Air Raid Precautions Organisations were formed in each State in Australia during the Second World War. In Victoria they were organised by the State Emergency Council (Victoria) for Civil Defence. In Melbourne, the organisations were locally based in municipalities. Within a municipality, areas were organised into sectors.Twelve point instructions distributed by the District Warden's Office, Town Hall, Kew in June 1940 and issued by the authority and with the approval of the Kew City Council, W. In 1994 the Rural City of Wodonga celebrated 21 years of city status. The council of that time commissioned Howard Jones to produce an historical record of the city’s first 25 years. This was to cover not only the municipal affairs from 1973 to 1998, but a range of activities across this vibrant, growing community. As a journalist in Wodonga, Howard Jones had closely observed history in the making, including the local government reforms that created a larger city by 1994. Wodonga is now a splendid city with a diverse industrial, commercial and military base, and excellent educational, health and recreational facilities. Kew was gazetted as a Municipality in 1860, as a Borough in 1863, as a Town in 1910, and as a City in 1921. Under a conservative Victorian Government, led by premier Jeff Kennett, Councils across Victoria were amalgamated, including the City of Kew, which was joined with the Cities of Hawthorn and Camberwell to form a new City of Boroondara (1994- ). This is one of two photographs recording the last Kew Council in 1994. “City of Moorabbin” The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. The ship Carnarvon Bay bound from Liverpool to Sydney with a general cargo struck rocks off Stokes Point on the coast of King Island on Thursday 15 September 1910. On the day the crew used two lifeboats but were separated. One of them with Captain W. Griffith and 17 men was rescued by the SS Taracoola and brought back to Melbourne. Apprentice, R.J.N Filkin was amongst them (his name is listed on the Argus article relating the event (Monday 19 September 1910). In the article called "Welcome Shelter" it seems it was the first sea voyage for the young Filkin. The other boat with 15 men was lost for several hours. There was no casualties but the 3000 ton cargo was lost. The seamen were received at the Sailors Home then welcomed at the Mission by Reverend Haire as shown on a photograph publish in the Punch (22 September 1910). Reverend Gurney Goldsmith was in England at the time. The crew was invited to an evening of entertainment organised by artist Violet Teague at the Masonic Hall on the 19th of September. According to the article "Welcome Shelter" she was painting the "tableaux" at the Mission when the seamen were present, interviewed by the journalist.
