"The idea behind this artwork installation ‘Spirit of the Ballarat Winter Festival’ was to incorporate arts and cultural symbology as if it were painted like a brush stroke upon the footpath yet embedded like a time stamp within the urban streetscape. ‘Spirit of the Ballarat Winter Festival’ offers an unexpected burst of colour and vibrancy within the Ballarat CBD." This artwork was created as pert of the Ballarat Winter Festival in 1998. The Spirit of the Ballarat Winter Festival mosaic is an interpretation of the Ballarat Winter Festival logo image designed by Paul McKenna. Principal Artist Belinda (Bel) Woodruff then trading as Deevine Mosaics received Project Support from Anne Bonighton and City of Ballarat Community Arts Department staff.
