Provides information about the two-day enquiry held by the Victorian Transport Regulation board into the SEC operated Ballarat Tramway system. Enquiry held at the Ballarat Court House, by Messrs J Bolster, E V Field (Chairman) and J O Mactier of the TRB. Two photos show the Board and some of the attendees. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. Also submissions from Mr O'Shea of the ATOMEA, Ballarat Trams and Labor Council, and Chamber of Manufacturers. Block of 50 tickets - black ink on dark grey card, SEC Provincial tramways, Staff (employee) ticket, lettered Aa 002900 to Aa 002949, headed State Electricity Commission of Victoria, Electricity Supply Department, Provincial Tramways. The 50 tickets have been stapled within red card covers with a heavy metal staple and perforated 21mm from left hand edge. The ticket number is in black ink. The ticket could only be used by SEC employees on Commission business, was not transferable and only good for a single trip. Has form number "TYE 2-19". 1297 - Booklet with red heavy card cover and 24 pages inside and a four page supplement glued into rear cover giving details of the by-laws operating for the SEC tramways in Ballarat and Bendigo. Gives details of the definitions, fares and charges, sale of tickets, regulating number of passengers, stopping places, nuisances, smoking, dangerous goods, luggage and goods, general matters and fares broken into adult fares for each section and Children's fares and Pensioners' Concession fares for both Ballarat and Bendigo. Note - introduced decimal currency into the fares as well as pence. Document number on front cover "TYE 1-270". This by-law replaced or revoked all previous by-laws and amendments. Came in effect 1/10/1965 with a fare rise. Received Governor In Council approval on 24/8/1965. These fares have been amended in pencil for Ballarat. The amendment pasted into the rear of the booklet is dated 2nd August. 1966 and came into effect on 1/9/1966. 1297.1 - ditto, but actual used copy by D. J. Everett - see Reg. Set of 12 Stamped enamelled round brass pieces with a hole stamped at the top and ring placed through. Used as a SEC tramways employees pass for either all Provincial tramways, Geelong, Ballarat or Bendigo only. All badges have the SEC logo in the centre, organisational name (State Electricity Commission of Victoria) in white enamel and outer ring the words "Electricity Supply Department, Provincial Tramways", or "Electric Tramways Ballarat" or "Electric Tramways Bendigo" or "Electric Tramways Geelong". This is in blue enamel. On the rear are stamped numbers and manufacturers name - "AMOR MELB" or "STOKES & SONS MELBOURNE" in the bottom portion of the pass, except .9 which is "STOKES" only.
