Plaque, bronze, rectangular with polished bronze border and relief lettering and brown textured background. The plaque commemorates the opening of the pedestrian plaza development Elsternwick Place by the Mayor of the City of Caulfield, Cr B. Rudzki J.P. on the 24th of July 1982.
