the Irish nationalist movement. Parnell now encouraged boycott as a means of influencing landlords and land agents, and as a result he was sent to jail and the Land League was suppressed. From Kilmainham prison he called on Irish peasants to stop paying rent. In March 1882, he negotiated an agreement with Gladstone - the Kilmainham Treaty - in which he urged his followers to avoid violence. But this peaceful policy was severely challenged by the murder in May 1882 of two senior British officials in Phoenix Park in Dublin by members of an Irish terrorist group. Parnell condemned the murders. In 1886, Parnell joined with the Liberals to defeat Lord Salisbury's Conservative government. Gladstone became prime minister and introduced the first Irish Home Rule Bill. Parnell believed it was flawed but said he was prepared to vote for it. The Bill split the Liberal Party and was defeated in the House of Commons. Gladstone's government fell soon afterwards.(http://www.bbc.co.uk/history/historic_figures/parnell_charles.shtml, accessed 21 January 2014) The Irish National Land League (Irish: Conradh na Talún) was an Irish political organisation of the late 19th century which sought to help poor tenant farmers. Its primary aim was to abolish landlordism in Ireland and enable tenant farmers to own the land they worked on. The period of the Land League's agitation is known as the Land War. Within decades of the league's foundation, through the efforts of William O'Brien and George Wyndham (a descendant of Lord Edward FitzGerald), the 1902 Land Conference produced the Land (Purchase) Act 1903 which allowed Irish tenant farmers buy out their freeholds with UK government loans over 68 years through the Land Commission (an arrangement that has never been possible in Britain itself). For agricultural labourers, D.D. Sheehan and the Irish Land and Labour Association secured their demands from the Liberal government elected in 1905 to pass the Labourers (Ireland) Act 1906, and the Labourers (Ireland) Act 1911, which paid County Councils to build over 40,000 new rural cottages, each on an acre of land. By 1914, 75% of occupiers were buying out their landlords, mostly under the two Acts. In all, under the pre-UK Land Acts over 316,000 tenants purchased their holdings amounting to 15 million acres (61,000 km2) out of a total of 20 million acres (81,000 km2) in the country. Sometimes the holdings were described as "uneconomic", but the overall sense of social justice was undeniable. (http://en.wikipedia.org/wiki/Irish_National_Land_League, accessed 21 January 2014) The Irish National Land League was founded at the Imperial Hotel in Castlebar, the County town of Mayo, on 21 October 1879. At that meeting Charles Stewart Parnell was elected president of the league. Andrew Kettle, Michael Davitt, and Thomas Brennan were appointed as honorary secretaries. This united practically all the different strands of land agitation and tenant rights movements under a single organisation. The two aims of the Land League, as stated in the resolutions adopted in the meeting, were: ...first, to bring out a reduction of rack-rents; second, to facilitate the obtaining of the ownership of the soil by the occupiers. That the object of the League can be best attained by promoting organisation among the tenant-farmers; by defending those who may be threatened with eviction for refusing to pay unjust rents; by facilitating the working of the Bright clauses of the Irish Land Act during the winter; and by obtaining such reforms in the laws relating to land as will enable every tenant to become owner of his holding by paying a fair rent for a limited number of years. Charles Stewart Parnell, John Dillon, Michael Davitt, and others including Cal Lynn then went to America to raise funds for the League with spectacular results. Branches were also set up in Scotland, where the Crofters Party imitated the League and secured a reforming Act in 1886. The government had introduced the first ineffective Land Act in 1870, then the equally inadequate Acts of 1880 and 1881 followed. These established a Land Commission that started to reduce some rents. Parnell together with all of his party lieutenants, including Father Eugene Sheehy known as "the Land League priest", went into a bitter verbal offensive and were imprisoned in October 1881 under the Irish Coercion Act in Kilmainham Jail for "sabotaging the Land Act", from where the No-Rent Manifesto was issued, calling for a national tenant farmer rent strike which was partially followed. Although the League discouraged violence, agrarian crimes increased widely. Typically a rent strike would be followed by evictions by the police, or those tenants paying rent would be subject to a local boycott by League members. Where cases went to court, witnesses would change their stories, resulting in an unworkable legal system. This in turn led on to stronger criminal laws being passed that were described by the League as "Coercion Acts". The bitterness that developed helped Parnell later in his Home Rule campaign. Davitt's views were much more extreme, seeking to nationalise all land, as seen in his famous slogan: "The land of Ireland for the people of Ireland". All participants attended BTC (Ballarat Teacher's College) in 1947.Much of this document is handwritten so is significant as an example of teacher's handwritten letters.Two Ballarat Courier newspapers dated 5 June 1991 and 1 June 1991 bound at side with white contact adhesive. The newspapers are used as an alphabetical filing system for correspondence relating to reunions.
