Mention is made of the restrictions and difficulties (petrol rationing, scarcity of paper to name some) that occurred with running a wartime economy, and trying to implement the social welfare programme of Legacy. In particular, The Welfare Committee. Despite the difficulties of the time, Legacy not only continued its work but expanded the programme e.g. the establishment of a Legacy Dental Clinic in Collins St, Melbourne. The document also notes with some sadness the death of some Junior Legatees due to war service, and the realisation that the work of Legacy will need to be expanded due to World War 2. Legacy Probation Officers paid tribute to the never failing support of the Police department. To quote, "In all cases the Police were just as anxious as we to save the boys from the Reformatory of Gaol." There are many documents styled as 'The work of 19XX' so it was a way legatees reported the main events of the year. Approval received from the Forests Commission of Victoria to purchase two tons of firewood for use at Holmbush at 1267 Burke Road. It shows that wood was a rationed resource during the war and approval was required from the Forest Commission before acquisition. A letter dated 8th February 1943 from F H Adams of Factory Road Yarragon, to apply for the position of housemaster of the Legacy Hostel. He served for 12 years in the regular army and attained the rank of Captain. Serving part time in the V.D.C. as Battalion Commander. He mentions recent work on his brother-in-law's dairy farm while he was serving in the A.I.F. but now returned with injuries meaning the farm would be sold. The story of Herbert (Slim) Wrigley who fought in Greece in 1941 before being injured and captured. He escaped from a PoW camp near Thessaloniki and was sheltered by the Papadopoulos family in Ritini where he met Xanthoula who he ultimately married. His exploits as a partisan are detailed before he returned home to Melbourne in 1944. Xanthoula's life and family are also recorded in detail. These letters from 1978, record the first known attempts by Melbourne Legacy to preserve and store their history and what "The Wardens" of the archives believed was the most appropriate way to proceed with the project. Legatees Brian Armstrong and Frank Doolan were appointed by the Board of Management to scope the work to establish and archive as 'The Wardens'. They mention in their report to the BOM that many original files were lost in a fire 'many years ago' and they had collected material from many sources. They felt that a proper storage facility and indexing was required and were not able to complete those tasks. It would appear most of their work remained in their envelopes and storage system until the Victorian Collections archive was created. Came from an envelope labelled 'P2 Archives Origin' in red pen as per the archive system used by the original archive.Significant in that the Board of Melbourne Legacy understood and valued the importance of preserving and documenting the history of Melbourne Legacy. A document that was part of a folder about the running of the President's Fund that was created in 1932 "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The document summarises the history of a fund that allowed President's to make discretionary payments to worthy causes without need to have it approved. It was written by Legatee Kemsley, a long standing legatee. The second page of the letter was located and added later which shows he wrote it in 1985 (02728). The fund was credited to the late Legatee Walter Berry of the domestic and building supplies firm, Henry Berry and Co. from his late father's estate. This one page document seems incomplete as it doesn't fully explain the fund's creation. From other documents it is shown the Howard and Georgina Berry Trust made annual donations of up to £1,000 to Legacy for use in the Fund. See also item 01527 for another summary of the fund's history.
