Slide: On the more important goldfields, as the number of diggers grew, the Commissioners' establishments were increased, and permanent buildings were erected at their headquarters. The group of tents and buildings forming a Commissioner's headquarters became known as the Government Camp. The Camp included the office of the Commissioner, the licence office, the escort office, the lock-up, staff quarters, and the barracks of the police and any soldiers attached to the Camp. Besides the prevention of crime and the arrest of wrongdoers, it was their duty to move about the diggings, seeing that every digger was in possession of a current gold licence. Slide reads: Nearly all of the early Victorians diggings (prior) to the widespread adoption of deep skinking on some fields) presented an appearance something like this. There was the stream, lined with men feverishly washing for gold; behind this was the field proper, honeycombed with claims; behind this again were the tents and huts of the diggers, what stores there were, and - perhaps - in a clearing, the headquarters of a Commissioner. Slide reads; Working from very imperfect records, all we can say is that, from 1851 to 1858, while new fields were being discovered, and much gold was to be obtained by primitive methods, the number of independent digger grew rapidly (though in the latter years of this period the average earnings per digger was falling rapidly).
