This is a set of 28 photographs taken at a CO’s Parade at the Army Survey Regiment, Fortuna, Bendigo in 1992. On this parade WO1 Bill Jones received his commission and by promotion to Captain from CO LTCOL Rene van den Tol. Command of the unit was handed over to LTCOL Rob McHenry. It is probable the commissioning and handover ceremonies occurred on the CO’s Parade. The first photograph was probably taken at a media event announcing the introduction of the Heidelberg Speedmaster printing press in late 1990. LTCOL Rene van den Tol was the CO of the Army Survey Regiment from 1989 to 1991. Partly obscured behind the CO was Mr Bruce Reid, who was the newly elected federal member for Bendigo. The media event was held in Wayzgoose Hall, Lithographic Squadron’s new purpose-built building constructed to house the Speedmaster printing press. This occasion is covered in more detail in page 143 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. Approval received from the Forests Commission of Victoria to purchase two tons of firewood for use at Holmbush at 1267 Burke Road. It shows that wood was a rationed resource during the war and approval was required from the Forest Commission before acquisition. The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. State Electricity Commission (SEC) outlined details of a site available for the development of a Tourist Hotel Project in Falls Creek in late 1962/3. SEC estimated that by the winter of 1963 Falls Creek Village would be able to accommodate 500 persons. The site for development was up to 2½ acres adjacent to the Upper Kiewa Valley Road. It envisaged a building able to accommodate about 100 guests. The successful developer would be granted a lease for 45 years at a rent of £300 per annum. Written applications for the lease were to be submitted by 31st March 1963.This item is significant because it documents plans made by the State Electricity Commission to develop the Falls Creek Tourist Area. Chelsea Clock Company History: The Chelsea Clock Company is an American clock manufacturing company that started before 1880 with Joseph Henry Eastman who founded the Harvard Clock Company and produced 800 clocks of marine, carriage, shelf and banjo types. He went on to change the company name to the Boston Clock Company in 1884. After several name changes in 1897, the Chelsea Clock Company was finally founded. Clocks produced by Chelsea Clock Company have been found in the White House, on US Naval Ships, and in homes and offices around the world. After the company first began life as the Harvard Clock Company, it was named the Boston Clock Company, the Eastman Clock Company before finally becoming the Chelsea Clock Company in July of 1897. The company had developed many patents and innervations over these years and between 1939 and 1946 during World War II they were awarded contracts by the U.S Maritime Commission and produced vast numbers of clocks for both merchant and naval ships. U.S Maritime Commission History: The United States Maritime Commission (MARCOM) was an independent executive agency of the U.S. federal government that was created by the Merchant Marine Act of 1936, and replaced the United States Shipping Board which had existed since World War I. It was intended to formulate a merchant shipbuilding program to design and build five hundred modern merchant cargo ships to replace the World War I vintage vessels that comprised the bulk of the United States Merchant Marine, and to administer a subsidy system authorized by the Act to offset the cost differential between building in the U.S. and operating ships under the American flag. It also formed the United States Maritime Service for the training of seagoing ship's officers to man the new fleet. The purpose of the Maritime Commission was to formulate a merchant shipbuilding program to design and then have built over a ten-year period 900 modern fast merchant cargo ships which would replace the World War I-vintage vessels Those ships were intended to be then leased to U.S. shipping companies for their use in the foreign seagoing trades the aim was to offer better and more economical freight services. The ships were also intended to serve as a reserve naval auxiliary force in the event of armed conflict which was a duty the U.S. merchant fleet had often filled throughout the years since the Revolutionary War. From 1939 through the end of World War II, the Maritime Commission funded and administered the largest and most successful merchant shipbuilding effort in world history, producing ships for both navy and merchant marine. By the end of the war, U.S. shipyards working under Maritime Commission contracts had built a total of 5,777 ocean-going merchant and naval ships. In early 1942 both the training and licensing was transferred to the U.S. Coast Guard for administration, then later to the Maritime Service final responsibility was conveyed to the newly created War Shipping Administration which was created to oversee the operation of merchant ships being built by the Emergency Program to meet the needs of the U.S. Armed Services. With the end of World War II, both the Emergency and Long Range shipbuilding programs were terminated as there were far too many merchant vessels now for the Nation's peacetime needs. In 1946, the Merchant Ship Sales Act was passed to sell off a large portion of the ships built during the war to commercial buyers, both domestic and foreign. The U.S Maritime Commission was officially disbanded on May 24th 1950. These clocks were to be found on all ships made in American for the war effort between 1939 and 1946. They are a significant reminder of the sacrifice by those who served in the merchant marine and the navy’s during the Second World War. The item is a part of our social history that reminds us of these dark times. After the 1939 bushfires, the Forests Commission Victoria invested heavily in a radically new communications network. After suffering some inevitable delays due to the war, radio VL3AA switched into full operation in October 1945 proudly beaming out 200 watts across the State. But by today’s standards, the technology was primitive and the reception poor unless the user was on a high point somewhere. The radio signal was "line-of-sight" and bounced between fire towers and relay transmitters across the mountains back to the District offices. The advent of solid-state electronics in the 1960s replaced the more delicate valve sets which enabled greater use of vehicle mounted radios. The Commission continued to research, develop and build new radios at its many workshops around Victoria. The network was supported by a large team of skilled radio technicians. The more secure and versatile State Mobile Radio (SMR) digital trunk system came into operation in about 1995. Upgraded Tait Radios were purchased in 2014 after recommendations of the 2009 Bushfires Royal Commission. But it was the convergence of separate technologies such as 5G mobile phones, high-capacity and light-weight lithium batteries, Wi-Fi, the ever-expanding internet, cloud data storage, digital cameras, GPS, personal organisers and hundreds of supporting Apps into powerful smartphones and tablets which revolutionised bushfire communications from the mid-2000s.
