The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics, the Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the late 1970's, usually held at Melbourne Town Hall or Olympic Pool Stadium. The beautiful costumes were made by members of the Junior Legacy Mothers' Club and the Melbourne Legacy Wives' Association. This photograph was given to Horace Lawson on the occasion of his retirement in 1918 as Town Clerk of Warrnambool. The photographs are of the Town Clerk, the Town Surveyor, the Mayor and Councillors in June 1918. The Mayor, William Swinton and the Town Clerk, Horace Lawson are in civic robes. Horace Lawson had a distinguished career as the Town Clerk of Warrnambool from 1893 to 1918 (which is actually 25 years, not 30 years as stated on the photograph). Lawson was a keen cyclist and a member of the Warrnambool Volunteer Army Corps. He left Warrnambool in 1918 to take up the position in Melbourne as Secretary of the Municipal Association of Victoria. The photographer, Arthur Jordan, working in Warrnambool at the end of the 19th century and in the early 20th century, was well-known, particularly for his photographs of civic affairs. This photograph is of considerable interest as it concerns the retirement of Horace Lawson, an influential and highly-respected municipal officer in Warrnambool at a time of great growth in the town/city.This is a black and white photograph in a wooden frame with a heavy card inset and glass covering. The glass is broken at the right hand corner. On the back is a wire piece for hanging the photograph. The photograph is of 14 men with the names and inscription included.Presented to Mr. H.E. Part of the event was the welcoming of the incoming President of Legacy. In 1993 President John Stevenson welcomed Allan Quayle. A regular event for the widows was a concert by the Police Band, 'Off Beat' at the Melbourne Town Hall. Held in March each year, it was originally at the Fitzroy Gardens but moved to the Town Hall in 1995. The Victoria Police Pipe Band also played and used bagpipes. One performer dressed as Elvis (Brian Carbery). The photos show the widows enjoying the music and performers, and what appears to be the winner of a prize receiving a suitcase. The gallery was founded in 1967 as a one-room gallery within Horsham’s library building. In 1983, after the offer of a major bequest from Mr Mack Jost AM, it moved to the former council offices which is the building it resides in today. The 1939 Art Deco building provides elegant and human-scale spaces for the display of the collection and temporary exhibitions. Kergunyah is a small town in the Kiewa Valley in north east Victoria.
