Grace Mitchell (nee Whieldon) was born in Yarram Gippsland, second of nine children. After her father died, the family moved to Creswick. She left home at age 12 to earn a wage to help the family, including as a matron at the School of Mines in Creswick and, after moving to Melbourne, as dietitian at Royal Melbourne Hospital. After marrying Arthur Mitchell, they moved to Mount Pleasant Road, Eltham, in 1948. Because Arthur had an accident and was not able to work, she did various jobs before starting a cake shop in their house; she also cooked at Montsalvat,. She was also a tailor and dressmaker, studied psychology and journalism, her crochet.patterns were published in 'New Idea' as a girl when she also started carving wood.She knew many artists, writers, etc.As a widow, in her late 60s, she enrolled in a diploma of arts course, majoring in sculpture and print-making. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. R. D. Kennedy J.P., Mayor of Kew 1962-63. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. A copy of the text an address by Legatee R T Eldridge at a Legacy event on 24 January 1984 to honour Sir Thomas Blamey who had been a patron of Legacy. The speech summarises his life, including his war service in both world wars and inter war years as Chief Commissioner of Police, Victoria. In World War 2 the speech outlines he was in the middle east before returning to Australia and had some difficulties with US General McArthur and also the Press. The penultimate paragraph says "Nobody but Blamey could have been appointed Commander in Chief, held McArthur at bay and influenced the Australian Government through Curtin. On this 'national level he showed wisdom, fortitude, loyalty and a degree of tact. He was indifferent to public opinion, was abrupt, intolerant of little men, had poor opinion of the politicians and the press which created difficulties and detractors." The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees.
