Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This photograph is taken in Mrs Mann's home in the Melbourne suburb of Surrey Hills. The RDNS uniform worn by the Health Aides was a Royal blue dress with white piping on the collar and pockets worn under a dark blue cardigan. The RDNS Health Aides are visiting Mrs. Mann to administer nursing care which the RDNS Sister who attended Mrs. Mann had assessed and then demonstrated to them. Specific instruction.were written for the Health Aides to follow and the RDNS Sister did regular supervisory visits.In 1980, a Home Health Aide Pilot study, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by RDNS Principal Nurse Educator. Pat (Paddy) Rowley was evaluated as successful. Following this Pilot study, Home Health Aides were employed by RDNS, and after instruction in the RDNS Education department, joined RDNS Centres and worked under the supervision of the RDNS Registered Nurses, (Sisters). The Sister assessed each patient, then introduced and supervised the Health Aide in the procedure required. The Sister wrote out clear, concise procedural instructions on a work card which the Health Aid followed each visit. If the Health Aide noticed any change in the client’s condition, this was reported immediately and the Sister visited. The Sister made routine visits to the client for review at least monthly. in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. In November 1921 the Bendigo Baby Health Centre was established in rooms at the Town Hall. By Dec. 1925, the council offered two rooms at the Commonwealth Chambers, Charing Cross to be used for the rapidly growing service. In October 1934, council proposed the need for a purpose built Centre and the site in Rosalind Park was chosen in December of that year. The new Centre opened 7/4/1936. The original building situated to the right and rear of this complex was moved from Upper Halls Gap C1896. It was bought by James Balmain as a private residence having previously been a school. Additions were made to 'Bellfield' over the next 10-12 years and it became a guest house in 1910 when purchased by Mrs Matilda Thompson. It is likely that she is one of the ladies in the photograph. The message written on the one post card is: "wishing you the best of luck. and a speedy return to Halls Gap and good health from The Bakeryites.
