This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. Frank and Blanche Cornell had their home built in 1904. Mr Cornell was a keen gardener, usually doing 2 hours’ work before going to work. He was a director of Buckley & Nunn, Bourke Street, having worked up from a position as shipping clerk. Frank was a great supporter of and worker for the Empire Day celebrations in the 1905-1911 period and also of the bowling club. He was also a keen photographer. Frank Cornell was first listed in Surrey Hills in 1906 at (6) Lorne Parade. In 1908 the listing gives his occupation as a clerk. He was born in 1869 in Richmond, Victoria and died 15 April 1917 in Surrey Hills from a stroke. His wife Blanche Annie Parsons Cornell (nee Bracher) was born in 1869 in Hokitika, New Zealand; she died on 21 January 1940. Children were: Gilbert Frank Cornell (b1894, Hawthorn; d1908, at Frankston beach, an accidental drowning) Ruth Amelia Cornell (b 1899, Kew; d 29 May 1977, Kew) Lorna Amy Cornell (b 1906, Surrey Hills; d unknown) Patience Blanche Cornell (b1907, Surrey Hills; d unknown). Frank and wife Blanche are buried in Box Hill Cemetery - CE-*-1058. Ruth Amelia married David Ellis, c1922 in Surrey Hills. David was a dentist who practised in Surrey Hills for many years. ‘Casallenroc’, 4-8 Lorne Parade Built in 1904 and occupied from that date by Mr Frank & Mrs Blanche Cornell. Photo is of Mr Cornell with 2 of his children on the veranda. He was a keen gardener, usually doing 2 hours’ work before going to work. He was a director of Buckley & Nunn, having worked up from a position as shipping clerk. He died in 1917 at the age of 47 years from a stroke. Mrs Cornell had a large orchard. Children were Frank (who accidentally drowned at Frankston beach), Lorna, Patience (Mrs Brewer) and Ruth (wife of dentist, Dr David Ellis). A lemon scented gum in the garden was planted by the Cornells having had its trunk bent by the baby. It grew with a bent trunk. Copy of photograph of Royal visit to Tatura, 5 March 1954. The Queen and Duke of Edinburgh were greeted on totally renovated station. decorated with masses of flowers and shrubs. The visit to Tatura of Queen Elizabeth 2 was first by a reigning monarch and no other visit has caused such excitement. The Station was highly decorated and the Royal Cypher in golden flowers mounted on scarlet velvet made a perfect background for the artistic scheme. This file contains five items relating to Caulfield Council Visits with the Melbourne & Metropolitan Board of Works (MMBW) from 1919 to circa 1974: 1/A photo album containing photos from the MMBW ‘visit to the Headworks, Yan Yean Water Supply, Wallaby and Silvery Creeks’ from 28/02/1919 to 03/03/1919, attended by members of the Caulfield City Council. The album contains 13 original black-and-white photographs, 3 of which are of the council members. The album is accompanied by a report by Felicitie Campbell, written 11/2008, about these visits. 2/A publication from the MMBW documenting its review of operations for 1973-1974. The report contains information about water supply, sewerage and drainage infrastructure completed or in progress during this period including infrastructure in Caulfield, Ormond, Carnegie and Bentleigh. 3/A periodical feature from the MMBW titled ‘Living City’, issue no. 16, Spring/Summer 1974. Included in the article titled ‘Program’ is a notice that construction will continue on the Elster Creek drain from Thomas St. to Wheatley Road, McKinnon. The periodical also includes the names of commissioners W. R. Walters from Caulfield and G. R. Bricker from Moorabbin (back cover). 4/2 maps and 1 information booklet from the Thomson Project Open Day attended by Felicite and John Campbell as representatives of the Caulfield City Council. This was an annual MMBW open date. The Halfway Hotel was built c1871. It was a thriving business in the days of the bullock wagon and was virtual headquarters of border drovers and teamsters, who camped on the Wodonga Flats opposite. Mr. John Jennings applied for a license in 1871 but it was refused. In October 1872 a License was granted to Thomas Weeks who was advertising that he had purchased the premises. In December 1878 the licensee was advertised as Ann Weeks. Daniel McCormick took over as licensee in 1882 and was followed by Thomas Fitzgerald. In September 1886, Fitzgerald transferred the licence of the hotel which contained eight rooms, to Patrick Flanagan. Flanaghan was a hotel keeper, brewer and stock trader. Pearce Murphy became licensee in 1889, followed briefly by his wife, Julia, in 1890. In September 1890, the licence was transferred back to Patrick Flanagan, the hotel’s owner. During the 1890s, the licence changed hands a number of times. Licensees included Alexander McDonald, Mrs Spehrs, George and Mary Rust. In December 1895, George Rust held the ‘Halfway Races’ on a course at the back of the hotel. Towards the end of the 1890s, Patrick Flanagan was again licensee of the hotel. He died in his residence at the Halfway Hotel in 1929. The license was then held for two years by his son, Mr M.J. Flanagan. In June 1931 the licence was transferred from Maude J. Flanagan to Percy Pickering. In July 1939 the hotel was sold by Mr P.W. Pickering to Irene Weatherall. The new licensee was Mr H.O. Harris of Bonegilla. In April 1940 The Licensing Court granted an application to remove the Halfway Hotel, Albury Road, Wodonga, to the corner of Elgin and Smythe Streets, Wodonga, on condition that premises were to be erected within 42 weeks. Applicants were Irene A. Weatherall and Lena Emma Pickering, owners, and Harold O. Harris, licensee. Mr Edwin Harold and Mrs Ruby Scholz bought the property. Ruby was a sister of Emma Pickering. They lived there until the premises was demolished for the widening of the Lincoln Causeway.
