The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This photograph was given to Horace Lawson on the occasion of his retirement in 1918 as Town Clerk of Warrnambool. The photographs are of the Town Clerk, the Town Surveyor, the Mayor and Councillors in June 1918. The Mayor, William Swinton and the Town Clerk, Horace Lawson are in civic robes. Horace Lawson had a distinguished career as the Town Clerk of Warrnambool from 1893 to 1918 (which is actually 25 years, not 30 years as stated on the photograph). Lawson was a keen cyclist and a member of the Warrnambool Volunteer Army Corps. He left Warrnambool in 1918 to take up the position in Melbourne as Secretary of the Municipal Association of Victoria. The photographer, Arthur Jordan, working in Warrnambool at the end of the 19th century and in the early 20th century, was well-known, particularly for his photographs of civic affairs. This photograph is of considerable interest as it concerns the retirement of Horace Lawson, an influential and highly-respected municipal officer in Warrnambool at a time of great growth in the town/city.This is a black and white photograph in a wooden frame with a heavy card inset and glass covering. The glass is broken at the right hand corner. On the back is a wire piece for hanging the photograph. The photograph is of 14 men with the names and inscription included.Presented to Mr. H.E. Part of the event was the welcoming of the incoming President of Legacy. In 1993 President John Stevenson welcomed Allan Quayle. A regular event for the widows was a concert by the Police Band, 'Off Beat' at the Melbourne Town Hall. Held in March each year, it was originally at the Fitzroy Gardens but moved to the Town Hall in 1995. The Victoria Police Pipe Band also played and used bagpipes. One performer dressed as Elvis (Brian Carbery). The photos show the widows enjoying the music and performers, and what appears to be the winner of a prize receiving a suitcase. This small note book belonged to John Ross, the Warrnambool Town Surveyor and Engineer (1889-1906 & 1913-1914). The book lists the levels taken for the benefit of contractors undertaking jobs for the Warrnambool Council from 1898 to 1902. The jobs include ‘Russells Creek from the Merri River upwards’, ‘Outlet at the Flume’, ‘Guns at the Battery’ and Drainage from the Terminus Hotel to the end of the Japan Street Tunnel’. John Ross was also in private practice with the architectural firm of Ross and Jackman. This notebook is of considerable interest because it is an original note book that belonged to John Ross, the Warrnambool Town Surveyor and Engineer in the late 19h century and early 20th century. The note book contains important information on the engineering projects in Warrnambool and district from 1898 to 1902. This note book has a red leather cover. The cover is a little creased. The inside pages have ruled red lines and printed headings regarding the levels taken of a site and the location of the site (1898 to 1902). The engineer’s entries in the printed columns are handwritten , mostly in pencil. It is 10km south of Kiewa (town) and 23 km north of Dederang (town). it is farming country commencing in 1838, developing into a small community in 1974 with a School, Church, Post Office, Football Club, Young Farmer Club C.W.A. Purchased from the author when he spoke at a meeting of the Surrey Hills Historical Society. This meticulously researched book lists all towns and villages with entries in the Victorian censuses between 1841 and 1901. There are over 1400 entries. It includes the latitude and longitude for each town. It indicates how many males and females lived in the town, and the number of occupied dwellings (where available). For many of these settlements the only visible trace of them today is in the census results collected by the fledgling governments of Colonial Victoria.
