SEAMEN'S INSTITUTE FOR THE VICTORIA MISSIONS TO SEAMEN In architectural style, the new Seamen's Institute for the Victorian Missions to Seamen, in Flinders street Extension which is to be opened early in September by Sir Ronald Munro Ferguson, the Governor-General, may be said to resemble the type adopted by the early settlers in California, and known in recent years by the name of Spanish Mission architecture. This character is particularly sympathetic with the object for which the building has been erected, and is exemplified in a marked degree in the unique chapel tower of oblong shape with its four pinnacles and open bell turret, with an almost rustic cross as terminal point: also in the arcaded Eastern Court cloisters, with simple round arch arcading, and in the chapel roof, which is framed of heavy rough-hewn hardwood timber work left as it came from the saw, and erected green from the forest. but so well framed and bolted that no harm can result from shrinkage. The foundations are constructed of reinforced concrete, and in some places are nine feet wide. The ground is very treacherous, and considering the irregular weights of the one story, two-story, and three-story parts of the building, the result achieved in sta bility is eminently satisfactory. The main hall has a vaulted ceiling of reinforced concrete construction, and, spanning 35f., is the widest span of any floor in Melbourne of similar construction. The chaplain's residence is built above the lecture hall, and consists of a most complete, up-to-date dwelling-house of eight rooms. It is fitted with every modern convenience and labor-saving device. The cupboard in the pantry, for instance, has two faces — one in the diningroom and the other in the pantry. Dishes are washed in the pantry, put into the cupboard, and taken out in the diningroom, ready for the next meal. Special rooms are designed for the many and various works carried out for the sailors by the industrious workers of the mission. One room is shelved and fitted for the reception, sorting, and distribution of books, periodicals, and other reading matter that is parcelled up by willing hands and given to sailors as ships leave port, to beguile the weary hours of leisure on the sea. Any old books or magazines, illustrated papers, and the like are always welcome at the insti tute. Reading matter of this kind can easily be saved and sent along in bundles. The gymnasium is not yet built. This is the only part of the building required to complete the block; and when its concrete dome, with open eye at summit like the Pantheon at Rome is erected, the whole effect of the groups of buildings will be most striking. In the entrance hall is a floor of marble mosaic, with a central feature of a mariner's compass seven foot in diameter, well executed by the Adamant Pavement Company, and the gift of Mr George Russell. The architect has designed a copper ship as a finial for the main gable of the building, and it, like the gymnasium, is awaiting the collection of more funds or the generosity of a special donor. The whole of the woodwork of the in terior of the building, including high dados round the walls of halls, stair cases, billiard and other rooms is car ried out in Tasmanian hardwood, fin ished in a dull beeswax polish, and the floors of the entire building, except the lavatories, which are tiled, are also executed in Tasmanian hardwood. Mr Walter R. Butler, F.R.I.B.A., was the architect, and the work was carried out by Mr A. B. Robertson, builder. The rocket line faking box with lid has a frame inside with a specifically designed perimeter of faking pegs. The rocket shot line has been faked, or skilful wound, around these pegs to prevent it from tangling. The line is stored in the box, ready for attaching to the line throwing rocket. Some line faking boxes have a false base that is removed before firing the line-throwing pistol, leaving the line to feed out from the box when the rocket is fired. After the line is attached to the rocket the box tilted slightly and faced towards the wreck to allow it to be freely dispatched. The equipment often includes more that one faking box to make allowance for possible errors, broken lines or the need for a heavier line. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it. In 1858 the provision of rocket and mortar apparatus was approved for lifeboat stations in Victoria, and in 1864 a rocket house was built to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This rocket line faking box is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. The Warrnambool Amateur Turf Club was first formed in September 1859, but didn't become a properly constituted club until April 1873, when a meeting was held at the Commercial Hotel, now the Whaler's Inn, and a committee was elected.Part of the present racecourse of 100 acres was set aside as a racing and recreation reserve in August 1855. It is one of the finest racecourses in Australia, ringed by the gentle slopes of a huge basin.The first race meeting was held on the course in August 1858. The Warrnambool Racing Club has managed racing at Warrnambool since it was formed on 5 April 1873.Apart from a number of smaller meetings held throughout the year, the feature of racing in the district is the Grand Annual Steeplechase. The first steeplechase over the now famous cross-country course was run on 13th June 1872 then known as the Grand Annual Steeplechase. The paddocks now know as Brierly and Granters were first used on that date. The course, over four miles, was made up of different kinds of jumps including a stone wall, a log fence, a ditch and parapet, a paling fence and numerous post and rails. The name Grand Annual was first used for this steeplechase in May 1895. It is the longest horse race in Australia, and the thirty three fences of the course, the most of any steeplechase in the world is raced over 5,500 metres. The three day May racing carnival is the major racing event on the horseracing and social calendar. Many of these race booklets relate to those May meetings. The Warrnambool Racecourse has been the home of district racing clubs such as Woodford, Purnim and Koroit over the latter part of the 20th century. The Woodford Racing club holds their annual meeting after Christmas each year. The Winslow races were held from approximately mid-19th century to around 1946. It began as a small picnic race club in Tobin’s paddock to a splendid race course on the property, “Green Hills” owned by Mr. John O’Keefe about one mile north of the Winslow township.. The annual meetings held on New Year’s Day drew crowds of seven to eight thousand people. All of these books contains family names which in some cases are still strongly linked to horse racing in the district.These booklets are a tangible link to a great sporting and social event in the Western District. A collection of programmes for race meetings. They relate to Warrnambool, Woodford, Purnim, Winslow and Victoria Racing Club meetings in the period 1922 to 1931. All are soft card covers with approximately 16 pages in each in white paper. A black and white postcard of the Crossways historic inn in Marysville in Victoria. A Rose Series postcard P. 10058. The Crossways was built in the early 1920s and is the oldest building in Marysville. The Crossways historic inn survived the 2009 Black Saturday bushfires thanks to the efforts of its c-owner Greg Cherry and, in the days after the fires, provided a much-needed refuge to the Marysville community and firefighters. Yields information about a collision between a tram and motor vehicle at the Victoria St terminus and issues with the driver of the motor vehicle being fatigued and the effects of alcohol - see article written on Coroners inquests by Alan Bradley.Ten page copy, from scanned original of a Coroner's Inquest and proceedings into the death of Bernard John Bourke in Ballarat following a collision between a motor car driven by the deceased and SEC tram No. 12 at the Victoria St terminus on, 5/7/1963. The Coroners Inquest was held on 28/8//1963. The copy of the inquest from the Public Records Office Victoria - VPRS 24/P2, unit 62, file 1963/1399. For detail scans of photographs by the Police see Reg. Item 3710. Contains witness statements by: Desmond Ian Domaschenze - Motorman SEC, William Alexander Maes, Motorman SEC and Constable Neil Thomas Patterson. Not copied was the post mortem report: The deceased, Bernard John Bourke, was dead on arrival at Ballarat Base Hospital. A post mortem on 7 July found fractures of ribs and associated lung damage, and concluded that “death was caused by stove in chest”. On 8 July Bourke’s blood was analysed. The conclusion: “I analysed this blood and found it to have an alcohol content of 0.120%. This blood alcohol level in an eleven stone man would be equivalent to the minimum consumption of eight, seven ounce glasses of beer”.
