The Gippsland Institute of Advanced Education was established in September 1968. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill south of Morwell. The Gippsland Institute of Advanced Education was opened on 20 November 1976. A Ship's Log looked very similar to a torpedo but was used to measure the speed of a ship. Kralcopic Pty Ltd, was a subsidiary of Bendigo-based company GBM Gold and had previously held mining licences around Bendigo, which incorporated sites including Kangaroo Flat, New Moon, Eaglehawk and the associated Woodvale Evaporation Ponds Complex. In August 2019, the Earth Resources Regulator decided not to renew Kralcopic’s three mining licences, due to the company’s inability to provide surety that it could finance its mining activities and site rehabilitation obligations. In October 2020, the company filed legal proceedings in the Supreme Court challenging the decision not to renew these licences. The Supreme Court later upheld the regulator’s decision not to renew the licences. On 23 April 2021, the Federal Court of Australia appointed KPMG as Kralcopic’s liquidators. On 14 May 2021, the liquidator lodged papers with the Australian Securities and Investment Commission (ASIC) to disclaim Kralcopic’s freehold land at Woodvale and parcels of land around the company’s former Bendigo sites, with the land to subsequently become Crown land. The Earth Resources Regulator has put a statutory exemption in place to preclude new mining licence applications on the sites while we undertake rehabilitation. The exemption also provides an opportunity for government to consider future uses of the sites in consultation with the City of Greater Bendigo and the local community. The Earth Resources Regulator holds rehabilitation bonds totalling $5.9 million, which it will use to rehabilitate the former sites.Colour photocopy of original photo. This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on.
