Charles Rogers was a well-known Warrnambool identity in the 1930s, 40s and 50s as a horseman and Army identity and he and his horse frequently led parades and celebrations in the city. He was a long-serving Warrnambool Agricultural Show official as a judge of equine events. Rogers died in 1961. These items are of great interest as examples of the regalia worn by Australian military personnel in the 1930s. They are also good mementos of Charles Rogers, a notable personality in Warrnambool in the 1930s, 40s and 50s.1 This is a piece of ceremonial regalia worn over the shoulder and called an aigullette. It has a plaited silver-coloured cord ending in silver metal tagged points. The metal points or stakes are highly decorated. The cords also have an accompanying smaller silver-coloured cord and another attachment of cord with an end of interwoven material in the shape of an elongated pear or acorn. The item is a little tarnished. .2 These are epaulettes worn on the shoulder. One is attached to the aigullette and the other is detached. The belt has a cloth-covered metal clasp. There are two tassels hanging from the clasp area with beige and maroon threads with tops covered in silver mesh. Rogers was a well-known Warrnambool identity in the 1930s, 40s and 50s as a horseman and an Army identity. He built a house in Birdwood Avenue, Warrnambool, in 1935 and was a long-serving Warrnambool Show official as a judge of equine events. Rogers died in 1961. These items are of great interest as examples of the boots worn by Army Lighthorse personnel in the 1930s. The mechanism for keeping the boots in good condition is of some technological interest. They are also of interest because they belonged to a well-known 20th century Warrnambool person. These are two knee-high brown leather boots with brown laces. The boots are slightly scuffed. Inside the boots are two pieces of red-striped canvas. The boots have wooden inserts to support the boots in storage. These wooden inserts, all varnished, are in four pieces - a solid foot shape to fit in the foot of the boots, two pieces shaped to fit the calf of the leg padded with green felt, one with slight indents at the top and the bottom and the other with a decided groove and the centre piece that has a hole cut out to fit the shape of the other two. This last piece has a wooden handle with a metal attachment. There is only one handle as it can be screwed out and fitted to either wooden insert. Rich royal blue grosgrain braid, 10 cms wide surrounds a rectangle of cream kid leather, 21 cm wide x 24 cms deep. On this rectangle is an embroidered wreath of foliage in gold and orange coloured thread, embellished with gold metal thread, which also outlines an embroidered bow, at the base of the wreath. In the centre of the wreath, a looped bow is embroidered in thread, and embellished with the gold metal thread. Two gold coloured metal decorative shapes are placed, one on each side of the lower edge of the leather. Two 5 cm wide tabs, adorned with a heavy lodge symbol, including 4 cm long brass metal chain, with ball decorative elements, hang from the waist, and fall to 3/4 length of the leather panel. A peaked flap 9 cm deep is attached from the waistband, and falls loosely over the leather panel. It is also adorned with a brass metal lodge symbol. The insignia is stitched in yellow, royal blue and dark blue cotton. This sash is hand sewn at the end of one side length, in order to shorten it. Ballarat Teachers' College Ceremonial ...Worn by the principal of Ballarat Teachers' College over black academic gown at formal assemblies. Ellwood was the Principal of the Ballarat Teachers' College. Ballarat Teachers’ College was opened on 04 May 1926, at S.S. 33 Dana Street, with an enrolment of 61 students. Its original staff consisted of the Principal, Mr W.H. Ellwood, M.A., M.Ed. (Chairman of the Teachers’ Tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, BA., (lecturers). In 1927 Miss P.A. Hamano joined the staff. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by 26 Manual Arts students, who had formerly received their training at Ballarat High School. Manual Art students continued till 1930 when, on grounds of economy, their training was concentrated at Melbourne Teachers’ College. During the four succeeding years, approximately 60 students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the College in its brief span of life (1926-1931). Five per cent of each year’s students were granted an extension of their studentship to enable them to proceed to Melbourne Teachers’ College, and to take the first year’s course for a University degree. With the advent of the economic depression of the ‘thirties, Ballarat Teachers' College closed its doors in December, 1931. Fourteen years were to pass before the College opened again on February 2nd, 1946. The college re-commenced at SS Dana Street, under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip. Ed., (acting, later Principal 1946-1950) and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., B. Com., Dip. Ed., Miss Monica H. Miller, L.Mus.A., and Miss G. Kentish, Dip. Phys. Ed. The opening ceremony was performed by the Minister of Education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only but, at the last moment, men resident in Ballarat were also accepted. A co-educational college was thus set up instead, and it has continued as such. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teacher’s Certificate at the final College Assembly each year. In December 1955, College held its first Graduation Ceremony, with its own Graduation Hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Lord remained as principal until 1951 when he transferred to establish a teachers' college at Toorak. Tom William Turner was Lord's successor. A highlight of his term was the construction of new college buildings at Gillies Street with the students commencing their lessons there in February 1958. Turner retired in 1970, having overseen a period of substantial growth in the institution. In that year alone more than one hundred and forty students completed their primary teaching qualification to meet a severe shortage of teachers. Doug Watson commenced as principal in 1971. In 1973 Ballarat Teachers' College became the State College of Victoria at Ballarat. Three years later Ballarat College of Advanced Education was formed and the teacher education students moved to the Mount Helen Campus. In 1990 Ballarat College of Advanced Education became Ballarat University College, an affiliated college with the University of Melbourne. The chain was seen as an outward sign of power, authority, and responsibility and was a formal, full-dress type of regalia that was worn by the mayor over their robes at ceremonial functions. The large central drop medallion featured the design of the council seal and the links of the chains detail the name and date of each appointed Mayor. This council seal features the Brighton coastline with a pier extending to the water, a sail boat in the distance and a train on the right of the pier. It was displayed by Council on its flag and letterhead and in municipal buildings and can still be seen on the portico of Brighton Town Hall. The seal was used from 1919, when Brighton was declared a city, until 1970, when an official crest was issued by the British College of Heraldry. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919.9 carat yellow gold and enamel mayoral chain for the City of Brighton. Consists of 61 small oval links, with a scroll listing significant dates in Brighton's history as a centrepiece and a large 'drop' medallion of the City of Brighton seal below. Each oval link has a central plaque inscribed with a mayor's name and dates of their office surrounded by a thin coiled edge and a thick decorative border. The earliest Mayor is W.P. Francis 1918-19 and the latest is K.D. Oliver 1994-95. The links are joined by cable chain and form a long circular chain with two crosspieces of additional links at the back, the upper crosspiece contains four links, while the lower piece contains three links. The chain has a large oval medallion/pendant of the City of Brighton seal which is surrounded by a thin coiled gold edge, a border containing raised lettering 'CITY OF BRIGHTON' above and a Coat of Arms below. This is also surrounded by a coiled edge. The oval piece is then wrapped around with a thick laurel wreath with small berries. The central part of the medallion contains a coloured enamel image of the Brighton coastline with sand in the foreground, a pier extending out into the water, a sailboat in the distance and a train on the right of the pier. The large central drop medallion features the design of the council sea, and the links of the chains are made of cutwork initials of each Mayor. The Sandringham seal was designed by Sans and McDougal had been selected in 1917, by a special committee and its main features are the Sandringham pier and breakwater, with a yacht in full sail as an inset, supported by two dolphins. The motto reads 'Omni Opere' which translates to ‘With all earnestness.’9 carat yellow gold mayoral chain for the City of Sandringham. Consists of two concentric circles of 57 small oval links, with an Australian Coat of Arms as a centrepiece and a large 'drop' medallion of the City of Sandringham seal below. Each oval link is made up of the cutwork initials of a mayor, the surrounding oval border has an inscription above the initials which gives the mayor's name; an inscription below gives dates of office; the earliest is Cr. B.J. Ferdinando 1917-18, and latest is Cr. S.T. Russell 1993-94. The ovals are surrounded by decorative scrolls and are joined by small curb chains. The outer circle contains 31 links, while the inner contains 26. On both shoulders sit decorative bars, joining the front of the chain to the back. The main medallion has an oval central panel that features the coloured Sandringham seal in enamel depicting two sailboats in the water, a pier protruding from the left, a coastline on the right with two pine trees. Above the scene are decorative triangles in light blue and yellow, above which is another section in dark blue containing a third sailboat. The seal is flanked by two engraved dolphins and above it sits an engraved St Edward's gold crown filled with red enamel. Below the seal, there is a ribbon containing the Latin motto 'OMNI OPERE' which is engraved and filled in dark blue enamel. The pendant is surrounded by cutwork lettering reading 'CITY OF SANDRINGHAM / 1919' and leaf decorations. The medallion is inscribed on the reverse with important dates in Sandringham's history. A fleur-de-lys joins the medallion to the Australian Coat of Arms centrepiece above. The Coat of Arms features a shield, depicting symbols of Australia's six states, in enamel, flanked by an engraved kangaroo on the left and emu on the right.
