Leo Charles Roy Pallamountagne was born at Moyhu, Vic, Aus. and at the time of WW 1 was employed as a farm hand on the property of Mrs Ellen McCormack (nee Power) at Ovens Vale, Victoria, Australia. Ellen's husband, John McCormack, had deceased 1916. Leo was born at Moyhu, Vic. 1899. He enlisted for service abroad on 30/8/1916 and was posted to the 21st Battalion, Serial No. 6829. Leo's next of kin was nominated as Clara Pallamountagne of Benalla, Victoria. Leo's father was listed as "whereabouts unknown" at the time of Leo's enlistment. Leo was wounded in action in France, Oct 1917. Leo returned to Australia on 10th March 1919 and was discharged on 17th April the same year. Leo (or Leon) married Evelyn Mary Paxman in 1922, they had seven children. Leo died on 23rd April, 1941 at the Military Hospital, Caulfield. Address in 1931 was Pier Street, Dromana. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Cyril and Joyce Hayward migrated from England in 1955 and quickly became involved in the Arts in Warrnambool. They both became life members of the Warrnambool Theatre Company. Mrs. Joyce Hayward along with her husband Cyril, had a 30 year association with the Warrnambool Theatre Company. They acted, directed and produced a number of works from the 1950’s through to the 1980’s. Mrs. Hayward taught drama and speech at Warrnambool High School and St Ann’s College. They both worked towards reviving the Warrnambool Arts Council.. They were involved in Christ Church choir, readings for the blind, Probus and Penguin club. They retired to Bribie Island in 1985. Joyce Hayward died aged 97 in 2007.Joyce and Cyril Hayward played a significant part in the development of the Performing Arts and Education in Warrnambool over a 30 year period. They both received the Warrnambool Citizenship award. This letter expresses the gratitude of Council and citizens of Warrnambool to the Haywards for their contribution.
