Callow Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose ...The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. At the time of Australian Federation in 1901 - just a year after this photograph was taken - the patient population numbered six-hundred and seventy-four. The asylum was officially closed in 1996. Although the facade has been partly obscured, it remains intact, and, together with the more simply designed Wallace wing, are important examples of early buildings designed for the specific purpose of aged care. ...Taken in Beechworth, this photograph depicts the business of Camp Street looking towards the Ovens and Murray Benevolent Asylum. In the foreground of right hand side; there are row of buildings, on the left hand side; there are a two standing figures. The Ovens Benevolent Asylum (or the Ovens and Murray Hospital for the Aged) was constructed in 1862 on an elevated site overlooking the township of Beechworth. This Asylum was built in response to boom in population due to the discovery of Gold in Beechworth in 1852. This period also saw the development of additional administration buildings such as; the Court house, the Town Hall, and offices. The original Benevolent Asylum building was designed in an unusual Flemish Gothic Revival style. The single storey building is of red brick on a dressed granite base, and the main facade is dominated by four curved, Flemish gable ends, those at the extremities being added to the original central section in 1867. This facade incorporates paired windows of pointed Gothic form and dark brick diaperwork patterning. The adjacent J. A. Wallace Wing of 1899 was designed by Donald Fiddes as a separate building. Also constructed of red brick, Fiddes adopted a conservative approach, designing a simple domestic scale building with central projecting gable porch and flanking bull nosed verandahs. The Benevolent Asylum was renamed the Ovens Benevolent Home in 1935 and The Ovens and Murray Home in 1954. Many buildings have been added to this site, particularly since the 1960s, including a poorly sited addition to the front of the original building. Extensive internal renovations have also been made to the original buildings. Although the facade has been partly obscured, it remains intact, and, together with the more simply designed Wallace wing, are important examples of early buildings designed for the specific purpose of aged care. The Flemish gables remain as a dominant form of Beechworth's urban landscape. The Ovens and Murray Hospital for the Aged is of historical significance due to its association with the early development of Beechworth and its dominant siting within the town. It is illustrative of the civic development that took place in the town after the peak of the gold rush, when Beechworth was develpoing as the administrative centre of the north east of Victoria. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It records the original purpose ...St LUKES ANGLICAN CHURCH BENDIGO In 1852, a party of Cornish miners, refusing to give up and having dug, by hand, down nearly 70 feet ‘got their reward. Suddenly, their picks sank into soft pipe-clay, white, satin-smooth and seemingly depthless. The men began tunnelling. Presently, the roof forming above them showered gold at their feet – the secret of Bendigo’s famous White Hills lay revealed.’ In the ‘wild rush’ that followed, when ‘the White Hills yielded enormously and some pretty piles were made’, a young Anglican priest, John Herbert Gregory, held the first Anglican church service at White Hills in 1853. The Hamlet of White Hills was surveyed and mapped in 1854 and, by 1863, St Luke’s Church in White Hills was opened on ‘an elevated site’ in a generously sized ‘church reserve’. St AUGUSTINE'S CHURCH MYERS FLAT Early diggers to this area were men named Myers and Nicholls, hence the name - Myers Flat and Myers Creek. 1857 saw the discovery of gold in the area and in less than one month 1000 ounces of gold per week resulted. The number of diggers in the Myers Creek or Burnt Gully totalled 4000 to 5000. Myers Creek consisted of several shops and buildings, two hotels, a race course and a lock-up built of logs. On November 6th, 1864, the opening of the new church of St Augustine' took place. The first mass was celebrated by the Reverand Dean Hayes, of St Killian's Sandhurst. The church of gothic design was built by a local contractor, and with bricks made from local clay. The church also has a fire place and is widely known as "The church with the Chimney. For many years it was also a Catholic school. St AUGUSTINE'S CHURCH INGLEWOOD The church features an Early English design from 1864 and Decorated Gothic extensions from 1884.Notable elements include the sanctuary with the Catto Memorial window and interior cusped arcading of the wainscot. St JOHNS CHURCH (PRESBYTERIAN) BENDIGO The church's architect was W C Vahland VIA, and the builder was N Langstaff. It was built in April 1890, and opened in Feb 1891. The tender price was 2,481 pounds. The church style was gothic, built by the Congregational Church to replace an earlier building built in 1858. St Johns bought the church in 1949 and made additions in 1951. THE SACRED HEART CATHEDRAL BENDIGO Originally designed in 1895 by Reed, Smart and Tappin of Melbourne, the first stage opened in September 1901; the second stage began in January 1954 and was expected to finish in late 1976. Skilled stonemasons were brought from overseas for the completion. The Exterior built from Geelong sandstone and Harcourt granite, matching the original materials for color consistency. The cathedral is designed in the early English Gothic style. It Features a tower and spire weighing several thousand tons, with the spire rising 282 ft. from the floor and topped by a 10 ft. cross.Interior. The original stained glass window, made in Birmingham, England, is above the main entrance on the west side. Marble for the floor was imported from Vincenzo and Via Reggio, Italy; Sicilian Pearl marble is used in the four chapels. Ceilings in the chapels feature Western red cedar and yellow pine timbers.The transept includes Australian blackwood paneling and 12 carved shields representing the apostles. The internal height from floor to ceiling is 80 ft.Artistic Elements. Two large tapestries, specially designed and crafted by Mrs. Carrington, hang in the sanctuary as a symbolic link to Bendigo. ST PAULS BENDIGO The nave was built in 1868 and the tower in 1873. The nave is notable for unusual ceiling with metal and timber overlay members. The tower notable for early brick and bold Gothic influenced design. The church was opened on 12th Nov 1868 and a new chancel sanctuary and Transepts were added on 22 Oct 1927. The architect was Robert A Love. CONGREGATIONAL CHURCHES IN BENDIGO Three main Congregational church buildings existed in Bendigo: at the corner of Forest and Mackenzie Streets (the original site), on Quarry Hill (corner of Russell and Gladstone Streets), and on Calvin Street (later the Lutheran Church). The Calvin Street church was named in honor of John Calvin, a notable figure who lived in the area. In June 1858, 1.5 acres of land were purchased at the Forest and Mackenzie Streets corner for £1200.The first church was built on this site in November 1858 and later enlarged in May 1867 to seat 500 people. A prefabricated parsonage stood nearby until about 1920, serving as a caretaker's cottage for several years. In 1890, foundation stones for a new church designed by W.C. Vahland were laid, featuring a tall tower and two gable crossings (reduced from three to save costs). The new church opened on February 26, 1890, costing £2483. The contractor was N. Longstaff. Some architectural elements, such as the chancel, were added later when St. John's Presbyterian took over the building. Congregational attendance declined, leading to the purchase and alteration of a brick school complex in Olinda Street to serve as their headquarters.The timber church on Russell Street and the Calvin Street property were sold.The valuable Forest Street property was eventually sold to a London sect and later became an investment for the Methodist Church.Historical information on seven denominational churches in Bendigo and Inglewood. [From Victorian Heritage Database citation for Former Labassa Conservatory - H2005 Victorian Heritage Register http://vhd.heritage.vic.gov.au/places/result_detail/12504 (25/01/2021)] The former Labassa Conservatory is believed to have been built as part of the extensive reworking of the Labassa estate in c1890 for the new owner Alexander Robertson, proprietor of the Cobb and Co line. Robertson commissioned the architect JAB Koch to remodel the house, and Koch may have been responsible for the conservatory as well. Alternatively, the conservatory may have been imported. The gates installed at Labassa in 1890 were manufactured by the MacFarlane foundry of Glasgow, Scotland, a firm known to have manufactured conservatories. Around 1917 the glass house from 'Labassa', Caulfield was offered for sale to Malvern Council for its own gardens but the offer was declined. Following subdivision of the Labassa estate in the 1920s the conservatory was converted into a residence. The structure has a simple rectangular plan, with a brick base and superstructure of cast iron columns and roof trusses. The hipped roof is surmounted by an elaborately decorated gable structure. Most of the original glass has been replaced by metal sheeting. The decoration comprises pressed metal fascias including an egg and dart style cornice moulding, mullion mouldings and gable end panels with a rising sun motif. Cast iron ridgework and finials add to the lively roof form. Internally the floor appears to have been raised as part of the conversion work to a residence, and stained timber panelling introduced to provide room spaces. The former Labassa Conservatory is of historical and architectural significance to the State of Victoria. WHY IS IT SIGNIFICANT? The former Labassa Conservatory is historically significant for its associations with the Labassa estate. Subdivision of the estate separated a number of outbuildings from the mansion.
