Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historic books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historic Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. This Harmsworth Atlas and Gazetteer was inherited by one of the donors, a gift from her father who was Tasmanian.Large hard covered book with maps, charts and tables. The cover is green linen with green leather, gilt trimmed corners and decorative spine, It includes 500 maps and diagrams in colour, with commercial statistics and gazetteer index of 105,000 names. Jan 1908. Also inserted between the pages of the book were 2 folded sheets of waxed paper, each with carefully placed flowers pressed between them; native orchids and wattle. The Tilley lamp derives from John Tilley’s invention of the hydro-pneumatic blowpipe in 1813 in England. W. H. Tilley were manufacturing pressure lamps at their works in Stoke Newington in 1818, and Shoreditch, in the 1830s. The company moved to Brent Street in Hendon in 1915 during World War I, and started to work with paraffin (kerosene) as a fuel for the lamps. During World War I Tilley lamps were used by the British armed forces, and became so popular that Tilley became used as a generic name for a kerosene lamp in many parts of the world, in much the same way as Hoover is used for vacuum cleaners. During the 1920s the company had diversified into domestic lamps, and had expanded rapidly after orders from railway companies. After World War II fears about the poisonous effect of paraffin fumes, and widely available electricity, reduced demand for domestic use. The company moved from Hendon to Ireland in the early 1960s, finally settling in Belfast. The company moved back to England in 2000.A significant item demonstrating the early use of kerosene under pressure as a lighting medium. These types of lamps were made by a company whose products became synonymous with oil lamps generally. Financial record - Bank Transaction Book, Commercial Banking Company of Sydney Limited, before 1931
The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. Equipment - Camera Housing, Ikelite Underwater Systems, Late 1960s to early 1970s
This underwater SLR camera housing was made to hold a standard SLR camera and keep it watertight for underwater photography up to 300 feet in depth. Ikelite continues to be a leading manufacturer in the underwater photographic industry. The business began in the early 1960s when diver Ike Brigham invented a waterproof seal for his underwater flashlights. The name IKELITE was trademarked in 1962. In the late 1960s, Ike developed camera housing kits that were clear and enabled access to change a roll of film. He was the first to use lid-snap closures on an underwater housing. The history of underwater photography began with the first protective camera box for underwater photography was made in 1856. In 1914 the first underwater video footage was taken. Colour underwater photography was first shot in 1926. In 1950 the first commercially available underwater camera housing, the "Tarzan" was designed by Henry Broussard, an underwater photographer, for his own camera. It was produced by the French company Beauchat. In 1957 the revolutionary underwater camera was invented by Jaques-Yves Cousteau and Jean de Wouters. The new amphibious "Calypso" changed the nature of underwater photography.This underwater camera housing is significant for its purpose of underwater photography. Camera housings such as this were used to record the position and layout of shipwrecks along coast of the Great Ocean Road. Functional object - Platform Scales
Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use. Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830. Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. An early example of the first type of platform scale that revolutionised the weighing of goods throughout the world made in the USA around the turn of the 19th century. Commercially built platform scale on wheels. Cast iron base supports iron weighing platform with wooden floor. At back, square hollow wooden post supports a hooded rod which bears the weight of the platform and which hooks onto a brass balancing arm, marked in pounds up to 50. There is a cylindrical sliding weight and on the end a loop for a metal weight holder. The holder is designed for three circular pieces of metal with a slit to the centre. Belt Money, Circa 1950
This money, belt made of soft leather, would have been used in the mid 1900's by horse riding traders or wealthy property owners. It could also have been used by miners or other commercial business men. The main criteria for such a belt is security for valuables during travel on horseback. Commercial traders who plied their wares on horseback or caravans during a period where poor roads and flood prone rivers could dislodge wallets or money "sacks".The Kiewa Valley in the early 1900's was an environment which was frequented by the "canny" travelling salesman using dirt tracks and having to cross swollen rivers and creeks throughout the year. Travelling times within the rural areas in and surrounding the valley called for more frequent stops in bush lands. Camping presented itself with great challenges not to loose small cumbersome coin and notes. Local banks were of short supply and although bartering was a thriving method of transactions within the Valley traders from other regions were not so forth coming. Where ever possible local "trades" were called upon more than in city areas for limited products of a rural incline.This "vintage" handcrafted money belt has been professionally made circa 1950's. It appears as though it might have been made in a saddlery. There are five pockets each fastened by black painted "press studs". The stitching is of a high standard and the pockets are large and well defined. The buckle is circular with one fastening pin.handcrafts, leather work, vintage money belt, personal effects. -

Historically this item would have been used by gold miners, rabbit shooters, mobile "Rag and Bone" traders and other mobile(in caravans and/or horse drawn cart) traders of various small goods and haberdashery. Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb. The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". In the Kiewa Valley small quantity commercial undertakings e.g. gold mining, fur pelts and rabbit meat trade did not require bulk weight type scales. Commerce in rural production e.g. fruit and vegetables involved more farmers and their staff in a barter and/or "in kind" payments. This was more so in the depression years 1929 to late 1930s. Self sufficiency was to a large extent more attainable in this region than in the city/ large country town environment. The Australian "fair go" ethical approach to life and commerce was very much ingrained in those living in country regions, like Kiewa Valley as is demonstrated by the not so accurate hand balance, spring loaded scales. Box Crayons Marking, circa mid to late 1900's
These type of marking crayons have been in use from the 1800s onward to mark commercial and non commercial goods and articles that require waterproof and visual identification labels. Items such as bales of wool, tobacco tags, transportation tags(shipping, rail and road) and other "hard to mark" items that require information to be displayed by semi permanent waterproof signage. The crayons are also an advantage for young student art work.This particular box of leviathan crayons was in use by students in the Mount Beauty Primary School through the Victorian Education Supply Department. As the texture and adhesive/application qualities (soft medium and hard) allows students to be "creative" on various type of canvases. This type of application in schools is of a non commercial and simplistic art -form nature however more advanced students could present a commercial interest in a viable creative artistic venture. The major commercial and non educational uses are encompassed in a rural grazing and farming regions, of the Kiewa Valley and adjoining lands.The crayon box is made from cardboard and light buff colour. The box contains six "No.1" crayons, two of which have been used. Each crayon is wrapped with manufacturer's details on 180 gsm thick paper. The wrapper runs nearly 4/5 th of the entire length, leaving 1/5th open to display the colour of the crayon. The colours of the crayons are blue, purple, green, yellow, red and black. Scales Weighing Pocket, circa early 1900s
Historically this item would have been used by gold miners, rabbit shooters, mobile "Rag and Bone" traders and other mobile(in caravans and/or horse drawn cart) traders of various small goods and haberdashery. Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb.The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". The mild steel spring mechanism enclosed by black painted medium gauge steel cover( three quarters cylindrical). Front scale face and rear spring casing fastened by three rivets. Spring loaded marker blade is located in the centre of the front plate. A steel " finger holder" ring is attached at the top of the scale unit from one of two pre drilled holes. The top is for holding the scale upright and the bottom for a hook to dangle the item to be weighed from the bottom. 'NATIONAL' Cash Register, National Cash Register (NCR), 1903
This cash register was made in 1903 at Dayton, Ohio (USA) by the National Cash Register (NCR) company, which still operates today manufacturing commercial equipment, including Automatic Teller Machines. Mr. Thomas Watson, the founder of International Business Machines (IBM), started as a traveling salesman for NCR.This register came from a shop owned by Mrs. Dulcie Anderson near the Star Hotel in Walhalla. This cash register consists a brass register that is now heavenly tarnished. The register has two mechanical displays on the back and fore on the front. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built at Falls Creek in 1951 and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains.
