Photograph - Junior legatee outing, Legacy Camp Mt Evelyn 1946
A group photo of a group of Legacy girls on a camp at Mount Evelyn in May 1946. The accompanying letter says that Miss Enez Domec Carre is in the centre with Legatee Buth in front of her looking between two girls. Also in the picture is Legatee Vines and Legatee 'Grat' Gratten. The photo and letter were sent to Legacy by Val Hutchinson (nee Wigg) and the photo had been forwarded to her by the family of her good friend the late June Whitechurch. An article in the Legacy newsletter of August 1946 says that on 19th may, 90 Junior and Intermediate girls travelled by Red Cross coaches to St Mark's Holiday Camp at Mt Evelyn. The girls were divided into 4 teams distinguished by coloured sashes in Green, Gold, Red and Blue. The teams competed against each other in sports and other activities that were awarded points. A pleasant hike was arranged to Mr Beveridge's Log Cabin which was where Mr Beveridge took this photo.A record of a camp for young girls in 1946. Legacy provided opportunities for Junior Legatees to attend camps and outings for many years. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. W.H.S. Dickinson, Mayor of Kew 1946-47, 1960-61. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. Document, History of Legacy 1946 (H19), 1946
A document summarising events significant to Legacy in the year 1946. With the return to peacetime the question of eligibility arose. The fundamental rule on which Legacy was based 'that of honourable service overseas' was clear cut in the case of the 1914-1918 war 'but much more difficult to define in the many and varied fields of service in the war which commenced in 1939'. Discussions were continued through the war at Annual Conferences. Many members believed that membership should be open to 'any male person who served as a member of the Forces of the British Empire irrespective of whether or not overseas service was involved'. And a resolution was passed at the 18th Annual Conference in Adelaide in 1946. Similar discussions of eligibility of Junior Legacy benefits was also discussed and definitions evolved. There was an increased need to help young widows with young children. First mention of the need to have a 'toddler home' for children from age 3 to 8. A property was acquired in Balcombe road with donation from the Trustees of 'Blamey House' - a war time hostel for servicemen which was being wound up and balance of funds being donated to Legacy. (Property acquired was 'Mossgiel' in Balcombe rd but renamed Blamey house due to the terms of the donation). Also the former Red Cross property of 'Stanhope' was made ready for the first residents welcomed in December 1946. Dureau House was under 'constant consideration'. (It seems the Dental Clinic was transferred here and there other part made available to the Melbourne Technical College - but in the 1950s it was still not suitable for Legacy's headquarters and sold). Classes during the war had been difficult to find suitable halls, and 43 Market St was still being used by the Air Force. A superannuation scheme was instituted for the Legacy staff. The notation H18 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. Photograph of a Santa Claus delivering presents to Junior Legatees from an biplane aircraft. Inscription says it was a Junior Legatee outing in approximately 1946, and took place at Laverton airport. An article on Trove confirms it was 14th December 1946. The photo was from a collection of items belonging to Norman Smith of the ILC. The Intermediate Legacy Club was created for junior legatees who had reached the age of 18 and outgrew the program Legacy provided to junior legatees. This small pennant flag would have been produced to celebrate the end of World War 2. Elaborate arrangements were made for Ballarat's Victory Day celebrations at Ballarat on Monday, June 10. Morning church services were followed by a patriotic concert by the combined choirs in front of the city hall at 1.30pm as a prelude to an extensive street pageant and march, featuring lavishly staged tableaux of the Allied nations. Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. Born in 1884 at Fryerstown, May Catherine Quick married David William Streader in 1910. Programme, Junior Legacy Club Annual Demonstration 1946, October 1946
Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics, the Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to 1979, usually held at Melbourne Town Hall or Olympic Pool Stadium. The event had to be deferred due to a transport strike. An article in The Age said: "In view of the transport strike still being in operation on either Friday or Saturday nights, the annual demonstration of the Melbourne, Legacy Club in Melbourne Town Hall will not be held. Efforts are being made to arrange for alternative dates after the strike is settled, and announcement of these will be made." It went ahead on Friday 1 November, as reported in The Argus on 2 Nov 1946: "Preceded by the impressive ceremony of remembrance, nearly 500 members of the Junior Legacy Club gave their annual display of physical culture and folk dancing at the Town Hall last night. Of particular interest were the appearances of the Don Esses Boys and Girls, who are children of disabled ex-servicemen. Their training classes are controlled and financed by members of the Intermediate Legacy Club, sons of deceased ex-servicemen. Collection of exercise books used by E J (Jack) Barker when he attended the University of Melbournel. He studied Bachelor of Mechanical Engineering - three year course - 1945, 1946, 1947. Prior to this he had attended Williamstown North State School then Williamstown High School. He changed to Footscray Technical School as he was less interested in the academic subjects and more interested in technical subjects. He chose Engineering as it gave access to Diploma Courses and tertiary studies. This enabled him to enter the University of Melbourne and do a Bachelor in Mechanical Engineering - 1945, 1946, and 1947. In 1948 he did a Diploma in Education at Melbourne University. From this path he was able to follow a career in teaching and his first appointment was at the School of Mines in Ballarat, (SMB) 1949. He became the first Vice Principal of SMB in 1960 and then Principal in 1964 to 1976. From 1976 to his retirement in 1987, he was the Foundation Director of Ballarat College of Advanced Education (BCAE).
