In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. Eric is a project officer with the Royal Australian College of Surgeons and gave a paper on occupational accidents at the Australian Medical Congress, 22 August 1974. The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. The Chief Censor was David Ferguson. He was requested by the Council to develop training programs for future Fellows of the College. The College does not expect to conduct courses or examinations at present, but may do so in the future. It is interested to know what courses are or likely to become available throughout Australia. As Ballarat College of Advanced Education offers courses in occupational health/hygiene/safety/ergonomic, the College maybe interested in offering courses. In 1978, Ballarat College of Advanced Education made a submission to the Victoria Institute of Colleges for consideration which would also need the approval of the Federal Government Tertiary Education Committee. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. This meeting notice was sent stating the only matter on the agenda was the re-accreditation proposal. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. It was developed for the Victorian Institute of Colleges 1977-81 Academic Master Plan. The working party submitted a Third Draft in April 1977. The Course Co-ordinator was Derek Viner, Senior Lecturer, School of Engineering. The internal working party was Dr E Phillips, Head of School of Applied Science; Derek Woolley, Head of School of Engineering; Tom Norwood, Head of Department of Mechanical Engineering; Max Brooke, School of Business Studies; G Fernandez, School of Business Studies; J Harvey, School of Applied Science; B Rollins, School of Community and General Studies. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award.
