Established in 1946, during the construction of the Kiewa Hydro Electric Scheme, the township of Mt Beauty was developed by the State Electricity Commission of Victoria to provide additional accommodation for the thousands of workers during the construction of the country’s second largest hydro-electricity scheme. 
Although these towns were built as temporary accommodation for the workers and their families, many stayed after the scheme finished. Combined with the influx of European migrants, with their rich cultural backgrounds, all played a major part in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek. The Bright Council, now the Alpine Shire took over the control of the township in 1960. This relatively young town of Mount Beauty, along with the surrounding townships of Falls Creek, Bogong, Tawonga South and Tawonga, are all part of a prospering tourist area with excellent services, accommodation, food and a wide range of recreational activities available for all ages. This little bag of "whitener" additive for the washing of white clothes was manufactured in Hull in the United Kingdom mid and later 1900's. The Manufacturer, Ricketts, was one of the first manufacturers to employ women in equal proportions with males (a rarity before 1914). This product was used to improve the appearance of white fabrics. This ability to use a product that would "whiten" clothes chemically rather than the "hard boiling" of clothes was a time saver and a lot easier on the fabrics. This is a boon to rural families where time was of the essence (boiling took time). The blue coloring was introduced because the white colour perception is enhanced by the blue (fadeable and not permanent). The "washing machine industry" of the late 1900's emphasised "whitening" agents that were not so haphazard in producing blue stains, and allowed a "gentle" washing action. This item is very significant in detailing the early 1900's rural household domestic "chore" of washing white clothes to a "social" standard of cleanliness. White shirts were the mark cleanliness that those outside of the family judged the family unit by. The best clothes were worn to church on Sundays. Hard and mostly rural activities/work in the Kiewa Valley encompassing farming, crop cultivation, cattle/sheep and "field work" to do with the SEC Vic Hydro Scheme involved provided a stain prone environment. As appearances, of clothing, was on the whole not significant it was a different scenario at social and religious scenes. The ability to attain "brilliant" white shirts, dresses and bonnets by a less drastic method to that of "boiling" of clothes in vats, was a boon of that "era". The anti establishment revolt came later in the 1950's onward took longer to migrate from the cities and larger rural townships to eventually sneak into the Kiewa valley.This "blue bag" is a whitening agent wrapped in flannel or muslin, or sold ready bagged (1 ounce).It was used in the final rinse to "whiten white coloured clothes" The string was used to facilitate finger grip onto the "bag" after the wash had finished for easy removal to stop the hand and other surfaces from being stained by the blue colour residue drips.domestic and commercial laundries, starch and whitening additive, washing brightener

Historically this item would have been used by gold miners, rabbit shooters, mobile "Rag and Bone" traders and other mobile(in caravans and/or horse drawn cart) traders of various small goods and haberdashery. Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb.The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". In the Kiewa Valley small quantity commercial undertakings e.g. gold mining, fur pelts and rabbit meat trade did not require bulk weight type scales. Commerce in rural production e.g. fruit and vegetables involved more farmers and their staff in a barter and/or "in kind" payments. This was more so in the depression years 1929 to late 1930s. Self sufficiency was to a large extent more attainable in this region than in the city/ large country town environment. The Australian "fair go" ethical approach to life and commerce was very much ingrained in those living in country regions, like Kiewa Valley as is demonstrated by the not so accurate hand balance, spring loaded scales.This brass "faced" portable Pocket Balance ( Fish Scales) has front plate made from thin pressed brass. The mild steel spring mechanism enclosed by black painted medium gauge steel cover( three quarters cylindrical). Front scale face and rear spring casing fastened by three rivets. Spring loaded marker blade is located in the centre of the front plate. A steel " finger holder" ring is attached at the top of the scale unit from one of two pre drilled holes. The top is for holding the scale upright and the bottom for a hook to dangle the item to be weighed from the bottom. Before 1908 the words "melting pot" was a term relating to a "crucible" with a meaning of "a pot in which metals and other substances are melted (fused) to provide metal items of varying shapes and uses. From the mid 1900's this term changed and became more related to the "mixing" of social and ethnically diverse populations. The description used here is that of pre 1908. This melting pot was used in the early to late 1900's when produce and hardware shops were too far away from the Kiewa Valley and time was at the essence. The ability to manufacture as many "crucial " items at the home property was the difference between running a successful rural business or not. The isolation of the Kiewa Valley (before the 1950's), hindered the "time down" of machinery and important "widget" replacements. The ability of self sufficiency on properties is still a boon to rural properties as time lost is never really recovered.This melting pot is highly significant to the Kiewa Valley as it provides evidence that the graziers and cattle stations required to be self sufficient in all aspects of day to day maintenance and replenishment of worn materials requiring to be "manufactured " at the property and lack of replacements from commercially shelved products. This aspect of "survival" in the "bush" can be seen in the "huts" built on the Bogong High Plains to accommodate the seasonal grazing of cattle from the Kiewa Valley.This black melting pot is made of cast iron. The lid is missing. The top rim of the pot has three lips for poring accuracy. The formation of these lips are in a "triangle" formation. The top section of the body has a curve inwards reducing the pot diameter from 270mm at the base to 135mm.at the top. The handle is made from heavy gauge wire which is fastened to the body through two lugs (welded onto the top section of the pot) and fasten through a hole at the top of each lug. The handle has a "U" shape as it goes through the lug hole, ensuring no accidental fixture to any side thus allowing free swiveling from one side to the other . "BH" indented within a diamond shape. During the 1950's a childhood game called 'knucklebones' was played by primary school girls. At least 2 people were required to play sitting opposite each other and going through the 'moves' (throwing the bones up from the back of your hand, picking up a bone from the floor and catching the others), using 5 knucklebones, as listed on written instruction that came with a coloured plastic version mass produced and with instructions.During the 1950's games were played that required natural substances but increasingly extending to commercial equivalents. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Original document produced by Ian McDonald (Eltham Shire Council) 1970. During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. The panorama (SEPP_0744) was captioned in typewritten text "Old Shire Office and Hall, etc - Frontage of 285 feet along Main Road" and in pencil the date "4-1-68" The single image of the shire offices (SEPP_0737) was captioned in typewritten text "Main Road and Arthur Street Corner" In addition, the following handwritten notes in pencil: " I took these photos from the new fire station - the building in the middle is the old fire station - Moved to Research for the Scouts 1970" and signed "IMcD"This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971).
