As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. Denine Moloney made history at the MMBW as the Board’s first female apprentice gardener, at the young age of 16. Denine was part of a team that cultivated and distributed up to 140,000 plants a year from the nursery complex that was housed on Warrigal Road, in Moorabbin. The large trees, shrubs and various other plants were all used in Board beautification projects. At the time, Denine lived with her parents and rode her bicycle to and from work each day while she attended Oakleigh Technical College one day a week as part of her apprenticeship. Denine’s ambition was to become a professional landscape gardener after her apprenticeship was completed, and four years later was in fact appointed as head gardener at Jells Park in 1983. Denine was not the last woman to work as a gardener at the Board, bringing with her two female assistants at Jells Park in caring, maintaining and distributing the Board’s horticulture. This staff newsletter highlights the significant achievement of Denine Moloney, becoming the first female gardener to work at the Board. This is an invitation to the launch of the conservation and publication project for the Warrnambool Pioneer Honour Board. The invitation was sent out in the name of Lilian Foyle, the Warrnambool photographer and artist who produced the portraits and some of the sketches on the board. A person representing Lilian Foyle welcomed those who came to the launch. The Pioneer Honour Board, initiated by Edward Vidler, was first assembled in 1907 to mark the 60th anniversary of the founding of Warrnambool. It has the portraits of 204 pioneer men of Warrnambool and district and is one of the best examples of a pioneer honour board in Victoria. It now requires extensive conservation work and an appeal has been launched to cover the cost of this. A publication with biographies of the 204 men is also being prepared. This invitation is of great interest as it is connected to the Warrnambool Pioneer Honour Board which is one of the most important historical items in the city of Warrnambool and a work of art in its own right.This is a buff-coloured piece of paper with black printing and a black and white photograph of Lilian Foyle. This notebook appears to be the Warrnambool Water Trust Records of two contracts in 1892 . (The reference is written as 'W.W.Trust'.) The first contract, with the contractors, Coates and Reed, is for the excavation for settling tanks and clear water basin and a reservoir in Liebig Street and there are 60 pages giving details of these works - labour, masonry, concreting, fencing etc. The second contract with the contractor, William Kellas, is for the erection of a cottage and an engine shed and boiler room (7 pages). The Warrnambool Water Trust was set up in 1891 and the first project was the supply of water from the Merri River near Wollaston to a reservoir and tower in Liebig Street and this notebook concerns some details of this early water supply scheme. This notebook is of some interest as it supplies details of a late 19th century Warrnambool water supply scheme and so should be of value to local history researchers This is a notebook with a red leather cover and pages with printed headings and ruled red lines. This book was written and produced by Edward Vidler, Born in England, Edward Vidler, a writer, publisher, journalist and editor, was in Geelong in the 1880s where he produce a commemorative volume of that city. In Warrnambool in the early 1900s Vidler was Secretary of the Warrnambool Chamber of Commerce and Manufacturers and of the Warrnambool and District Progress League. In 1907 he produced ‘Warrnambool Past and Present’ to celebrate the 60th anniversary of the founding of Warrnambool. In 1907 he also organized the project that produced the Warrnambool Pioneer Honour Board. Later Vidler lived in Melbourne where he edited magazines and published his own and other writings. He was interested in the promotion of the arts and was a keen naturalist. He was a foundation member of the group that established the Maranoa Native Gardens in Balwyn.These books are of the utmost significance as ‘Warrnambool Past and Present’ is a seminal work in the history of the Warrnambool – second only in importance to Richard Osburne’s History of Warrnambool published in 1887. ‘Warrnambool Past and Present’ is noted for the accuracy of Vidler’s research, its complementary value to Osborne’s history and its presentation of historically valuable material that might otherwise be lost. The photographs in the book are of excellent quality and of great historical value and continue to be scanned and copied today. Students attended Sunday School classes at the Kergunyah Presbyterian Church. Sunday school was held in a little 16 foot square wooden building which came from Rocky Valley after it was no longer needed there. Ewen Wallace's father initiated and organised the move. C2011 the building was knocked down because of white ants. The current (2015) Mt Beauty Tourist Centre site was to be upgraded into a 'Sports Tourism Cluster' with funding from the Government and the Alpine Shire with 'In Kind' assistance from Falls Creek Resort management Board, Parks Victoria and the Local Community & Tourism Industry. This project didn't go ahead.The Mt Beauty town was handed over to the Alpine Shire in the 1960's after completion of the Kiewa Hydro Electric Scheme. The State Electricity Commission of Victoria published a journal every second month for all its workers throughout Victoria. Each 'project' reported their news, giving an update on work, sport, technical achievements, social gatherings, personal notices etc. The S.E.C. Journal included a regular section for the Kiewa Hydro Electric Scheme titled "Kiewa Keynotes" giving an insight into life & an update on the work on the project and the reporting of new clubs, services etc. being formed. It also reported on many of the people living there. Eg. Feb.-Mar. 1955 Cover "Packhorses get supply to Kiewa's survey outposts - Pg. 2. S.E.C.V. Journals covering the period of the Kiewa Hydro Electric Scheme. Each journal is about 33 pages with a soft card board or glossy paper cover. The earlier journals were plain with one colour and white , the later ones had a photo on the front. The journals were identified by Vol. & No. and months and year. Students from Mt Beauty Secondary College produced this set of 3 DVDs re the development of AGL's Bogong Power Development 2007-2009. This was an addition to the Kiewa Hydro Electric Scheme built by the SECV in the 1950s. The information covers many aspects of the Development which is of interest as well as being educational for the students. The request re the SECV Adit Shaft was to assist with the information board beside the shaft on the Gorges Walk on the West Kiewa River. DVDs were a digital means of passing on information to an audience and enabled multiple copies to be made. The Kiewa Hydro Electric Scheme is in the Kiewa Valley producing clean energy for Victoria. The Bogong Power Development increased the production of electricity in line with more clean energy and gave locals employment and students an insight into its construction and issues. The technical aspect of using DVDs to present this knowledge was also part of the education for the local students. x3 DVDs with hard clear plastic box cover. The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erectin of an Honor Board until we can feel ssured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff ad students of the technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Books and Mural cases have also been designed for State Schools.' Over 400 former students and staff of the Ballarat School of Mines served during World War One. The 1920 SMb Students' Magazine said' 'Many students left Australia with the first Contingent, and since then, the School has been represented on every field where Australians have fought, from the first landing at Gallipoli to the decisive victory on the 8 August 1918.' The influence of the school was appropriately shown in the fact that at least 13 of its students were officers in the Australian Mining Corps. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. The Ballarat Technical Art School and was involved with the design and manufacture of numerous WW1 memorials. When it came time to complete their own memorial, the Principal died, and the Honor Roll must have been overlooked in the confusion that ensued. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. The Ballarat Technical Art School undertook many honor boards. The Ballarat School of Mines Annual Report 1918 states: "Under the direction of the Art Principal (Mr H.H. "Amongst the important local commissions received during the year was the designing and supplying of the Municipal Council's Address of Welcome Casket for presentation to His Royal Highness the Prince of Wales, the designing and supervising of a large four-light stained glass window for the Lydiard Street Methodist Church, ... and supply numerous honor books, honor boards, etc., for public institutions and school." "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. This was a major project involving not only a new bridge over the Snowy River (including Lochiel Lagoon), but other bridges over Ashby’s Gulch and Watt’s Gulch. These new bridges were opened in November 1976 with the unveiling of a plaque on the eastern end of the $2.4M Snowy River Bridge. The new bridge, built by the CRB at a cost of $2.4 million, is 1.6 metres above the record flood levels of 1971. (ref. By 1910 it had become apparent that there was a need for a central roads authority to take over responsibility from the Board of Lands and Works for the care and management of the main roads of the state of Victoria. Because there was no consistent and systematic policy for road maintenance Victorian roads were in a deplorable condition. At this time the use of the motor car accentuated the demands for better roads. As a result of these needs the Country Roads Act 1912 was proclaimed in 1913 providing for the establishment of the Country Roads Board as a central road authority with responsibility for those roads within the State considered to be main roads. the C.R.B. was responsible for the construction of roads and bridges including the Snowy River road bridges in Orbost. This was a major project involving not only a new bridge over the Snowy River (including Lochiel Lagoon), but other bridges over Ashby’s Gulch and Watt’s Gulch. These new bridges were opened in November 1976 with the unveiling of a plaque on the eastern end of the $2.4M Snowy River Bridge. (ref. Opened by the Hon. J A Rafferty, Minister for Transport, 25 November 1976, the bridge was the first of four bridges to be built as part of the freeway bypass of Orbost. Construction cost $2.4 million. This construction was an important development along the Princes Highway corridor through East Gippsland. The original highway approached the Snowy River at a very poor alignment, and several serious accidents had occurred at the Orbost end. In times of heavy flood, the highway on both sides of the river had been cut by floodwaters and during the 1971 floods, the highest ever recorded, the river was a mile wide at the crossing. Construction of the bridges commenced in January 1975, with an expectation to open the bridge across the Snowy River as soon as possible. Less than two years later, on 25 November 1976, the bridge across the Snowy River was opened to traffic, allowing the old bridge to be demolished. The remainder of the Orbost Bypass, both the floodplain crossings and the eastern section around the township itself, was declared ‘Princes Freeway’ and opened to traffic in December 1977. (ref http://mrv.ozroads.com.au) The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. The opening of this Snowy River Bridge was an important development in the accessibility to the township of Orbost.Three coloured Country Roads pamphlets for the 'Princes Freeway - Orbost Section". In 1972 Men's Auxilliary was disbanded and replaced with a new committee to be called The Minerva Association. Promoted in Ring-a-roo April 1972 the new association was 1) to further the welfare of College, 2) to encourage social contact between all members of the school community and 3) to promote major fund raising projects which may be beyond the means of the separate auxiliaries or the Old Collegians' Association. The Ladies' Auxiliary and the Old Collegians Association continued to exist. In 1988 the Minerva Association changed its name to the Ballarat and Clarendon College Parents' and Friends' Association. (see Ring-a-roo March 1988). These were the first honour boards created by Ballarat College to honour the top academic student of each year. The first award was given in 1868 four years after the school opened. The boards were one display in the Assembly Hall (Sturt Street building north wing). Two of the boards are featured in 1918 photographs of the Assembly Hall. The three boards cover the following years: 1868 - 1895 (partially defaced), 1896 - 1921 (completely defaced) and 1922 - 1952 (complete). New boards replacing these boards were created prior to the centenary celebration in 1964 and hung in the Memorial Hall. At amalgamation (1974) and because the Senior students moved to the Mair Street campus) these boards were co-opted to honour Middle School Dux and Junior Captains. In 2012 the school undertook a major project and created three new boards. One board honours Ballarat College Dux (1868 - 1973) and School Captains (1914 - 1973); another board honours Clarendon Presbyterian Ladies' College Dux and Head Prefect (1919 - 1973). These boards resemble the 1950 re-creation. HMAS Melbourne (R21) was a Majestic-class light aircraft carrier of the Royal Australian Navy (RAN). Operating from 1955 until 1982, she was the third and final conventional aircraft carrier to serve in the RAN. Melbourne was the only British Commonwealth naval vessel to sink two friendly warships in peacetime collisions. The ship was laid down for the British Royal Navy as the lead ship of the Majestic class in April 1943, and was launched as HMS Majestic (R77) in February 1945. At the end of World War II, work on the ship was suspended until she was purchased by the RAN in 1947. At the time of purchase, it was decided to incorporate new aircraft carrier technologies into the design, making Melbourne the third ship to be constructed with an angled flight deck. Delays in construction and integrating the enhancements meant that the carrier was not commissioned until 1955. Melbourne never fired a shot in anger during her career, having only peripheral, non-combat roles in relation to the Indonesia-Malaysia confrontation and the Vietnam War. However, she was involved in two major collisions with allied vessels. On the evening of 10 February 1964, Melbourne collided with and sank HMAS Voyager when the Daring class destroyer altered course across her bow. Eighty-two of Voyager's crew were killed, and two Royal Commissions were held to investigate the incident. The second collision occurred in the early morning of 3 June 1969, when Melbourne collided with and sank the Allen M. Sumner class destroyer USS Frank E. Evans in similar circumstances. Seventy-four United States Navy (USN) personnel died, and a joint USN–RAN Board of Inquiry was held. These incidents, along with several minor collisions, shipboard accidents, and aircraft losses, led to the reputation that Melbourne was jinxed. Melbourne was paid off from RAN service in 1982. A proposal to convert her for use as a floating casino failed, and a 1984 sale was cancelled, before she was sold in 1985 and towed to China for breaking. The scrapping was delayed so Melbourne could be studied by the People's Liberation Army Navy (PLAN) as part of a secret project to develop a Chinese aircraft carrier and used to train PLAN aviators in carrier flight operations. HMAS Melbourne was decommissioned on 30 June 1982, having spent 62,036 hours underway and having steamed 868,893 nautical miles.
