Theodore Hendy (architect) established the 1st Surrey Hills Scout Troop on 18 June 1909. His daughter was Mrs Alan Duck of Blackburn. The first edition of the troop's bulletin 'The Boomerang' was printed in January 1937. The Scout Association of Victoria have no records before 1914.Thereafter records are incomplete. No details as who made the report, though attached to the front cover by a paper clip is a Metropolitan Transit Authority with compliments sheet, stamped "Information Officer", office address of 616 Little Collins St. Gives details of proposals considered, population and land use, existing services, patronage, operating costs, revenue and provides an assessment. Looks at costs for an extension only to Blackburn Road, Springvale Road and to Vermont South. Report showed the cost benefit ratio for Blackburn Road was 1, and less for the other possibilities. William Henry Slater emigrated from England and began growing medicinal herbs near Koonung Creek, Blackburn North in 1862. He also distilled eucalyptus oil for use at Melbourne Hospital and it was exported overseas under the 'O'Possum' brand. He later replanted his land with orchards but land taxes and rates forced the sale of the property.
