The decade that began in national and domestic uncertainty was to end on a fancifully resolute moment, when Kew Council decided to apply for a gold mayoral chain. While most cities had previously been gifted mayoral chains by the Victorian Government, Kew had passed up an earlier opportunity in 1933. In that year, councillors had asked the Town Clerk to investigate whether previous mayors were willing to donate a gold link for the chain on which their name would be inscribed. Either the answer was negative, or else the Great Depression unnerved the decision makers. Hawthorn councillors, in contrast, accepted the offer of a gold chain, contributing the cost of the enamelled central medallion, while twenty former Hawthorn mayors agreed to each donate a link. At a Special Meeting of the Kew City Council on 22 August 1949, the Lieutenant Governor, Sir Edmund Herring presented a gold mayoral chain, worth £250 to the City of Kew. Contemporary newspaper accounts recorded that sixteen former mayors, or their families, donated a link inscribed with the name and term of its owner. This book is a report on the development of the city of Warrnambool in 1960. The seven sections it covers are, 1 Town Planning and beautification 2 Culture and Education 3 Town promotion and tourism 4 Recreation and youth work 5 Industrial development 6 Town Development 7 Community organization. There is a very comprehensive study on each of the sections. The population at this time was 15697. This report has social, historical and research significance. It is a comprehensive study of the city as it was in 1960, listing clubs, organisations schools and sporting clubs. It provides information on any development such as the Olympic pool and St Pius X1 school in West Warrnambool and the building of the Pontings store on the Lava St corner. It relates facets of our history which have changed dramatically in the last 60 years with the report on Peter Hand’s tobacconist having 3 vehicles covering the district travelling 4700 miles a month selling cigarettes. It provides statistical evidence for organisations such as Australia Post, train and freight services and the hospitals.Large yellow soft card cover with spiral binding. The Eureka Stockade Memorial Park Committee was a voluntary group that worked towards commemorating the Eureka Stockade by caring for the Reserve and organising events there. Three page carbon copy of a letter from the Eureka Stockade Memorial Park Committee to the City of Ballarat Town Clerk. The carbon copy is not signed. The letter was written because the Committee were not satisfied with the action of the Council in relation to the Eureka Reserve in relation to parking.The letter starts as follows: "The Town Clerk City Hall Ballarat Dear Sir, After many years of harmonious cooperation between your Council and the above it is with regret and misgivings that we are forced to protest at any action of the City Council in regard to the Eureka Reserve. At out last meeting by an almost unanimous vote it was decided to protest at the erection of a line of posts north and south of the Kiosk excluding cares from the flat. For many years we have striven to popularise and improve the reserve by the voluntary effort and a lot of personal expense by members. Realising that we are living in a motor age, our plans have always included the provifing of adequate parking facilities for car Picnic Partites the providing of picnic tables etc in shady positions with easy access for cars. This privilege has been appreciated and enjoyed by the public for over 20 years, being perhaps the main attraction to the Eureka Stockade. It was with a feeling of frustration that we learned of teh Council's decision to exclude the cars from these facilities. The majority of my member are deeply hurt that your council should approve of such drastic change of policy without some consideration of the aims and future plans of this organisation. ... Thomas Evan Rand was born at Hawthorn. He enlisted for service during World War One as an almost 20 year old engineering student, serving with the Australian Flying Corps.A commemorative certificate documenting the war service of Thomas Evan Rand of ‘Urangeline’, Barkers Road, Kew. Thomas Rand was an engineering student when he enrolled as a private in the Australian Army. He embarked on HMAT Orsova A67 on 16 March 1916. He was enlisted in the No 1 Squadron, Flying Corps. The formal certificate records that ‘ Thomas Evan Rand served Australia and the Empire in the Great War and in grateful recognition of his voluntary response to his Country’s Call his name is inscribed on the Roll of Honor of the Town of Kew’. The then Mayor and Town Clerk signed the certificate. [Kew did not become a ‘City’ until 1921]. The certificate highlights emblems and symbols of Australia and Great Britain, and includes the coats of arms of the allies in the war.
